سهم تولید تنها ۱.۸درصد بود
عضو کمیسیون بودجه مجلس، جزییات هدفمندی یارانهها در شش ماهه نخست سال ۹۶ را تشریح کرد و گفت:یارانه نقدی در سال ۱۳۹۶ غیر هدفمند پرداخت شده است.
غلامعلی جعفرزاده ایمن آبادی، با بیان اینکه در سال 96 دولت باید 48 هزار میلیارد تومان هدفمندی یارانه پرداخت کند، افزود: این مبلغ شامل 33 هزار و 500 میلیارد تومان پرداخت یارانه نقدی و غیرنقدی خانوار، 4 هزار میلیارد تومان افزایش مستمری خانوارهای تحت پوشش کمیته امداد و سازمان بهزیستی، 4 هزار و 800 میلیارد تومان سلامت مردم، 100 میلیارد واکسن فلج اطفال، 100 میلیارد توسعه مراکز فوریتهای اجتماعی، هزار میلیارد حمایت از تولید و اشتغال با اولویت جوانان و مسکن، 3 هزار میلیارد تامین مواد اولیه قیر و هزار و پانصد و 5 درصد بند د تبصره یک این قانون میشود.
عضو کمیسیون برنامه، بودجه و محاسبات مجلس شورای اسلامی در تشریح گزارش شش ماهه هدفمندی یارانهها در سال 96 افزود: درآمدی که در این شش ماه کسب شده 24 هزار و 258 میلیارد تومان است که 11 هزار و 700 میلیارد تومان از اصلاح قیمت کالاها و حاملهای انرژی و 12 هزار و 500 میلیارد تومان از یارانههای مندرج در بودجه کسب شده است.
وی با اشاره به چگونگی تخصیص این منابع هدفمندی کسب شده، ادامه داد: در شش ماهه نخست سال 96 از 33 هزار و 500 میلیارد تومان که باید تخصیص مییافت 20 هزار و 690 میلیارد تومان یارانه نقدی 94 صدم یارانه نقدی جا مانده، 2 هزار و 200 میلیارد حمایت غذایی اقشار آسیب پذیر و 300 میلیاردتومان برنامه حمایت اجتماعی پرداخت شده است.
یارانه نقدی در سال 1396 غیر هدفمند پرداخت شده است
این نماینده مردم در مجلس شورای اسلامی، با اشاره به اینکه با توجه به اینکه بانکهای اطلاعاتی به صورت کامل راه اندازی نشده شناسایی افراد غیر نیازمند انجام نشده است، ادامه داد: ضروری است تمامی دستگاههای دارنده بانکهای اطلاعاتی مورد نظر نسبت به ارائه اطلاعات آن به سازمان هدفمندسازی یارانهها اقدام کنند، ضمن آنکه در سال گذشته و سال جاری امکان ثبت نام افراد جامانده از دریافت یارانهها فراهم نشده است.
وی تاکید کرد:با توجه به پرداخت یارانه به بیش از 95 درصد از جمعیت کشور و توزیع یکنواخت بین تمام افراد جامعه و عدم تخصیص بر اساس گروههای گوناگون درآمدی، یارانه نقدی در سال 1396 غیر هدفمند پرداخت شده است.
سهم واحدهای تولیدی و خدماتی
جعفرزاده ایمن آبادی با بیان اینکه در شش ماهه نخست سال 1396 مبلغ کل یارانه پرداختی اعم از یارانه نقدی سرپرستان خانوار، افزایش مستمری خانوارهای تحت پوشش دستگاههای حمایتی، بهداشت و کمک به تولید مبلغ 24هزار و 258 میلیارد تومان است، افزود:سهم یارانه پرداختی به واحدهای تولیدی و خدماتی مبلغ 4هزار و 333 میلیارد تومان و 1.79درصد کل یارانههای پرداختی در سال 1396 بوده که این رقم وحشتناک است چرا که قانون میگوید 30 درصد باید به تولید اختصاص یابد که تنها 1.8 درصد اختصاص یافته است.
وی ادامه داد: براساس بند (ب) تبصره (14) ماده واحده قانون بودجه سال جاری سازمان برنامه و بودجه مکلف به پیشنهاد آیین نامه اجرایی برای بند مذکور ظرف مدت 3ماه جهت تصویب در هیئت وزیران شده است که تا این تاریخ آیین نامه یاد شده درخصوص ایجاد امکان اهداء یارانه گروههای 500 نفری به طرحهای عام المنفعه تصویب و ابلاغ نشده است.
نظارتی بر پرداخت یارانه تولید وجود ندارد
جعفرزاده ادامه داد:در تبصره (1) ماده (39) برنامه ششم توسعه منابع سازمان هدفمندسازی یارانهها باید در ردیف درآمدی (210102) و مصارف آن نیز در ردیفهای اعتباری متناظر درج و مصوب شود که این مهم در بودجه سال 1396 محقق نشده است.
عضو کمیسیون برنامه، بودجه و محاسبات مجلس شورای اسلامی، در بخش توزیع منابع یارانهای به بخش تولید، اگرچه الگوی کلی پرداختهای این بخش کمک به تولید و اشتغال است، اما منطق توزیع آن به چند واحد تولیدی خاص مشخص نبوده و تأثیر آن بر وضعیت اقتصاد، جامعه و تولید اندازه گیری نشده است، تصریح کرد: این 1.8 درصد به واحدهایی پرداخت شده که مشخص نیست مبنای آن چه بوده و چرا به برخی واحدها پرداخت شده و به برخی پرداخت نشده و نظارتی بر آن وجود ندارد.
