شاید رسانه شمشیری دو دم است که به هر سمتی بجنبانیاش میبرد. خبرنگار و رسانه چشم بیدار جامعه هستند. رسانه باید مردم را بیدار کند یا به قول محمد قوچانی گاهی باید مسئولین را با سیلی دوستانهای از خواب بیدار کند و گرنه خواب خوش قدرت همه را میبرد. اما
در کشوری که رسانهها هر روز بیشتر دچار فقر مالی میشوند و رسانه راهی جز داشتن پشتوانه دولتی یا ارگانها و سازمانها ندارد، کدام رسانه توان تاختن به برخی مسئولین را دارد؟ یا باید تحت حمایت و زیر لقای سازمانها کار کند و چشم بر خطاهای آنها ببند و یا تن رنجورش را مقابل ضربههای قدرتهای دولتی و خصوصی قرار دهد که دارای تمکن مالی و سیاسی هستند.
در این بین رسانههای خارجی و معاند نظام مطالبی را از داخل کشور مخابره میکنند که هیچ رسانهای در ایران اجازه پرداختن به آنها را ندارد، اخباری که البته پر از غرض ورزی است و با هدف تخریب اذهان مردم را نشانه میگیرد و در سایه نبودن آزادی نسبی برای مطبوعات داخلی هر روز دامنه نفوذش را گسترش میدهد.
«صبحامروز» در گفتوگو با دو نماینده استان خراسان رضوی در مجلس این موضوع را مورد بررسی قرار داده است و نظر آنها را در خصوص آزادی بیان رسانهها جویا شده است.
من هیچگاه ندیدم رسانهها از محدودیتهای خود حرفی بزنند
نماینده مردم کاشمر، بردسکن و خلیلآباد در مجلس شورای اسلامی گفت: ما نباید از محدودیتهای شما صحبت کنیم شما باید از این محدودیتها حرف بزنید، من هیچگاه ندیدم یک رسانه از محدودیتهای خود حرف بزند. یعنی باید این موارد در تشکلهای رسانهها باید توسط سردبیران شما مطرح شود و قانون دسترسی آسان به اطلاعات که در کشور تصویب شده را باید مطالعه کنید و بررسی کنید طبق آن چه محدودیتهایی برای شما وجود دارد.
بهروز بنیادی در گفتوگو با خبرنگار صبحامروز افزود: همه رسانهها در خصوص محدودیتها با هم همفکر نیستند اما آنهایی که این همفکری را دارند باید با هم این موضوع را مطرح کنید و از محدودیت خود را در ورود به زمینههای مختلف اعلام کنید. اگر چنین اتفاقی بیفتد نمایندگان نیز وظیفه خود را در قبال رسانهها انجام میدهند و این حقی را که متصور هستید در مجلس پیگیری میکنند
رسانهها نمایندههای مجلس را آگاه سازند
بنیادی تصریح کرد: در خصوص محدودیتها باید یکسری اطلاعات به نمایندگان داده شود تا آگاه شوند، من هیچگاه ندیدم چنین چیزی در دستور کار کمیسیون فرهنگی مجلس که متولی این موضوع است باشد. حالا ممکن است یکسری خودسانسوریهایی بنا بر شرایط وجود داشته باشد و شورای عالی امنیت مصوبههای محرمانهای به برخی منابع اعلام کند و در رسانهها اعمال شود ولی در شرایط عادی نباید چنین موضوعی باشد و بخشی از این موضوع به عهده خود رسانهها است.
وی افزود: ما قوانینی در این زمینه داریم و مطالبهگری و بیان محدودیتها به عهده خود رسانهها است. اگر قانونی در این زمینه هست یا آییننامهای را وزارت ارشاد مشخص کرده یا… باید اطلاعرسانی کنید چون ما در جریان نیستیم. اما در مجموع فضای جامعه به بیاعتمادی به رسانهها سوق داده شده و این یک بحث وسیع است که چگونه اعتماد مردم جلب شود که بازهم بخشی از این موضوع به عهده رسانهها است.
نماینده تربتحیدریه در مجلس:
در همه جای دنیا رسانه به دنبال کشف است
نماینده مردم تربتحیدریه، زاوه و مهولات در مجلس شورای اسلامی اما از زاویه دیگری به موضوع نگاه میکند و معتقد است: اگر خبرنگاری و رسانه را به عنوان بعد چهارم و یک ناظر منطقی و همگانی در نظر بگیریم، هنوز در این حوزه ضعیف هستیم. در سرتاسر دنیا همیشه نشر اخبار خاص و ویژه توسط خبرنگاران فعال است و رسانهها فعالترین بعد جامعه محسوب میشوند و همیشه بدنبال کشف هستند و بعد از این کشفیات است که ناظرین قانونی وارد عمل میشوند.
سعید باستانی افزود: اما رسانههای ما هنوز موضوعی را مطرح نکردهاند که از تحقیق خود بدست آورده باشد و پس از آن مطالبهگری موضوع آغاز شود. در واقع ما هنوز رسانه را به معنای چشم بیدار جامعه در کشور نداریم و راه بسیاری تا آن نقطه داریم.
آزادی به معنای دست گذاشتن روی نقاط حساس نیست
وی در خصوص آزادی رسانهها تصریح کرد: یکی از مواردی که عمدتا همه را دچار اشتباه میکند این است که فکر میکنند آزادی رسانه به این مفهوم است که بتوان روی نقاط خیلی خاص دست گذاشت. هیچ رسانهای به بخشهای حساس به طور پیگیر وارد نشده است، مثلا کدام رسانه وارد بحث قاچاق شده است؟ یا صادرات و واردات، علم و فناوری، فرهنگ عمومی و… خبرنگار حرفهای یعنی متخصص یک حوزه باشد و خود یک کارشناس کارآمد باشد که بتواند تحلیل کند.
باستانی با بیان این که یکی از مواردی که باعث نگرانی است کم بودن سرانه مطالعه است و افراد به سراغ کتب و رسانههای مکتوب نمیروند، اظهار کرد: افراد با یک تیتر گمراه میشوند و به سراغ مطالعه عمیق و خواندن مطالب نمیروند. اگر رسانهها کار تخصصی ویژه انجام دهند که برای مخاطب تازگی داشته باشد افراد به سمت این مطالعه جذب میشوند که البته گاهی این مسیر برای خبرنگار دردسرزا یا حتی خطرناک است.
مجلس حامی مطالبهگری حقوق رسانهها است
وی ادامه داد: در کشورهای پیشرفته دنیا روزنامه کنار گذاشته نشده است در حالی که سرعت اینترنت و فضای مجازی قویتری دارند، چون به دنبال ناب بودن خبر خبرنگاران هستند که در روزنامهها یافت میشود. این رسانه است که انتخاب میکند در یک مسیر معمولی و خبرهای ساده حرکت کند یا با یک سری بیپرواییها و جسارتها به دنبال نقاط خاص برود. من فکر میکنم رسانه باید راه دوم را انتخاب بکند وگرنه همین مسیری که الان در آن هستیم ادامه مییابد.
باستانی در پایان گفت: در حال حاضر مشکل قانونی خاصی برای رسانهها نیست، اگر هم باشد تشکل صنفی خبرنگاران باید این موضوع را به مجلس بیاورند و مصونیتهای خبرنگاری را مطالبه و اخذ کنند. اما باز هم این موضوع به خود رسانه باز میگردد که اگر مشکلی دارند بیان کنند و قطعا مجلس حامی انتشار آزاد اخبار است و از رسانهها حمایت خواهد کرد.
