ماکرون با چه نیتی به تهران می آید؟
رئیسجمهور آمریکا در نشست خبری پس از اجلاس گروه 20 از ابراز تمایل رئیس جمهور فرانسه برای سفر به ایران خبر داد. با توجه به نقش پررنگ فرانسه در روابط بین الملل و به خطر افتادن منافع اروپا در خلیج فارس، سفر ماکرون به تهران میتواند حاوی پیامهای مهمی باشد. ترامپ عنوان کرد که ماکرون به او گفته «دوست دارد برود و آنها (ایرانی ها) را ببیند.» ترامپ با اشاره به روابط تجاری فرانسه با ایران گفت مشکلی با این سفر ندارد. پیشتر رئیس جمهوری فرانسه درباره حضورش در نشست گروه 20 گفته بود: «در تلاش برای کاهش تنش میان ایران و آمریکا هستیم و امیدواریم ترامپ را متقاعد کنیم که مذاکرات با ایران را آغاز کند و از جنگی که ممکن است خاورمیانه را فرا گیرد، جلوگیری کند». ماکرون همچنین هشدار داد: «هیچ جنگ کوتاهی وجود ندارد. ما معمولا زمان شروع جنگ را میدانیم، اما زمان پایان آن را نمیدانیم.»
اما به نظر می رسد هدف اصلی ماکرون از سفر به ایران میانجیگری نیست. فرانسه به عنوان رهبر اتحادیه اروپا تلاش میکند توازنی در نظام منطقهای به وجود بیاورد. بنابر این در جهت باقی ماندن ایران در برجام بیشترین تلاشها را در حوزه قدرت خودش انجام میدهد. با توجه به نقطه ضعفهایی که گریبان ماکرون را داخل فرانسه گرفته، او تلاش میکند وضعیت گذشته را جبران کند و نقش یک قهرمان را به عهده بگیرد؛ به این وسیله هم یک سری امتیازات به ترامپ میدهد و هم به ایران سفر میکند تا این کشور را از حرکت بیشتر به سمت نابود کردن برجام برحذر دارد و ایران را متوجه کند که ادامه این اقدامات به نفع ایران و به نفع منطقه نخواهد بود. ماکرون از طرفی هم تلاش میکند پیام آور اخبار جدیدی باشد که ایران را به سمت مذاکره با آمریکا بکشاند.به روشنی پیداست که هدف اصلی ماکرون این است که ایران را در برجام نگه دارد تا حرکت پله به پله ایران در جهت نابودی برجام را متوقف کند. هدف اتحادیه اروپا به رهبری فرانسه این است که ایران را در برجام نگه دارد. سه ماه پیش در مصاحبهای از لودریان، وزیر خارجه فرانسه پرسیده شد چرا اصرار دارید ایران را در برجام نگه دارید؟ او گفت: این تنها وسیلهای است که به واسطه آن میتوانیم ایران را کنترل کنیم و اگر ایران از برجام خارج شود هیچ نظارتی روی این کشور نخواهیم داشت و ممکن است در آینده نزدیک بتواند پنهانی یا آشکار صاحب سلاح هستهای شود. به این دلیل است که مقامات اروپایی بارها اعلام کردند که خروج ایران از برجام به نفع نظام بین الملل نیست. اما در مورد احتمالات دیگر در سفر ماکرون به تهران به نظر می رسد اروپاییها در مذاکرات خصوصی به این نتیجه رسیده باشند که نباید تا این حد درها را به روی ایران ببندند. شاید مذاکراتی در این خصوص، هم با مقامات دیگر اروپایی هم با ترامپ صورت گرفته باشد مبنی بر اینکه این همه فشارهای آزاردهنده علیه ایران به نفع سیاست منطقهای غرب نیست. فضا باید بازتر شود و فشار تحریمها علیه ایران کاهش پیدا کند. آنچه کاملا مشخص است این است که سفر ماکرون با سفر آبه به تهران تفاوتهای آشکاری دارد. ماکرون اگر به ایران بیاید و بخواهد نقشی ایفا کند با شینزو آبه تفاوت زیادی دارد. آبه هم برای تهران و هم برای واشنگتن یک قدرت خنثی است. اما فرانسه یک قدرت بین المللی است که میتواند با این رویکرد وارد شود که هم به آمریکا بگوید فشارها را بر ایران کاهش دهد، هم به ایران بگوید که از برجام خارج نشود. از طرفی احتمال مذاکرات در مورد یک توافق تکمیلی با ایران نیز وجود دارد. در مناظرات انتخاباتی دموکراتها هم این موضوع مطرح شد، احتمالا ماکرون از این موقعیت استفاده کند. 9 نفر از 10 نماینده دموکرات به این موضوع اشاره کردند که تنها راه خاموش کردن بحران بین ایران و آمریکا و حتی غرب این است که توافق جدید و طولانی مدتی پیش بینی کنیم. قرارداد برجام شاید مطلوب نبوده است، اما میتواند مقدمه یک قرارداد مطلوب باشد. ایراد آمریکاییها نسبت به برجام این است که تا سال 2025 تعهد قرارداد از گردن ایران ساقط میشود و دموکراتها میگویند آن را در توافق تکمیلی مثلا به 2050 برسانیم. آمریکاییها حتی ترامپ شاید با محتویات برجام موافق باشند، اما زمان قرارداد خیلی برای آنها مورد پسند نیست. احتمالا ماکرون از این موقعیت استفاده کرده و در ژاپن هم در صحبت با ترامپ به این موضوع اشاره کرده که به جای اینکه قرار داد را از بین ببریم، آن را اصلاح کنیم. بعضی از محافل درونی آمریکا بر این اعتقادند که حضور طولانی مدت آمریکا در منطقه میتواند ایران را به وضعیت سراسیمگی برساند و ایران توانایی تحمل چنین وضعیتی را ندارد. بنابر این “نه جنگ، نه صلح” میتواند، بین ایران و آمریکا، ایران را بیشتر معذب کند و ایران تاب ماندن در این وضعیت را حتی تا یک و نیم سالی که از ریاست جمهوری ترامپ باقی مانده، ندارد.
از طرفی ادامه این وضعیت امنیت منطقه و منافع اروپا را به خطر انداخته است. اتحادیه اروپا به عنوان یک نهاد بین المللی میخواهد جلوی این یکجانبهگرایی آمریکا را بگیرد؛ چراکه اگر ترامپ در دوره بعد انتخابات آمریکا هم به پیروزی برسد، با توجه به خروج انگلیس از اتحادیه اروپا، پنج سال و نیم ریاست جمهوری ترامپ برای اتحادیه اروپا خیلی خرد کننده خواهد بود و بازار خاورمیانه کاملا در دست آمریکا قرار خواهد گرفت و این به نفع اقتصاد اتحادیه اروپا نیست.
با توجه به اینکه اتحادیه اروپا دچار تزلزل اقتصادی است، تلاش میکند التهاب در منطقه را کاهش دهد و جلوی جنگ را بگیرد. این اقدام اروپا، هم به نفع اتحادیه اروپاست و هم به نفع خود ترامپ.
