از چه کارتهایی برای دور زدن قانون استفاده میشود؟

گردانندگان سایتهای شرط بندی شاید روزها و ماه ها فکر کرده اند که باید چه کار کنند تا کسی نتواند رد آن ها در نقل و انتقالات مالی بانکی پیدا کند و به راه هایی نیز دست پیدا کرده اند که بخشی از آن در نتیجه برنامه ریزی و انجام آزمون و خطاها بوده و برخی دیگر نیز در اثر خدماتی است که از درون سیستم بانکی دریافت می کنند.
آن چیزی که امروز برای ما مشخص می باشد این است که سایت های شرطبندی با به کارگیری انواع حربه ها و شگردها تلاش می کنند تا بیشترین میزان سود را نصیب خود کنند که این شگرد تمامی بازی های قمار به جز پیش بینی های ورزشی صدق می کند.
موضوع فعالیت پرداخت یار شامل ارائه خدمات پرداخت و نظارت بر عملکرد پذیرندگان پشتیبانی شده پس از اتصال آنها به شبکه الکترونیکی پرداخت است. طبق ضوابط بانک مرکزى جمهورى اسلامى ایران شرکتهاى داراى مجوز پرداختیارى میتوانند در فضاى موبایل و اینترنت که نیاز به جسم کارت براى پرداخت نیست سرویسهاى متنوع و داراى ارزش افزوده براى مشتریان ارائه دهند. این سرویسها نهایتا از طریق سوئیچ شرکتهاى PSP پردازش شده و به سمت شاپرک ارسال میشوند.
در حال حاضر تنها 3 بانک در سراسر کشور مجوز پرداخت یاری خود را از بانک مرکزی دریافت کرده اند که بر بستر موبایل و وب در حال خدمات رسانی به مردم هستند اما این نکته قابل بیان است که بیش از 80 درصد سایت های شرطبندی متصل به تیم کاری فرشید امیرشقاقی در حال حاضر تنها با یک بانک فعالیت می کنند و اگر به بخش شارژ حساب به صورت کارت به کارت را انتخاب کنید خواهید دید که در بسیاری از سایت ها شماره کارت های معرفی شده مربوط با دارندگان حساب در یک بانک خاص است.
نکته ای که به شدت از چشم سیستم بانکی و به خصوص دستگاه قضایی و پلیس فتا به دور مانده است؛ نکته ای که ما را به سوی تحقیق و تفحص بیشتر در خصوص این موضوع واداشت.
پس از بررسی های صورت گرفته و دریافت اطلاعات از افراد حاضر در این پرونده مشخص شد که در برخی از شعب افرادی تا سطح معاون شعبه وجود دارد که مبادرت به همکاری با سایت های شرطبندی دارد و در اقداماتی دیگر نیز گزارش حساب های دارای تراکنشات مالی مشکوک را به دستگاه های امنیتی و نظارتی ارسال نمی کند.
اگرنگاهی به الزامات تعیین شده برای پرداخت یارها داشته باشیم خواهیم دید که در الزامات ابلاغی از سوی بانک مرکزی به دو نکته به صورت صریح اشاره شده است:
1- پذیرش هرگونه ابزار پرداخت صادر شده توسط غیر بانک و پردازش و انتقال تراکنشهای آنها توسط پرداخت یارها ممنوع است.
2-پرداخت یار موظف به رعایت قوانین مبارزه با پولشویی و تامین مالی تروریسم مطابق با قوانین جاری جمهوری اسلامی ایران میباشد.
اما آن چیزی که این روزها در فعالیت های بانکی یکی از پرداخت یارها صورت می گیرد نشان میدهد که وجود سیستمی ضعیف بدون کوچکترین نظارت از سوی بانک مرکزی زمینه را برای تاختن سایت های شرطبندی و جذب پول های بیشتر البته بی دغدغه به وجود اورده است.
تاکنون برای شما سوال شده است که حساب بانکی که مورد بررسی قرار گرفته است متعلق به چه بانکی است؟؟ اگر تصور می کنید این شماره حساب باید ارتباطی به همان پرداخت یار داشته باشد باید بگویم که کاملا درست حدس زده اید.
اما اگر به صورت آماری بخواهیم میزان استفاده مردم از انواع بانک ها برای واریز پول به سایت های شرطبندی را مورد بررسی قرار دهیم خواهیم دید که بانک های دولتی در صدر اقبال عمومی مردم برای واریز پول از انها به سایت های شرطبندی را دارا می باشند.
اگر در فضای وب “مزایای پرداخت یار” را جستجو کنید به مطالب شگفت انگیزی برخواهید خورد. ساماندهی کردن درگاههای پرداخت واسط، جلوگیری از سوء استفاده وب سایتهای متخلف، نظارت بیشتر شاپرک بر روی درگاههای پرداخت واسط، ارائه یک کد پذیرندگی برای هر پذیرنده ومدیریت بهتر لیست سیاه پذیرندگان از جمله مزایایی طرح پرداخت یار عنوان می شود اما ان چیزی که مورد بررسی قرار گرفته میزان مزایا و معایب این طرح می باشد.
