سیاستگذاری ضعیف در بازار کار
مدیر دفتر اقتصادی مرکز پژوهشهای مجلس شورای اسلامی گفت: عرصه سیاست گذاری بازار کار در کشور طی دهههای گذشته ضعیف ترین عملکرد را داشته و در این حوزه به شدت غفلت شده است.
احسان خاندوزی در دومین نشست تخصصی تحلیل بازار کار با عنوان «بررسی میکروسکوپی بازار کار» در پژوهشکده مطالعات علوم اسلامی و انسانی دانشگاه فردوسی مشهد افزود: با وجود آنکه بازار کار ایران طی این مدت چالشها و مسائل جدی داشته اما سیاست گذاری در این حوزه نسبت به سایر بخشهای اقتصادی ضعیف بوده است.
وی اظهار کرد: در این زمینه حتی یک گزارش رسمی در حوزه کار وجود ندارد در حالی که این نوع گزارشها در بخشهای دیگر اقتصادی چون تولید و پول وجود دارد.
وی گفت: گزارشی از سوی وزارت تعاون، کار و رفاه اجتماعی یا هر نهاد و دستگاه متولی این حوزه که وضعیت ابتدای سال و نیز سیاستها و برنامههای مربوطه به این بخش در طول سال و شرایط انتهای آن را ارائه کند
نداریم.
خاندوزی افزود: نبود ارزیابی سه دهه سیاست گذاری بازار کار و سرکوب نهادهای چانه زنی در بازار کار هم از دیگر چالشهای حوزه اشتغال است.
وی اظهار کرد: امروز هر چند تشکلهایی با عنوان شورای اسلامی کار همچنان فعال هستند اما نه تنها قوت و قدرتی ندارند بلکه از این نهاد چیزی جز پوسته باقی نمانده که بتواند کم کاری بخشها و دستگاههای متولی را جبران کند.
وی با اشاره به یک بررسی در طول سالهای 84 تا 95 گفت: طی این مدت فقط در حوزه نفت و گاز آمار شاغلان از 66 هزار و 800 نفر در سال 84 به 59 هزار نفر و در حوزه منسوجات از یک میلیون و 33 هزار نفر به 658 هزار نفر کاهش یافته است.
خاندوزی افزود: در حوزه ساختمان تا سه میلون و 100 هزار نفر نیز اشتغال داشتند و با اقداماتی که در حوزه مسکن مهر و تزریق پول و تسهیلات گسترده و جهش قیمتها در سالهای گذشته روی داد این تعداد در پایان سال 95 به یک میلیون و 700 هزار نفر رسید.
وی اظهار کرد: از سویی در این سالها همچنین آمار کارفرمایان از یک میلیون نفر به 812 هزار نفر کاهش یافت.
وی گفت: آمار کارکنان فامیلی بدون مزد که در سال 84 معادل 2 میلیون و 600 هزار نفر از کل 17 میلیون شاغل بود امروز به یک میلیون و 600 هزار نفر از 25 میلیون شاغل رسیده است.
خاندوزی افزود: امروز در اقتصاد ایران مجموعهای از نیروهای تحصیل کرده وجود دارد که در کانونهای دانش بر در قالب گروه متخصصان، تکنیسینها و کارمندان اداری در حوزه خدمات عمومی، مالی و بخش انرژی فعالیت میکنند.
وی اظهار کرد: در کانونهای کمتر دانش بر هم نیروی کار غیر متخصص و کارکنان خدماتی و ماهر، صنعتگران، متصدیان و کارگران ساده در گروههای صنعت، خدمات، ساختمان و بازرگانی شاغل هستند.
وی ادامه داد: مشاغل تخصصی و دانش بر در حوزه اداری و دولتی است و سهم بخش خصوصی از مشاغل دانش بر کم رنگ تر است اما بهرهوری در این حوزه بیشتر و در بخش دولتی این بهره وری از نیروی متخصص خیلی کمتر است.
وی گفت: باید دانشگاهها در این حوزه وارد شده و نسبت به اصلاح این شرایط به کمک دستگاهها و نهادهای متولی بیایند.
