هیأت عزاداری؛ بزرگترین مجموعه مردم نهاد است

رئیس کمیسیون فرهنگی شورای اسلامی شهر مشهد گفت: هیأت عزاداری بزرگترین مجموعه مردم نهاد دنیا است و احتیاج به کمک دولت‌ها و شرایط ایده‌آل ندارد، چراکه در هر حالت و شرایطی خود را ملزم می‌داند که ابراز علاقه‌اش را به سیدالشهدا(ع) بروز دهد.

به گزارش صبح امروز حجت‌الاسلام حسن منصوریان در نشست کانون متخصصان مدیریت شهری با موضوع تمهیدات شورای اسلامی شهر مشهد برای برپایی عزای محرم حسینی در شرایط کرونایی برگزار شد، اظهار کرد: برای مدیریت شهری مشهد حفظ جان مردم در این شرایط اصل اولیه است که باید رعایت شود و این اصل را در برنامه‌ها قرار دادیم. همچنین در این شرایط باید اقامه‌ی عزای سیدالشهدا(ع) مدل‌سازی می‌شد و با توجه به شرایط طراحی جدیدی ایجاد می‌شد که بتوانیم اقامه‌ عزا هم داشته باشیم‌؛ یعنی باید با رعایت تمام شیوه‌نامه‌ها و دستورالعمل‌های بهداشتی اقامه عزا هم برپا می‌شد که این دو اصل را اصول حاکم بر طراحی قرار دادیم.

عزاداری ها باید همواره مردمی باشد
وی با بیان این‌که برنامه‌های عزاداری باید به صورت مردمی انجام شود، افزود: در نظر مدیران دوره‌های قبلی شورای اسلامی شهر مشهد این موضوع مطرح بود که شهرداری و مدیریت شهری متولی برنامه‌های عزا در شهر باشد که این اشتباه بود چراکه در طول ۱۰۰۰ سال که عزای سیدالشهدا(ع) برگزار می‌شود، مردم بودند که عزا را برپا می‌کردند. حتی در دوره‌هایی که حکومت‌ها مخالفت با عزاداری برای امام حسین(ع) بودند و جان مردم در پی این کار خطر بود اما مردم در آن شرایط هم ایستادند و عزای سیدالشهدا(ع) را برپا کردند.

مدیریت شهری نقش حامی گری برای هیئات دارد
وی در رابطه با کمک مدیریت شهری به هیئات مذهبی، عنوان کرد: مدیریت شهری از بُعد حفظ جان همشهریان شرایطی که به جهت کرونا باید به وجود آید را فراهم می‌کند. یعنی هزینه لوازم و مواد بهداشتی، ماسک و صندلی و… را به هیئات اهدا می‌کند. البته که مشهد هیئات بسیار خوب، ولایی و پای کار دارد که احتیاج به کمک ندارند اما آن مقدار کاری که وظیفه مدیریت شهری در رابطه با حفظ جان همشهریان است، انجام می‌دهد.

هیئات کنشگر اجتماعی باشند
وی با اشاره به نقش تاثیرگذار هیئات مذهبی در جامعه، ادامه داد: هیأت اگر کنشگر اجتماعی باشد، مشکلات کودکان کار، گرسنگی و ایتام را حل می‌کند و اگر جذب داشته باشد و جوانان را جذب کند می‌تواند طلاق و نزاع‌های خیابانی را کاهش دهد و اثرات اجتماعی فراوانی خواهد داشت‌.
