شفافیت و انقباض
چهارم دی ماه اتفاقی در مجلس شورای اسلامی افتاد که در طی دوران استقرار دولتها از ابتدای تاریخ تاکنون در ایران سابقه نداشته است.
به گزارش خبرآنلاین، برای اولین بار درایران، دولت تمام عملکرد خود در بخشهای مختلف دفاعی، نظامی، امنیتی، آموزشی، بهداشتی، فرهنگی، علمی، مذهبی، اجتماعی، اقتصادی، مدیریتی و هرآنچه مربوط به دولت است را در لایحه بودجه سال ۱۳۹۸ در معرض قضاوت مردم گذاشت. لایحه ای با ۱۵۰۰ صفحه جدول و نمودار و ارقام و اعداد که نشان میدهد هر یک از اجزای کشور که از بودجه عمومی ارتزاق می کند، برای چه چیزی پول میگیرد.
دولت دوم روحانی در دومین سال ارائه بودجه سنواتی، به آنچه قول داده بود، عملکرد و بودجه سنواتی کشور را بر اساس عملکرد و سنجه های قابل شمارش ومقایسه در اختیار مجلس قرار داد. درست همزمان با سخنرانی حسن روحانی در مجلس هنگام تقدیم لایحه بودجه سال آینده، فایلهای مفصل لایحه بودجه و ۴ پیوست آن در اختیار مردم قرارگرفت تا همه بدانند اجزای سازمانی حاکمیت در بخشهای مختلف و قوای سهگانه، چقدر عملکرد سالانه دارند و هر یک از اجزای عملکردی آنها چقدر برای کشور، هزینه دربردارد.
مختصات بودجه ۹۸: شفافیت، انقباض
بودجه سال ۱۳۹۸ را می توان از نگاه کلی دارای دو مشخصه بسیار مهم دانست، مشخصه اول آن، شفافیت در عملکردهاست. شفافیت در بودجه نویسی یعنی همه اجزای عملکرد دولت به عنوان کارویژه ها و وظایف حاکمیتی، تصدی گری و حتی نظارتی به عدد و رقم آمده است و به ازای هر واحد خدمت، هزینه انجام کار یاقیمت نظام جبران خدمت آن، مشخص شده و برای اولین بار در کشور می توان گفت بودجه دولتی معنی واقعی یافته است.
از این منظر، انقلاب بسیار مهمی در بودجه نویسی کشور رخ داده است. برعکس روش دولت سابق در بودجه نویسی در دوران تصدی محمود احمدی نژاد که باحذف سازمان برنامه و بودجه کشور، بودجه سنواتی در قالب جزوه کم برگی تقدیم مجلس شد و همه چیز با سیستم حسینقلی خانی، اداره شد، امسال بودجه جزییترین عملکرد مالی دولت را به تفکیک مشخص کرده و در قالب اسناد غیرقابل تخدیش، منتشر کرده است، گویی دولت تمام عملکرد سلول سلول خود را درمعرض دیدگاه مردم قرار داده تا کسی نتواند خارج از این چهارچوب و قاعده ازبودجه عمومی کشور، ریالی دریافت کند.
پای بندی دولت به شفافیت که از آن به عنوان اصلی ترین گزاره حکمرانی مطلوب ودموکراسی یاد می شود، باعث شده تا در بودجه سال ۹۸، هر دستگاه، سازمان، وزارتخانه و نهادی که تقاضای دریافت بودجه دارد یا اعلام می کند با کسری بودجه مواجه شده، دلیل توجیهی کسر بودجه یا درخواست اضافه بودجه را مطرح کند. به این صورت نگرانی دولت برای آنچه اسحاق جهانگیری، معاون اول رئیس جمهور «گوشت قربانی شدن» بودجه عنوان کرده بود، کاهش می یابد چون دیگرکسی نمی تواند بدون دلایل کارشناسی و توجیهی، در ردیف های بودجه تغییری ایجاد کند.
مختصه دیگر بودجه، «انقباضی بودن» آن است که به این ترتیب بودجه در برخی از امور به شدت کاهش یافته است. همچنین افزایش هزینه هایی که در بخش انرژی باید از سوی مصرف کنندگان پرداخت شود، از دیگر مشخصات بودجه است. به طور مثال افزایش ۲۰ درصدی درآمدهای حاصل از فروش نفت گاز (گازوئیل) در بودجه سال ۹۸ پیش بینی شده است که در نتیجه آن، حدود ۱۸۰۰ میلیارد تومان به درآمدهای حاصل از فروش حاملهای انرژی افزوده خواهد شد.
قوه مجریه، شفافیت در عملکرد و هزینه
بخش عمده ای از بودجه کشور متعلق به قوه مجریه است که در این بخش، انقلاب بودجه ای روشن می سازد چقدر عملکرد دولت در قسمتهای مختلف در طی سال آینده پیش بینی شده است و هر یک از اقدامات دولت چقدر هزینه بر خزانه کشورتحمیل می کند.
به عنوان مثال تاکنون کمتر درباره عملکردهای جزئی در سازمانهای بزرگی مانندسازمان برنامه و بودجه یا سازمان میراث فرهنگی، گردشگری و صنایع دستی، گزارش مفصل و مشروحی داده شده است و در آن گزارش مشخص شده که هرخدمت یا عملکرد در این سازمان، چقدر هزینه دربر دارد، ولی بودجه نویسی سال ۹۸ در ۷ صفحه روشن کرده است مثلا عملکرد جزئی کارشناسان، کارمندان و مسئولان سازمان برنامه و بودجه چیست یا در سازمان میراث فرهنگی، گردشگری و صنایع دستی، چه اتفاقی می افتد و هر یک از اتفاقاتی که دولت درمقام سیاستگذاری، تصدی گری یا نظارت در این سازمان انجام می دهد، چقدرهزینه برای خزانه کشور دارد.
وزارتخانه ها هم مانند تمام دستگاه های دیگر کشور، شفاف شده اند. آنقدرشفاف که می توان گفت عملکرد وزارتخانه های بسیار مهم و استراتژیکی مانندوزارت کشور، وزارت اطلاعات یا وزارت امور خارجه چیست و چقدر هزینه برای هربخش از عملکرد این وزارتخانه ها در نظر گرفته شده است.
البته باید این را هم در نظر گرفت به مقتضای مصلحت کشور، برخی از جزییات دفاعی و امنیتی در ردیف های بودجه مشخص نشده است ولی ارقام هزینه های مربوط به همین نهادها نیز به روشنی مشخص شده است. مثلا هزینه به روزرسانی تجهیزات ارتش جمهوری اسلامی ایران چقدر است یا در نیروی انتظامی به خاطر جبران اشتباهات ناشی از ماموریت های خاص این نهاد، چقدر بودجه برای جبران خسارات در نظر گرفته شده است.
بودجه بیمه مداحان و تعیین اوقات شرعی
درکنار شفاف سازی در وزارتخانه ها و نهادهای بزرگ، شفاف سازی در بخش های دیگری هم که کمتر از آن اطلاع وجود داشت دیده می شود، مثلا در یکی ازردیفهای ذیل عملکرد نهادهای مذهبی در کشور مشخص شده است برای بیمه مداحان، در سال ۹۸، پیش بینی شده است یک هزار و ۸۰۴ مداح بیمه می شوند وبه ازای بیمه هر فرد، یک میلیون و ۹۴۰ هزار و ۱۰۰ تومان در نظر گرفته شده و درنهایت ۳ میلیارد و ۵۰۰ میلیون تومان، بیمه کردن مداحان در کشور برای دولت هزینه در برداشته است.
یا در ردیف ۱۸۰۵۰۱۰۰۲۷ مربوط به تعیین اوقات شرعی از طرف موسسه ژئوفیزیک دانشگاه تهران، عنوان شده است برای هر روز، هزینه ای برابر با یک میلیون و ۱۹۰ هزار و ۱۰۰ تومان در نظر گرفته شده است. یعنی اگر اوقات شرعی هر روز را شامل اذان صبح، اذان ظهر، اذان مغرب و نیمه شب شرعی در نظر بگیریم، تعیین هر کدام از این اوقات در هر روز، حدود ۳۰۰ هزار تومان هزینه دارد.
همچنین در ردیف های بودجه ای جالب توجه میتوان به هزینه بررسی هر واژه درفرهنگستان زبان فارسی اشاره کرد. طبق پیشبینی بودجه سال ۹۸، در سال آینده قرار است روی ۲۹۰۰ واژه فارسی در فرهنگستان زبان فارسی کار شود که هزینه گزینش هر واژه یک میلیون و ۶۴۸ هزار و ۲۰۰ تومان در نظر گرفته شده است.
هزینه 415میلیون تومانی برای حل هر اختلاف در مجمع
هزینه های مربوط به خدمات عمومی تنها درباره قوه مجریه، شفاف نشده است بلکه هزینه های مربوط به سایر قوا هم به وضوح در لایحه بودجه منعکس شده است. به طور مثال مسئله حاکمیتی «حل اختلاف بین مجلس و شورای نگهبان» که بر اساس قانون اساسی بر عهده مجمع تشخیص مصلحت نظام گذاشته شده است، در سال آینده به اندازه ۱۰ اختلاف در نظر گرفته شده است که هزینه حل هر یک از این اختلافات به اندازه ۴۱۵ میلیون تومان در نظر گرفته شده است یا بودجه شورای نگهبان برای اظهارنظر درباره انطباق یا عدم انطباق ۳۹۰ مصوبه پیش بینی شده مجلس با شرع و قانون اساسی در سال آینده، بیش از ۳۲ میلیارد و ۷۱۰ میلیون تومان در نظر گرفته شده است که به ازای هر مصوبه بیش از ۸۳ میلیون و ۸۷۴ هزار تومان شده است.
به این ترتیب وقتی با این جزییات می توان درباره هر ردیف بودجه گفت و گو کرد، به نظر می رسد که صحبت از انقلاب در شفافیت بودجهای، اغراق نیست.
