طراحی دو سامانه نرم افزاری شناسنامه فرهنگی شهرستان ها و آسیب های اجتماعی
معاون سیاسی، امنیتی و اجتماعی استانداری خراسان رضوی گفت: سامانه نرم افزاری شناسنامه فرهنگی و اجتماعی شهرستان های استان و همچنین سامانه نرم افزاری نظارت و کنترل آسیب های اجتماعی بزودی طراحی و راه اندازی خواهد شد.
سید جواد حسینی با حضور در دفتر امور اجتماعی و فرهنگی استانداری ضمن تقدیر از فعالیت های انجام گرفته شده در دفتر امور اجتماعی و فرهنگی استانداری گفت: اقدامات و برنامه های این دفترحاکمیتی و فرابخشی است و هیچ سازمانی بجز این دفتر بر فعالیت های اجتماعی و فرهنگی بصورت ویژه متمرکز نیست.
وی افزود: توسعه مشارکت های نظام مند مردمی،صیانت از حریم امنیت عمومی و حقوق شهروندی، انسجام و تقویت فعالیت های فرهنگی و اجتماعی، انسجام فعالیت ها در حوزه کاهش آسیب های اجتماعی و ارتقای سلامت و سطح پوشش بیمه های سلامت و اجتماعی 5 هدف کلی دفتر امور اجتماعی و فرهنگی در راستای توسعه و بهبود فرهنگ عمومی و سرمایه های اجتماعی است.
حسینی با اشاره به تدوین حقوق شهروندی توسط دولت تدبیر و امید گفت: سیاست های ابلاغی به دستگاه های اجرایی در خصوص حقوق شهروندی باید به طور مستمر رصدد شده و فعالیت های این دستگاه ها نیز ارزیابی گردد.
وی افزود: در راستای آشنایی با حقوق شهروندی 6 ساعت آموزش برای پرسنل دستگاه های اجرایی پیش بینی شده است.
معاون استاندار مهمترین کارکرد خانه تشکل های غیردولتی را پیوند دستگاه های دولتی با تشکل ها دانست و افزود: جلسات ماهانه با شورای مرکزی خانه تشکل های مردم نهاد و واگذاری اجرای ده راهبرد حوزه سمن ها به این شورا در دستور کار دفتر اجتماعی و فرهنگی استان قرار گیرد.
وی گفت: دستگاه های اجرایی استان نیز باید موارد قابل واگذاری خود به سازمان های مردم نهاد را احصا نموده و در اختیار خانه تشکل ها قرار دهند و ارتباط خانه تشکل ها با دستگاه های اجرایی از طریق جلسات تخصصی و موضوعی برقرار گردد.
معاون سیاسی، امنیتی و اجتماعی استانداری خراسان رضوی با اشاره به کنترل و کاهش آسیب های اجتماعی گفت: مهمترین بحث در کنترل و کاهش آسیب های اجتماعی طرح تقسیم کار ملی با حضور 18 دستگاه موثر است که باید جلسات مستمر ماهانه با حضور این 18 دستگاه برگزار و فعالیت های این دستگاه ها مداوم رصد و پیگیری شود.
وی افزود: پدیده های حاشیه نشینی، اعتیاد، طلاق، مفاسد اخلاقی و جرایم و فتارهای خشونتی به عنوان آسیب های اجتماعی با اولویت بالا است که باید بر روی آنها به صورت ویژه تمرکز داشت.
حسینی با اشاره به شناسنامه فرهنگی و اجتماعی شهرستان ها گفت: این شناسنامه به عنوان بانک جامع و مانع اطلاعاتی یکی از ارکان مهم در تصمیم سازی و برنامه ریزی دقیق مدیران شهرستان برای ارائه خدمات مطلوب به شهروندان می باشد.
وی افزود: سامانه نرم افزاری این شناسنامه که با هدف تجمیع بانک اطلاعاتی فرهنگی اجتماعی شهرستان ها در حال طراحی توسط دفتر اجتماعی و فرهنگی است، بزودی به بهره برداری خواهد رسید.
معاون استاندار در ادامه با اشاره به هفته فرهنگی شهرستان ها گفت: هفته فرهنگی شهرستان های استان نیز با هدف شناخت فرهنگ و عناصر آن، تقویت هویت بومی و محلی و هم راستا با هویت ملی و دینی، جریان سازی فرهنگی، غنی سازی اوقات فراغت و انسجام اجتماعی با رویکرد افزایش سرمایه اجتماعی در 28 شهرستان استان برگزار خواهد شد.
