سیلاب در نقاط مختلف کشور امسال خسارت های زیادی را به بار آورد، دلایل زیادی برای خسارت های ناشی از این سیلاب ها عنوان می شد که برخی از خسارت های سیلاب ها ناشی از تغییر مسیر، کاهش عرض مسیر عبور سیلاب یا ایجاد برخی تاسیسات و ابنیه در بستر یا حریم رودخانه بود. در شهر کلات با مسدود شدن مسیر رودخانه در محل ژل ورودی به شهر، مسیر سیلاب تغییر کرده و به داخل شهر وارد شده بود و خسارت هایی را نه تنها به منازل مسکونی وارد کرد که مسجد تاریخی کبود گنبد کلات دچار آبگرفتگی شدید شد.
هم چنین در یکی از شهرهای غربی کشور رودخانه طغیان کرده و تا ارتفاع پشت بام هم آب گرفتگی ها بالا آمده بود، مهم ترین دلیل این آبگرفتگی ها این بود که کال ها و مسیل هایی که طی چندین سال خشکسالی بدون استفاده مانده بود، دستخوش تغییرات شده بود،
این روزهای تعدادی از شهرها و روستاهای سیستان و بلوچستان را فرا گرفته است، برخی از شهرها کامل به زیر اب رفته است،
شهر مشهد نیز از آبگرفتگی در زمان بارندگی های شدید در امان نبوده است، سال گذشته در زمان بارندگی های شدید 259 نقطه دچار آبگرفتگی شد که مسئولان وعده دادند برای رفع مشکل آب گرفتگی این نقاط اقدام خواهند کرد، برای بررسی وضعیت آب گرفتگی در شهر مشهد به سراغ مدیر پروژه آب های سطحی شهرداری مشهد می رویم.
کف سازی و بدنه سازی 125کیلومتر ازمسیل ها
مجتبی زمانیان با اشاره به آبگرفتگی های معابر در پی بارندگی های شدید بهارسال گذشته می گوید: شهر مشهد برای جمع آوری آب های سطحی دارای 151 کیلومترمسیل و1291 کیلومتر کانال سرباز و سرپوشیده است که طی سال های گذشته در راستای حفظ سیما و منظرشهری و همچنین مسائل بهداشتی 125 کیلومتر از151کیلومترمسیل های مشهد تعریض، کف سازی و بدنه سازی شده است.
طبق قانون کف سازی و بدنه سازی مسیل ها با شهرداری نیست
وی با بیان این که 5 کیلومتر از این مسیل ها درداخل اراضی آستان قدس،فرودگاه و اماکن نظامی و انتظامی قراردارد می افزاید: طبق قانون کف سازی و بدنه سازی آنها با شهرداری نیست اما با این حال مکاتبات لازم با آب منطقه ای و ارگانهای مذکور در این زمینه انجام شده است با توجه به اعتبارات درنظر گرفته هرسال 5 کیلومتر از 26 کیلومتر باقی مانده ازمسیل های خاکی بدنه سازی و کف سازی می شود،اما آمادگی آن را داریم درصورت تخصیص اعتبارات کافی این 26 کیلومتر را ظرف یکسال کف سازی و بدنه سازی کنیم.
دلایل آبگرفتگی معابر در هنگام بارش شدید باران
مدیرپروژه آب های سطحی شهرداری مشهد با اشاره دلایل آبگرفتگی معابردر هنگام بارش شدید باران اضافه می کند: یکی از دلایل آبگرفتگی معابر شیب بندی نامناسب آسفالت است که باعث می شود آب باران به سمت کانال ها هدایت نشود که دربارندگی های اخیر 41 نقطه شناسایی و رفع نقص شد.
مسدود شدن کانال ها و کامل نبودن شبکه جمع آوری فاصلاب
وی یکی دیگر از دلایل آب گرفتگی، را مسدودشدن مسیر کانال ها عنوان کرد و با بیان این که این موضوع به بحث نگهداری ارتباط دارد، می گوید: دلیل دیگر آبگرفتگی معابر درهنگام بارندگی کامل نبودن شبکه جمع آوری فاضلاب شهری است که در هنگام بارش شدید باران با توجه به وجود فاضلاب و پر بودن بخش زیادی از کانال های جمع آوری آب های سطحی، سرریزشدن کانال ها و آب گرفتگی معابر را در پی دارد.
طرح شبکه جمع آوری اب های سطحی توس و قرقی در حال تهیه است
زمانیان با بیان این که بخش دیگری از آبگرفتکی ها مرتبط با مناطق منفصل توس و قرقی است که از سال 92 به شهرمشهد الحاق شده اند اظهار می کند: ایجاد شبکه جمع آوری سطحی دراین نواحی نیازمند تدوین طرح های تفصیلی است تا براساس آن بتوانیم کانال و شبکه های مورد نیاز جمع آوری آب های سطحی را ایجاد کنیم اما با این حال درحد رفع خطر اعتباربه این مناطق تخصیص داده شده و طرح شبکه جمع آوری آب های سطحی توس و قرقی درحال تهیه است.
رفع مشکل از 129 نقطه دارای آبگرفتگی در مشهد
مدیرپروژه آب های سطحی شهرداری مشهد افزود: در مجموع در پی بارندگی های شدید بهارامسال 259 نقطه که دچار آبگرفتگی شدند شناسایی و با توجه به اعتبار اختصاص داده شده مشکل 129 نقطه تا پایان سال برطرف و مشکل 130 نقطه باقی مانده نیزدرقالب اعتبارات سال آینده برطرف خواهد شد.
