فرصت یک ماهه شهرداری برای ارائه پهنههای بلند مرتبه سازی مشهد
رئیس کمیسیون عمران و شهرسازی شورای شهر مشهد گفت: اقدامات صورت گرفته در رابطه با جانمايي كانونها، محورها و پهنههاي بلند مرتبه سازي (مسكوني و مختلط غير مسكوني) برسی و مقرر شد شهرداری تا یکماه آینده گزارش جمع بندی مطالعات انجام شده در این زمینه را ارائه کند.
به گزارش صبح امروز محمدهادی مهدی نیا در جلسه کارگروه شهرسازی کمیسیون عمران و شهرسازی شورا با اشاره به شرط واقع گرایی گفت: نمی توان یک الگوی کلی برای بلند مرتبه سازی در نظر گرفت و باید گونه بندیها از لحاظهای مختلف کالبدی، عملکردی، طراحی شهری و اقتصادی، اجتماعی ملاک عمل قرارگیرد.
وی افزود: تصمیم گیری برای پهنهها و کانونهای بلند مرتبه سازی با کسب نظرات و دیدگاههای مختلف در این زمینه خواهد بود به همین دلیل در جلسات کارشناسی کمیسیون این تضارب آرا مطرح و بحث و بررسی میشود.
رئیس کمیسیون عمران و شهرسازی شورای شهر مشهد بر اقدامات عاجل مشاوران به جهت محدودیت زمانی، بر تهیه طرح پیشنهادی مشترک بلند مرتبه سازی هفت حوزه با خصوصیات جامعیت و کامل بودن در عین پویایی و مستعد نیل به نقطه بهینه تأکید کرد.
مهدی نیا گفت: هم چنین گزارشی کارشناسی در ارتباط با افزایش دوبرابری نسبت نرخ رشد جمعیت با نرخ رشد افقی شهر ارائه و به بیان دیدگاههای نوین توسعه شهری ، تنوع مسکن، جایگاه شهر با برخورد با بلندمرتبه سازی، اشاره به فرمول تراکم اقتصادی، معایب طرح بلند مرتبه سازی پارت، معایب مصوبه شورای اسلامی شهر در تاریخ ۱۷ شهریور ۹۵ ، اشارات طرح جامع سوم و طرح پیشنهادی معاونت شهرسازی و معماری شهرداری مشهد پرداخته شد.
وی گفت: در این جلسه امتیازات برخورد با مسئله بلندمرتبه سازی در قالب سه الگوی نقطه(کانون)، محور و پهنه(لکه) بیان شد و مورد بحث و بررسی قرار گرفت.
وی به نقش مشاوران طرحهای تفصیلی در این فرآیند اشاره کرد و افزود: با توجه به نقش و جایگاه مشاوران مشاوران حوزههای هفت گانه طرحهای تفصیلی در این جلسه به ارائه رویکردشان در تهیه طرحهای پیشنهادی و مشکلات و معضلات وضع موجود و روند طولانی مدت تصویب طرحها پرداختند.
مهدی نیا اظهار کرد: در این جلسه نمایندگان شهرداریهای مناطق به بیان دیدگاههای خود از قبیل تهیه سند مشترک،انتخاب مشاور هماهنگ کننده،اجرای طرح به صورت مرحله ای،نقش دولت در بودجه شهرداریها و ارتباط ضعیف مشاورین با مناطق پرداختند.
رئیس کمیسیون عمران و شهرسازی شورای شهر مشهد تاکید کرد: با توجه به نامه رئیس شورای اسلامی شهر مشهد در خصوص فرايند تأييد و بررسي طرحهاي تفصيلي، مقرر شد دفتر طرحها و مطالعات فنی و شهری نسبت به تهیه مطالعات جمع بندی شده و مشترک بلند مرتبه سازی توسط مشاوران حوزههای هفت گانه با همکاری شهرداریهای مناطق جهت ارائه درجلسه آینده کارگروه اقدام کند.
