بررسی صبح امروز از تسهیل‌گری اعطای ودیعه مسکن:
ودیعه مسکن تسهیل می‌شود

هجده ماه از شیوع ویروس کویید-۱۹ می‌گذرد و در این مدت بسیاری از کسب و کارها و به طبع آن، بسیاری از اقشار جامعه درآمدشان نسبت به قبل کمتر شده و بیشترین آسیب این ویروس مخرب به قشر کارگر وارد شد؛ چرا که در این مدت، هربار که دولت و ستاد ملی مقابله با کرونا تصمیمی مبنی بر تعطیلی مشاغل گرفتند، سفره قشر کارگر بیش از پیش کوچک و کوچک‌تر شد.
کارگران آسیب پذیرترین شغل و قشر جامعه بوده که این کرونا به راحتی به سفره آن‌ها تزریق شده و اقتصاد ناتوان این خانواده‌ها را بیمارتر می‌کند.
اگر چه مستاجران بین تمامی اقشار جامعه وجود داشته اما به طور یقین و باتوجه به شواهد موجود ناتوان‌ترین مستاجران از قشر کارگران هستند.
با توجه به آسیب‌هایی که این ویروس به اقتصاد جامعه وارد کرد، ستاد مقابله با کرونا بر آن شد تا حدودی شرایط را برای افراد و کسب و کارهای اسیب دیده از کرونا تسهیل کند که اعطای وام ودیعه مسکن برای جبران ناتوانی در پرداخت ودیعه و اجاره‌بهای این قشر باشد.
ودیعه مسکن پروژه‌ای غیر ممکن
از روزهای ابتدایی که دولت شرایط ثبت نام وام ودیعه مسکن را به اطلاع عموم رساند، بسیاری از مردم جهت استفاده از این کمک هزینه و تسهیلات وارد سایت مورد نظر شده و ثبت نام کردند؛ اما متاسفانه بسیاری از افراد در دریافت این وام به مشکلات و چالش‌های عدیده‌ای روبرو شدند که تعداد ضامن، حضور مالک در بانک و … از جمله این چالش‌ها بودند.
برای بررسی چالش‌ها و پیدا کردن مسیری هموارتر جهت دریافت این تسهیلات به سراغ یکی از بانک‌های دولتی رفته و با رییس بانک در این خصوص به گفت‌وگو نشستیم:
شرایط سخت برای واجدین شرایط تسهیلات وام
این رییس بانک از شکست این پروژه تحت عنوان تسهیلات ودیعه مسکن می‌گوید: در بانک مذکور بسیاری از مردم برای افتتاح پرونده جهت دریافت تسهیلات مراجعه کرده که با یک لیست بلند بالا از تعداد ضامنین و مبلغ سفته مورد نیاز بانک و همچنین حضور موجر و انعقاد قرار دادنامه‌ای میان موجر و مستاجر در بانک روبرو می‌شوند.
وی در خصوص نحوه ارائه تسهیلات اضافه می‌کند: مالک و مستاجر بایستی با حضور و افتتاح حساب هردو شخص در بانک، جهت دریافت این وام اقدام کنند.
محمدی یکی از افرادی است که در بانک حاضر شده تا این تسهیلات را دریافت کند.
مستاجرین در بن بست پروژه ودیعه مسکن
محمدی می‌گوید: با مراجعه به بانک و دریافت چک‌لیست مواردی که برای ارائه تسهیلات مورد نیاز است به سراغ صاحبخانه خود رفته و ماجرا را برای او بازگو کردم و از او خواستار حضور در بانک شدم.
وی ادامه می‌دهد: متاسفانه مالک به دلایل مالیاتی و سختی این پروسه در بانک حاضر نشده و عملا این وام هم نشدنی است.
البته ناگفته نماند که رییس این بانک دولتی خبر از تغییرات مثبت در روند ارائه تسهیلات ودیعه مسکن و سهل شدن این روند خبر داد.
برای اطلاعات بیشتر با محمدعلی منصوری، سرپرست معاونت مسکن و ساختمان به گفتگو نشسته که در ادامه به آن می‌پردازیم:
جهت استفاده از ودیعه مسکن باید واجد چه شرایطی بود؟
تسهیلات بانکی موضوع این مصوبه از محل منابع تسهیلات تخصیصی به واحدهای کسب و کارهای آسیب دیده کرونا می‌باشد.
متقاضیان دریافت این تسهیلات می‌بایست متاهل یا سرپرست خانوار بوده و همچنین بایستی دارای اجاره‌نامه رسمی یا اجاره‌نامه ثبت شده در سامانه ثبت معاملات املاک و مستغلات و دارای کد رهگیری باشند و نیز تاریخ انعقاد اجاره نامه واحد مسکونی بعد از ابتدای مهرماه سال ۹۹ باشد.
چنان‌چه متقاضی تا حداکثر دو هفته از تاریخ معرفی به شعب بانکی نسبت به تکمیل مدارک خود و ضامنین اقدام نکند، نسبت به رد درخواست متقاضی اقدام می‌گردد.
کدام بانک‌ها در پروژه ارائه تسهیلات قرار دارند؟
کلیه بانک‌ها و موسسات اعتباری زیرمجموعه بانک مرکزی به غیر از بانک مسکن در پروژه پرداخت وام قرار دارند.
مبلغ قابل پرداخت به مستاجرین و نحوه بازپرداخت و سود سالیانه این تسهیلات به چه شکل است؟
سقف تسهیلات کمک ودیعه اجاره مسکن در مناطق شهری کشور به شرح جدول ذیل می باشد: تهران ۷۰۰ میلیون ریال سایر کلانشهر ها : ۴۰۰ میلیون ریال. سایر شهرها: ۲۵۰میلیون ریال
منظور از کلانشهرها شهرهای بالای یک میلیون نفر جمعیت شامل شهرهای مشهد، اصفهان، کرج، شیراز، تبریز، قم، اهواز و کرمانشاه است.
باز پرداخت وام به دو صورت سر رسید سالیانه با سود ۱۳ درصد و یا به صورت اقساطی بازپرداخت سه سال با سود ۱۲ درصد می باشد.
با توجه به شرایط سختی که برای اعطای این وام در نظر گرفته شده، خیلی از اقتصاد دانان و برخی از بانکداران این پروژه رو یک پروژه شکست خورده می‌دانند( چون برای دریافت این ودیعه بایستی صاحبخانه و مستاجر هردو در بانک حساب باز کرده ک قراردادی را مبنی بر تبادل این پول امضا کنند و عملا صاحبخانه امکان استفاده از این پول را نداشته و تنها از سود آن بهره می‌برد)؟
وام به مستاجرین پرداخت گردیده و جهت دریافت مبلغ نیازی به حضور مالک در بانک نیست.
سخن آخر :
با توجه به تمدید مهلت ثبت نام ودیعه مسکن تا پایان آذرماه سال جاری، امید است شرایط بیش از پیش تسهیل گردیده تا باری از دوش مستاجرین در این تورم برداشته شده و شاید کمی بر پهنای سفره آنان افزوده شود.
