چه کسی معتادان را یاری میکند؟
دبیر شورای هماهنگی مبارزه با مواد مخدر استان خراسان رضوی گفت: حمایتهای معنوی و شغلی از بهبودیافتگان معتاد مانع بازگشت آنها به دامان اعتیاد میشود.
ابراهیم قربانزاده در نشستی که با خبرنگاران در زمینه شرایط بهبودیافتگان از اعتیاد داشت، افزود: بیش از 7هزار مرکز خودمعرف ترک اعتیاد در استان خراسان رضوی وجود دارد؛ مراکزی که معتادان، به صورت داوطلبانه برای ترک اعتیاد به آنها مراجعه کنند. همچنین 6 مرکز نگهداری اجباری در مشهد وجود دارد که فراهم کردن هزینههای آن، بر عهده دولت است. در حال حاضر، نزدیک به 50 هزار نفر معتاد، تحت درمان هستند.
وی افزود: مدیران سازمانهای مردمنهاد در مدیریت و نگهداری معتادان همراهیهای لازم را انجام میدهند. مواد مخدر پدیده اجتماعی است، درنتیجه مبارزه با این پدیده ابعاد گوناگونی دارد. به ویژه برای استان خراسان رضوی که همجوار با بزرگترین تولیدکننده مواد مخدر دنیاست. این درحالیاست که کشور افغانستان اشراف چندانی بر مرزهای خود ندارد. سالانه 4-8 هزار تن مواد مخدر در کشور افغانستان تولید میشود و برای رسیدن به بازار مصرف از کشورهای همسایه بهویژه ایران عبور میکنند.
قربانزاده خاطرنشان کرد: اقدامات بسیار مناسبی در مرزها برای بهبود روند حفاظت از مرزها در برابر قاچاقچیان مواد مخدر صورت گرفته است مانند ایجاد کانال، دیوار و سیم خاردار و ایجاد جادههای مرزی. نکته قابل توجه این است که برای مبارزه با مواد مخدر، اگر تنها به اقدامات سازمانهایی چون مرزبانی و نیروی انتظامی بسنده کنیم نتیجهبخش نخواهد بود و همکاری سایر سازمانها هم برای کاهش این پدیده الزامی است. به ویژه برای فرهنگسازی و پیشگیری از گرایش به موادمخدر مانند: سازمان بهزیستی، آموزش و پرورش، دانشگاهها و همچنین همه سازمانهایی که به نوعی برای درمان دخیل هستند.
دبیر شورای هماهنگی مبارزه با مواد مخدر تصریح کرد: خلأ بزرگی که در بهبودیافتههای اعتیاد، احساس میشود عدم وجود حمایت پس از درمان است. این درحالی است که در این مدت، کار نتیجهبخشی صورت نگرفته است. بدین منظور کارگاههای آموزشی آشنایی با اصول و مبانی حمایتهای اجتماعی از زنان بهبودیافته در استان خراسان رضوی راهاندازی شد.
وی ادامه داد: در همین راستا، سازمانهای مردم نهاد همکاریهای مفیدی را برای آشنایی با اصول و مبانی حمایت از بهبودیافتهها را فرامیگیرند تا بتوانند آموزش دهند. یکی از مشکلات بزرگ در زمینه اشتغال است. متأسفانه تعداد زیاد افراد تحصیل کرده و آشنا به حرفه و فن هستند که بیکارند، در کنار آن تعدادی از معتادان بهبود یافته هستند و به علت عدم حمایت جامعه در زمینه اشتغال، دوباره به دامان اعتیاد برمیگردند.
قربانزاده خاطرنشان کرد: حمایت از بهبودیافتگان باید هم از سوی خانواده صورت بگیرد و هم اجتماع، و تنها در این صورت است که نتیجهبخش خواهد بود، تا تعداد معتادان کاهش یابد. همچنین در مراکز درمانی تفاهمنامههایی را با سازمان فنی و حرفهای بستیم تا بهبویافتگانی که به نوعی استعداد فراگرفتن رشتهای ویژه را دارند، در این کارگاهها مورد آموزش قرار بگیرند و پس از خروج از مراکز درمانی، این هنر بهبودیافته است تا بتواند فضای کاری را برای خود فراهم کنند.
دبیر شورای هماهنگی مبارزه با مواد مخدر، با اشاره به اهمیت حمایت از افرادی که بهبودیافتگان را پشتیبانی شغلی میکنند، افزود: این حمایتکنندگان شغلی، تحت حمایتهای مالی از سوی سازمانهای گوناگون قرار بگیرند. در حال حاضر حدود 1800 نفر از بهبودیافتههای استان خراسان رضوی مشغول به کار هستند، که شامل خانمها و آقایان هستند.
وی اظهار کرد: سازمان بهزیستی عضوی از شورای هماهنگی با مواد مخدر استان خراسان رضوی است. درتیرماه سال جاری نظارت از مراکز دولتی نگهداری معتادان به سازمان بهزیستی واگذار شده است. بر اساس مادهی 15 قانون اساسی، افرادی که تمایل به ایجاد مراکز نگهداری از معتادان به صورت داوطلبانه دارند مجوز تأسیس به آنها داده میشود و در کنار آن، مراکز نگهداری اجباری از معتادان هم وجود دارد.
قربانزاده ادامه داد: معتادانی که از ترک اعتیاد امتناع میکنند ،توسط خانوادههایشان باید به اجبار نگهداری شوند. یا تعدادی که کارتون خواب هستند و خانواده ندارند و قادر به پرداخت هزینههاشان نیستند و رغبتی هم برای ترک اعتیاد ندارند در سال گذشته با پرداخت هزینه ها توسط دولت بیش از 7000 نفر مورد درمان واقع شدند که در حال حاضر 1200 نفر تحت درمان هستند.
دبیر شورای هماهنگی با مواد مخدر استان خراسان رضوی با اشاره به افزایش آمار نگهداری و کاهش اجبار درمان عنوان کرد: تعدادی سرپناه در سطح شهر مشهد برای معتادان در نظرگرفته شده است که نظارت بر این کمپها بر عهده بهزیستی است. تعدادی از معتادان تحت درمان، که خانواده و مکان ندارند به آنها اجازه داده میشود، در روز مشغول به کار شوند و شبها به سرپناهها مراجعه کنند. وظیفه شورای هماهنگی مبارزه با مواد مخدر، نگهداری شرایط همکاری بین سازمانها در زمینه معتادان و حمایت از آنها است.
قربانزاده با بیان این نکته که «سازمان آموزش و پرورش عضوی از شورای هماهنگی است» افزود: وظیفهی ذاتی این سازمان توانمندسازی دانشآموزان در مقابل با آسیبهای اجتماعی است و برنامهریزی برای پیشگیری گرایش به اعتیاد، از مقطع ابتدایی.در این راستا، آموزش و پرورش ملزم شده است که اقدامات خود را فراگیرتر و مؤثرترکنند.
وی خاطرنشان کرد: در شیوع شناسی که اخیرا صورت گرفته، شیوع اعتیاد در خراسان رضوی نسبت به میانگین کشوری در بین 14-60 سال کاهش داشته است. جامعه هدف اعتیاد، جوانان، زنان و دانشآموزاناند که اقدامات پیشگیری برای این سه قشردر نظر گرفته شده است.
