مذاکرات روحانی در توکیو به جایی نرسید

رئیس جمهور حسن روحانی، صبح شنبه، پس از سفری دو روزه، توکیو را به مقصد تهران ترک کرد. این سفر محور‌های اقتصادی، تجاری، امنیتی و سیاسی متعددی داشت، اما آنچه توجه ناظران را جلب کرد، مباحثات سران ایران و ژاپن درباره توافق هسته‌ای سال 2015 بود. در آستانه سفر روحانی، رسانه‌های محلی ژاپن از تلاش رئیس جمهور ایران برای بن بست شکنی در زمینه توافق هسته‌ای خبر دادند. گفتگو‌های حسن روحانی با شینزو آبه، نخست وزیر ژاپن، درباره برنامه جامع اقدام مشترک (برجام)، در حالی انجام شد که تنش‌ها پیرامون این توافق افزایش یافته و کشور‌های غربی، ایران را به فعال‌سازی مکانیسم ماشه تهدید می‌کنند. آبه، چند روز قبل از سفر روحانی، به صراحت گفته بود کشورش می‌خواهد نقش بزرگتری در حل و فصل بن بست هسته‌ای تهران و واشنگتن داشته باشد. اما پس از سفر روحانی، هیچ اشاره‌ای به وساطت ژاپن میان ایران و آمریکا در موضوع هسته‌ای نشد. نخست وزیر ژاپن در دیدار با رئیس‌جمهور ایران، ضمن ابراز «نگرانی جدی» درباره تنشهای خاورمیانه، از ایران خواست که در برقراری ثبات نقش «سازنده‌ای» ایفا و برجام را «به طور کامل اجرا کند.»
اظهارات مقامات ایران پیش از سفر روحانی نشان می‌داد که رئیس جمهور ایران دو مسئله از سرگیری فروش نفت ایران به ژاپن و تلاش دیپلماتیک توکیو برای تنش‌زدایی در خارومیانه را با نخست وزیر ژاپن در میان خواهد گذاشت. از سوی دیگر، ژاپنی‌ها مایل بودند که مسئله اعزام نیرو‌های نظامی ژاپن به خاورمیانه را با حسن روحانی بررسی کنند؛ که البته این موضوع مطرح شد و روحانی با آن موافقت کرد. اما به گفته منابع ژاپنی موضوع فروش نفت در مباحثات روحانی و آبه مطرح نشد. مقامات بلندپایه ژاپن به گزارشگران گفته‌اند با استمرار مخالفت سرسختانه واشنگتن با ناقضان تحریم‌ها، توکیو نمی‌تواند خواسته‌های تهران را برآورده کند. یک مقام ناشناس ژاپنی به خبرنگاران گفت: «نه، نمی‌توانیم این کار {خرید نفت از ایران} را انجام دهیم، وقتی تحریم‌های آمریکا پابرجاست.» به گزارش روزنامه ژاپن تایمز، این مقام افزود: «تا جایی که ما می‌دانیم، از ماه مه امسال، هیچکدام از خریداران عمده نفت (ژاپنی) از ایران نفت خام نخریده‌اند.»
از این رو، به نظر می‌رسد عمده مباحثات روحانی در توکیو پیرامون مسائل بین المللی، خصوصا وضعیت برجام، بوده است. اما این مباحثات چه نتیجه‌ای داشت؟ ابتدا باید گفت که هم مقامات ایران و هم مقامات ژاپن، هیچگونه اظهارنظری درباره مباحثات طولانی و مبسوط خود درباره توافق هسته‌ای بیان نکردند. آن‌ها بدون ارائه جزئیات گفتند که مذاکرات فشرده‌ای داشتهاند. ولی درباره اینکه این مذاکرات به کجا رسید و چه نتیجه‌ای داشت، اظهارنظری نکردند. سید عباس عراقچی، معاون وزیر امور خارجه ایران، اعلام کرد: «در دیدار روحانی و آبه مذاکرات سنگین و فشرده‌ای صورت گرفت و هم مسائل دوجانبه و هم مسائل منطقه‌ای و بین المللی و بحث‌های مربوط به برجام و تحریم‌های آمریکا بحث شد.» عراقچی افزود قرار شد که مشورت‌های دو کشور به صورت نزدیک ادامه یابد. اما به نظر می‌رسد ژاپن این بار نسبت به ماه ژوئن، که آبه در ماموریتی آشکار برای پادرمیانی میان ایران و آمریکا به تهران سفر کرده بود، تردید بیشتری نسبت به وساطت میان ایران و آمریکا دارد. این نکته را می‌توان از اظهارات بسیار کلی آبه و همچنین فحوای گفتگوهایش با روحانی استنباط کرد. آبه در دیدار با روحانی از قصد ایران برای کاهش بیشتر تعهدات هسته‌ای، عمیقا ابراز نگرانی کرد و از روحانی خواست از انجام هرگونه اقدامی که به تضعیف توافق هسته‌ای منجر شود، خودداری کند. افزون بر این، آبه در گفتگو‌های مفصلی که با هیات ایرانی انجام داد، موافقت روحانی با اعزام نیرو‌های نظامی ژاپن به خاورمیانه را جلب کرد. این امر، به طرز آشکاری بیانگر ناامیدی ژاپن از احتمال موفقیت راهکاری دیپلماتیک میان ایران و آمریکاست. ژاپنی‌ها زمانی تصمیم به اعزام نیرو‌های نظامی به خاورمیانه گرفتند که از موفقیت وساطتشان میان ایران و آمریکا در ماه ژوئن مایوس شدند. آن‌ها ابتدا می‌خواستند از طریق راهکاری دیپلماتیک، از تشدید تنش‌ها در مسیر‌های انتقال انرژی در خاورمیانه جلوگیری کنند. اما وقتی که معلوم شد ایران و آمریکا تصمیمی برای انجام گفتگو‌های مستقیم ندارند، ژاپن در اواسط ماه اکتبر، طرحی برای اعزام نیرو‌های نظامی به خاورمیانه تدوین کرد. شینزو آبه، قصد دارد برای توضیح این طرح در ماه ژانویه به عربستان و امارات هم سفر کند. اگر آبه در گفتگوها با روحانی، چشم انداز روشنی برای موفقیت وساطت‌اش میان تهران و واشنگتن می‌دید، به احتمال زیاد مسئله اعزام نیرو‌های نظامی را مطرح نمی‌کرد یا به کل از این طرح صرفنظر می‌کرد. خصوصا که این طرح، از روی اجبار و اضطرار تهیه شد و دولت ژاپن تمایلی به ایفای نقش نظامی در خاورمیانه ندارد. از سوی دیگر، روحانی در ژاپن به رغم ابراز نگرانی آبه درباره روند کاهش تعهدات، از احتمال ادامه این روند در صورت عدم انتقاع ایران از برجام سخن گفت و هشدار داد که تحریم، سرنوشتی جز باخت – باخت برای هیچکس ندارد. تشدید لفاظی‌ها و تحریم‌های آمریکا و تهدیدات اروپا علیه ایران همزمان با سفر روحانی به ژاپن، نشانه دیگری بود که چشم انداز موفقیت وساطت آبه را تیره و تار کرد. ژاپنی‌ها دیدند که وقتی روحانی در ژاپن گفت: «در راستای منافع ملی خود از هیچگونه مذاکره و توافقی رویگردان نیستیم»، آمریکا به جای استقبال از این سیگنال، بر تحریم‌ها علیه ایران افزود و آن را به نقض فاحش حقوق بشر متهم کرد. در حالی که روحانی در ژاپن مشغول رایزنی با دولت آبه بود، مایک پمپئو، وزیر امور خارجه آمریکا، برنامه‌ای در وزارت خارجه آمریکا تدارک دید و درباره وضعیت حقوق بشر در ایران به طور مفصل سخنرانی کرد و در این سخنرانی اظهارات تندی علیه ایران بیان کرد. اما مهمتر از لفاظی‌های آمریکا، تهدیدات اروپاست که اکنون ایران را تلویحا به فعال‌سازی مکانیسم ماشه تهدید می‌کند. روز پنج‌شنبه پس از جلسه شورای امنیت درباره قطعنامه 2231، گروهی از کشور‌های اروپایی شامل آلمان، بلژیک، فرانسه، لهستان، بریتانیا و استونی، بیانیه مشترکی درباره ایران منتشر کردند. آن‌ها در این بیانیه گفتند که حفظ برجام و اجرای کامل قطعنامه 2231 بیش از هر زمانی اهمیت دارد. این کشور‌ها با بیان اینکه «ما در این زمینه وارد زمان چالش برانگیزی شده ایم» ادعا کردند که اقدامات اخیر ایران «بسیار نگران کننده» و متضمن تبعات جدی در زمینه عدم اشاعه هستند. کشور‌های اروپایی، همچنین از روند کاهش تعهدات هسته‌ای ایران عمیقا ابراز تاسف کردند. یک روز بعد، خبرگزاری رویترز به نقل از دیپلمات‌های غربی و اروپایی مدعی شد که کشور‌های اروپایی عضو برجام احتمالا در ماه ژانویه آینده برای مجبور کردن ایران به متوقف کردن گام‌های کاهش تعهدات، مکانیسم حل اختلاف را فعال خواهند کرد. اما برای بازگرداندن تحریم‌های سازمان ملل علیه ایران که برجام را کاملا از بین خواهند برد، عجله نخواهند کرد. گام پنجم کاهش تعهدات، حدود دو هفته دیگر، حوالی ششم ژانویه برداشته خواهد. دولت ایران از اردیبهشت ماه، در پاسخ به بی‌عملی اروپا در تامین منافع اقتصادی ایران، روند کاهش تعهدات هسته ای را آغاز کرد و تاکنون چهار گام در این زمینه برداشته است. در گام چهارم که اروپایی‌ها را به شدت نگران کرد، ایران فرآیند گازدهی به سانتریفیوژ‌های تاسیسات حساس فردو را شروع کرد. رویترز به نقل از شش دیپلمات اروپایی و غربی مدعی شد که فرانسه، آلمان و بریتانیا به طور کلی بر سر فعال‌سازی مکانیسم حل اختلاف به توافق رسیده‌اند، اما قبل از تصمیم‌گیری نهایی منتظرند ببینند گام‌های بعدی ایران چقدر جدی هستند. طبق مفاد برجام، چنانچه یکی از اعضا به این نتیجه برسد که طرف دیگری به تعهداتش پایبند نیست، می‌تواند این موضوع را در کمیسیون مشترک برجام مطرح کند. کمیسیون 15 روز مهلت دارد این اختلافات را حل کند. یا اینکه این مهلت را تمدید کند. اما چنانچه این مهلت تمدید نشود، موضوع به شورای امنیت سازمان ملل ارجاع خواهد شد. اگر شورای امنیت هم نتوانست موضوع را حل کند، نهایتا تحریم‌های بین المللی علیه ایران دوباره اعمال خواهند شد. به مرحله نهایی این فرآیند، مکانیسم ماشه نیز می‌گویند. در حال حاضر، اروپایی‌ها به رغم تهدید به فعال‌سازی مکانیسم اختلاف، تمایلی به نابود کردن برجام از طریق فعال‌سازی مکانیسم ماشه ندارند. ولی می‌خواهند از طریق تهدید، ایران را از ادامه روند کاهش تعهدات منصرف کنند. اما هنوز معلوم نیست که ایران هشدار‌های اروپا را جدی خواهد گرفت یا نه. در چنین شرایطی باید دید که آیا در فرصت باقی‌مانده ژاپن می‌تواند تحولی ایجاد کند یا اینکه مانند گذشته، تلاش‌های آن به جایی نخواهد رسید.
