نگاهی به پسرفت بزرگ یک واحد پولی اثرگذار در اقتصاد؛

«یورو» در دست‌انداز

قیمت یورو در برابر دلار همین اواخر به پایین‌ترین میزان خود از ابتدای دهه ۲۰۰۰ میلادی (یا در واقع از ابتدای معرفی یورو به عنوان یک واحد پولی) رسید. در ایران بسیاری این روند را یک پس‌رفت بزرگ برای یورو و اقتصاد اتحاد اروپا فرض کردند و اینکه ترکش‌های جنگ اوکراین بالاخره کار خودشان را کردند.
به گزارش روزنامه «صبح امروز» و به نقل از تجارت نیوز، اقتصاد اروپا به معنای واقعی کلمه دچار بحران شده و این بحران می‌تواند سال‌ها هم ادامه داشته باشد، اما وضعیت برای قاره سبز در مقایسه با معیارهای «بحران اقتصادی» که ما در ایران به آنها خو گرفته‌ایم، آن‌قدر هم نگران‌کننده نیست.
اما چه بر سر اقتصاد اروپا خواهد آمد؟ آیا اروپا در حال افول است و آیا نگه‌داشتنِ یورو زیر تشک و زیر فرش، همچنان یک انتخاب منطقی برای ایرانی‌هایی است که به دنبال جلوگیری از افت ارزش دارایی‌های‌شان هستند؟
جنگ همه چیز را تغییر می‌دهد
جنگ‌ها معمولا جرقه تغییرات بزرگی را در تاریخ می‌زنند و به همین دلیل بزنگاه‌هایی هستند که ممکن است «ورق در آنها برگردد».
اقتصاد آمریکا پیش از جنگ جهانی دوم هم بزرگ‌ترین اقتصاد دنیا بود، اما نابودی زیرساخت‌های غول‌های اقتصادی اروپا (بریتانیا، آلمان و فرانسه) در فردای جنگ، آمریکا را واقعا به یکه‌تاز اقتصاد جهانی بدل کرد. (اقتصاد اتحاد جماهیر شوروی هنوز تا رقابت شانه به شانه با اقتصاد آمریکا زمان نیاز داشت.)
«جنگ کره» هم همین نقش را در شبه‌جزیر کره داشت: به دنبال جنگ، دو کشور «کره شمالی» و «کره جنوبی» شکل گرفتند و نزاع این دو تا همین امروز ادامه دارد.
حمله آمریکا به عراق و سقوط حکومت صدام حسین هم راه را برای افزایش نفوذ ایران در عراق فراهم کرد.
و حالا، جنگ در اوکراین، زمینه را برای تغییرات گسترده در جهان آماده کرده است: اقتصاد اروپا ممکن است به دام رکودی طولانی مدت بیفتد؛ کشوری مانند قطر میخ خود را در زنجیره تامین گاز در جهان محکم‌تر کوبیده؛ شکاف میان آمریکا و متحدانش مانند عربستان سعودی گسترش پیدا کرده و ایران هم ای‌بسا بتواند فشار تحریم‌ها را در این میانه روی اقتصادش سبک کند.
یک افت تاریخی برای یورو
حالا هم یکی از همان «لحظه‌ها» یا بزنگاه‌های تاریخی است که ممکن است چیزهایی برای همیشه یا برای طولانی‌مدت تغییر کنند.
یورو (واحد پول اروپایی)، در سال ۱۹۹۹ میلادی متولد شد، اما تا پیش از سال ۲۰۰۲ میلادی، هنوز سکه و اسکناس یورو وجود نداشت و هر چه بود، حضور این واحد پولی جدید در محاسبات یارانه‌ای بود.
کمترین نرخ یورو در برابر دلار هم در همان برهه زمانی (که هنوز اسکناس و سکه یورو وجود خارجی نداشت) به ثبت رسید: در سال ۲۰۰۰ میلادی، هر یورو به ۰٫۸۲ دلار رسید و این رکورد، فعلا شکسته نشده است.
حدود یک هفته پیش از نگارش این متن، یورو و دلار به برابری قیمتی رسیدند، یعنی یک یورو برابر با یک دلار شد. این هم بسیار کم‌سابقه بود و در دو دهه گذشته رخ نداده بود.
حالا (در لحظه نگارش متن) اما قیمت یورو اندکی افزایش پیدا کرده و هر یورو برابر است با ۱٫۰۳ دلار. در واقع، هنوز هم به به تقریب یورو هم‌قیمت با دلار است.
«یورو»: پولی که در خطر است
اصلی‌ترین دلیل چنین افت قیمتی برای یورو، بروز جنگ در اوکراین و شکل‌گیری یک بحران انرژی است که سخت‌تر از هر جایی در دنیا، اقتصاد اروپا را در هم فشرده است.
آمریکایی‌ها که هم گاز و هم نفت تولید می‌کنند و در هر دو مازادِ مصرف داخلی هم دارند، صرفا با افزایش قیمت انرژی رو به رو شده‌اند، اما وضعیت بحرانی ندارند.
در اروپا (و به ویژه در کشورهایی مانند آلمان) اما صحبت از «جیره‌بندی انرژی» در زمستان امسال در میان است و بسیاری از صنایع در آستانه ورشکستگی قرار دارند.
اگر اقتصادهای بزرگ اروپایی (آلمان، فرانسه، ایتالیا و اسپانیا) دچار بحران شوند، این بحران به سرعت به کل منطقه یورو و بعد هم به کل اتحادیه اروپا کشیده می‌شود و البته بقیه جهان را هم بی‌نصیب نمی‌گذارد
قیچی دو لبه: تورم و رکود
در واقع علت اصلی کاهش قیمت یورو در مقابل دلار (و ارزهای دیگر) چشم‌انداز بروز رکود اقتصادی در اروپا است.
همزمان، «بانک مرکزی اروپا»(ECB) قصد دارد نرخ بهره را افزایش بدهد تا از تورم بسیار کم‌سابقه در اقتصادهای اروپایی بکاهد. افزایش نرخ بهره به این معنی است که شرکت‌ها دشوارتر می‌توانند وام بگیرند و بنابراین، وضعیت‌شان سخت‌تر می‌شود.
از آن‌سو، با افزایش نرخ بهره، شهروندان اروپایی هم کمتر خرج خواهند کرد و این به نوبه خود به رکود دامن می‌زند.
در واقع، مشکل اقتصاد اروپا مانند یک تیغ دولبه، یا یک قیچی است که از دو سو می‌بُرد: ناچارند به دلیل اوج‌گیری تورم، نرخ بهره را بالا ببرند اما با بالابردن نرخ بهره، اقتصادهای اروپایی ممکن است به دام رکود بیفتند
