بازدید منتخب شورای شهر مشهد از منطقه تاریخی توس
امیر شهلا روز گذشته پس از دیدار از منطقه تاریخی طوس خطاب به مردم مشهد نوشت:
مردم خوبِ مشهد! سلام
منطقه اسلامیه، محلهای است دیوار به دیوار آرامگاه حکیم ابوالقاسم فردوسی. با مردمانی صبور، مهربان و مهمان نواز. چندسالی است که در تقسیمات کشوری، به منطقه۱۲ شهرداری مشهد ملحق شده و علی القاعده باید از خدماتی نظیر توسعه ساخت و ساز، زیر نظر شهرداری منطقه برخوردار باشد. با این وجود، قرارداشتن اسلامیه در حریم آرامگاهی که ثبت آثار ملّی باستانی شده و ساخت و ساز در آن، باید تابع قواعد و قوانین منطبق با الزامات سازمان میراث فرهنگی باشد، برای ساکنین اش، مخاطراتی را به بار آورده است.
بعد از اذان و افطارِ روز یکشنبه(۱۳۹۶/۳/۲۸)، به دعوت جمعی از امناء منطقه، میهمان گروهی از ساکنین اسلامیه شدم. قرار و ملاقات، در مسجد محل برگزار شد و امام جماعتِ گشاده روی آنها، به استقبال آمد. مشکلات شان بسیار است و صبرشان برای زدودن چهره کم برخورداری از خدمات، بسیارتر!
مهمترین مشکل شان اما، تهیه طرح تفصیلی است که تا نباشد، عملا، هیچ کار توسعهای در آن پهنه امکان پذیر نیست. در این دورهم نشینی دوستانه، بیشتر میخواستم گوش باشم تا زبان. اهالی، یکی از پسِ دیگری آمدند و گلایهها و دردها و مطالبههایشان را مطرح کردند. بیشتر حرفشان، به دستور چندین سال قبل مقام معظم رهبری برمیگشت که معظم له دستور فرموده بودند برای عمران و آبادان منطقه فردوسی کار شود. با این همه آن طور که جمعیت حاضر در مسجد میگفت با بازشدن پای شهرداری به داستان، محدودیتها و مشکلات بیشتر شده که کمتر نشده!
کم آبی، طاقتشان را بریده، لکن تلاشهایی در شُرُف انجام است که تأمین آب شرب سالم در منطقه را تضمین میکند. مشکلات شان اگرچه عدیده است، اما ابلاغ طرح تفصیلی و تعیین تکلیفِ کاربری عرصهها، وضعیت نامعلومشان را، مشخص خواهدکرد و آن ها را از تردید و بلاتکلیفی بیرون میآورد. هرچند قرار داشتن اسلامیه در پهنهای که احتمال میرود آثار تمدنی ارزشمندی زیر خاکاش مدفون باشد، کار را برای ارایه برخی خدمات شهری دشوار میکند.
بحثهایشان را در ذهنام طبقه بندی کردم. سازمان میراث و اداره کل راه و شهرسازی استان حتما باید فکری برای مشکلات اهالی اسلامیه، طراحی کرده باشند. فعلا، ابلاغِ طرح تفصیلی برای این مردم، از نان شب واجبتر است. حتما برای بررسی مشکلات شان و یافتن راهی میانه، نزد میراث، راه و شهرسازی و حتی شهرداری منطقه خواهم رفت. این مردم، شایسته بهترینها هستند.
