گردشگری کنار ساحل، در ایران پاسخگو نیست

مدیرکل میراث فرهنگی، صنایع دستی و گردشگری خراسان رضوی گفت: گردشگری کنار ساحل  در کشور ما پاسخگو نیست و باید به سمت ترویج آثار معنوی و ناملموس برویم.

محمدرحیم رهنما روز سه شنبه در سمینار گردشگری و توسعه پایدار که در پژوهشکده گردشگری جهاددانشگاهی خراسان رضوی برگزار شد، افزود: قدرتمندترین بخش توسعه استان بخش سرمایه‌گذاری در حوزه گردشگری به ویژه هتلداری است، میزان سرمایه‌گذاری در بخش هتل‌داری قابل مقایسه با هیچ بخشی نیست، چنانکه برای ساخت یک هتل در مشهد 80 میلیارد تومان بدون هیچ وامی هزینه شده است.

وی با بیان اینکه باید از گردشگری سنتی به سمت گردشگری پایدار برویم، اضافه کرد: گردشگری موزه‌ای و فرهنگی، نسل قدیمی گردشگری است و گردشگری مذهبی نیز قدیمی‌ترین نوع گردشگری به شمار می‌رود. اما نسل سوم گردشگری، گردشگری خلاق است و آنچه در گردشگری خلاق مهم است رفتن به درون جامعه و آشنایی با فرهنگ یک اقلیم است.

مدیرکل میراث فرهنگی، صنایع دستی و گردشگری خراسان رضوی بیان کرد: در این نوع از گردشگری گردشگران در قطار یا درون یک غار اصلاح شده زندگی می‌کنند و به سمت آشنایی با فرهنگ‌های بومی سوق داده می‌شوند.

رهنما با اشاره به اینکه هزار و 600 آثار ثبتی داریم که 90 اثر از آنها جزو آثار ملموس هستند عنوان کرد: به جز 90 اثر ملموس، سایر آثار ناملموسند، ما باید به سمت ترویج آثار معنوی و ناملموس برویم، رویدادهای استان همچون سینه‌زنی در محرم، ابریشم‌کشی در روستای بایگ، جمع‌آوری زعفران، پرورش گوسفند در سرخس، موسیقی نوایی در شمال خراسان و … قابلیت‌های زیادی در توسعه گردشگری خلاق دارد.

وی با اشاره به قابلیت‌ها و ظرفیت‌های گردشگری استان، افزود: قنات قصبه یکی از آثار شگفت‌انگیز با 3 هزار سال قدمت است، گردشگران زیادی مایلند بدانند که چگونه این قنات احداث شده است و چگونه سه هزار سال پیش مردم قناتی را با 300 متر عمق ایجاد کردند.

مدیرکل میراث فرهنگی، صنایع دستی و گردشگری خراسان رضوی خاطرنشان کرد: اکنون دیگر گردشگری کنار ساحل در کشور ما جوابگو نیست، باید در فضای جهانی، خودمان را ارایه کنیم و با توسعه گردشگری خلاق باعث شویم گردشگران را به اجتماع و زندگی محلی بیاوریم.

رهنما یادآور شد: گردشگران زیادی از آمریکا برای دیدن شکوفه دادن باغ‌های گیلاس به ژاپن سفر می‌کنند، در حالی که در همین زمینه ما قابلیت‌های زیادی را داریم، انگور کاشمر، انار بجستان، سماق گناباد و… از جمله محصولاتی است که ظرفیت قابل توجه‌ای را دارد.

وی بیان کرد: دست پیدا کردن به شهر گوهرسنگ‌های قیمتی امری نیست که به راحتی به آن دست یافت و باید این ظرفیت معرفی شود، چنانکه ثبت ملی روش پخت ششلیک شاندیز باعث شد این غذا در شبکه‌های بین‌المللی معرفی شود و کارگاه‌هایی در این زمینه فعال شوند.

مدیرکل میراث فرهنگی، صنایع دستی و گردشگری خراسان رضوی با اشاره به توسعه اقامتگاه‌های بوم‌گردی در استان، تصریح کرد: هم اکنون متقاضی ایجاد اقامتگاه‌های بوم‌گردی در استان زیاد است، اما فعال ماندن این اقامتگاه‌ها دارای اهمیت است و امر دیگر دارای اهمیت، ارتباط تورگردانان با اقامتگاه‌ها است. اگر این اقامتگاه‌ها نتوانند مشتری داشته باشند پس از یک یا دو سال بسته می‌شوند.

رهنما با بیان اینکه سیاست ما واگذاری بناها تاریخی به بخش خصوصی است، اضافه کرد: برخی از بناها وجود دارند که ثبت ملی شدند اما اعتبار آنها به گونه‌ای نیست که فعال شوند و همانطور رها شدند.

وی با بیان اینکه یکی از نکات مهم در گردشگری آسیب نرساندن به محیط است، افزود: باید از ویژگی‌های فرهنگی یک محیط بهره‌گیری کرد اما به الگوی سکونت در آن منطقه آسیبی نزد و ویژگی های اکولوژیک منطقه را از بین نبرد. اگر تمام باغات شاندیز از بین بروند و همه آنها به رستوران و هتل تبدیل شوند دیگر ویژگی برای این منطقه باقی نخواهد ماند.

در ادامه این جلسه معاون هماهنگی و مدیریت امور زائران استانداری خراسان رضوی گفت: زیارت گردشگری مذهبی نیست و باید نقش آفرینی خاص خود را ایفا کند. 13 مولفه اقتصاد، امور زیربنایی، امنیت، گردشگری و رسانه در موضوع زیارت دخیل است که مدل یکپارچه ای را رقم می زند تا رویدادی به نام «زیارت» اتفاق افتد.

محمدحسن واحدی روز سه شنبه در همایش گردشگری و توسعه پایدار در محل جهاد دانشگاهی مشهد افزود: افزود: مهمترین بخش زیارت ترویج و تثبیت یک فرهنگ است که آن فرهنگ اسلامی و رضوی می باشد و به همین خاطر است که زیارت یک فرابخش می باشد نه این‌که جزئی از گردشگری مذهبی باشد.
وی در ادامه همچنین گفت: اینکه گفته می شود سالانه 25 میلیون زائر به مشهد وارد می شود که دو میلیون نفر آن زائر خارجی‌اند یک سرانه است. این آمار در سال های مختلف متفاوت است. بطور مثال پارسال تعداد زائران مشهد 28 میلیون و 500 هزار نفر بود.
معاون استاندار خراسان رضوی افزود: این زائران سالیانه حدود 80 هزار میلیارد ریال در مشهد و استان خراسان رضوی هزینه می کنند که 17 هزار میلیارد ریال آن فقط سوغات است.
وی ادامه داد: ظرفیت 400 میلیون نفری شیعه در دنیا وجود دارد که باید در مشهد برای حداقل 10 درصد این ظرفیت یعنی 40 میلیون زائر در سال 1404 برنامه ریزی کرد.
واحدی گفت: 350 شرکت خدماتی مسافرتی بخش خصوصی در مشهد وجود دارند که در هفته به 25 نقطه دنیا پرواز انجام می دهند و روزانه 170 نشست و برخاست هواپیما در فرودگاه مشهد صورت می گیرد. روزانه 100 رام قطار و 1200 دستگاه اتوبوس بین شهری نیز وارد شهر مشهد می شوند.
وی افزود: در طرح جامع زیارت که یک سند پنج ساله است تمام فرصت ها و تهدیدها با 10 راهبرد، 39 سیاست، 140 برنامه و 825 خروجی و 13 بسته اجرایی وجود دارد که یکی از آنها زیارت و گردشگری است. این بسته ها توسط 250 نفر از خبرگان استان مطالعه شده و هم اکنون به مرحله اقدام اجرایی رسیده است.
معاون هماهنگی و مدیریت امور زائران استانداری خراسان رضوی ادامه داد: تا دو ماه دیگر در دانشکده فردوسی مشهد پژوهشکده زیارت راه اندازی خواهد شد. هم اکنون ساختمان آن ر حال تجهیز است و مکمل پژوهشکده گردشگری جهاد دانشگاهی مشهد می شود.
وی همچنین گفت: بحث گردشگری سلامت هم مهم است که در این میانه مغفول مانده است. پارسال تنها 270 میلیارد ریال از این محل به درآمد شهر مشهد افزوده شد که اصلا عددی به حساب نمی آید.
واحدی افزود: 12 بیمارستان و مرکز درمانی در مشهد در ارتباط با گردشگری سلامت کددار شده اند و در این بیمارستانها بخشی با عنوان گردشگری سلامت با لیبل خاص مشخص شده و یک کارشناس در آنجا مستقر است تا بتواند امور زائران خارجی را مدیریت کند.
وی ادامه داد: در حالی که سال گذشته دو میلیون نفر گردشگر از ایران به ترکیه رفته اند، از آن کشور تنها 200 هزار گردشگر به ایران وارد شده اند و در این شرایط بخش خصوصی شهر مشهد انتظار دارد مدیریت اجرایی ظرفیت 30 تا 40 درصدی اشغال هتلهایش را با آوردن زائر و گردشگر به 100 درصد اشغال برساند و این توقع نشان از این دارد که بخش خصوصی ما به بلوغ اجرایی نرسیده است.
معاون استاندار خراسان رضوی گفت: آمادگی داریم از بخش خصوصی در گردشگری سلامت استان هم استفاده کنیم و طرح مبدا به مبدا را به اجرا درآوریم. در این راستا 14 شرکت بخش خصوصی در فهرست تشخیص صلاحیت قرار گرفته اند که به چهار شرکت مجوز داده شده است.
