انجمن راهنمایان گردشگری باید مطالبهگری کند
هفته گذشته 21 فوریه روز جهانی راهنمایان گردشگری را در خود داشت که روزنامه صبحامروز در گزارشی به معرفی جایگاه این شغل در صنعت گردشگری پرداخت که نقش اثرگذار به خوبی به نمایش گذاشته شد. اما افراد شاغل در این حوزه همواره گلایهمندیهایی را در ارتباط با شرایط شغلی خود داشتند.
نداشتن بیمه و حق الزحمه پایین سختیهای این شغل را دوچندان کرده است. از طرف دیگر مشکل به رسمیت شناخته نشدن هم وجود دارد. در حرفهای که باید چندین مهارت و دانش را بیاموزی ممکن است هر یک از سازمانها و ارگانها که در حوزه زائر دستی دارند، افرادی را استخدام و جایگزین راهنما کنند.
بدون توجه به این نکته راهنما علاوه بر زبان خارجی به تاریخ، جغرافیا و شرایط منطقه گردشگری تسلط ویژهای دارد. در کمال اجحاف همان حق الزحمه کمی که قرار بوده به یک راهنمای گردشگری پرداخت شود تا تخصص و مهارت خود را نشان دهد، به فرد دیگری داده میشود که از سوی فلان ارگان یا آستان استخدام شده است.
این پرسش مطرح است که در شرایطی که سازمانهای متولی حمایتی از «راهنمایان گردشگری» ندارند، صنعتی که آینده اقتصاد دنیا را بر دوش گرفته در کشور ما بدون نقش راهنما باید رقم بخورد؟
شنیدن پاسخی برای این دغدغهها باعث شد تا با احمد دیناری رئیس سازمان میراث فرهنگی، صنایع دستی و گردشگری مشهد به گفتوگو بنشینیم که در ادامه میخوانید
کار اصلی راهنما تسهیلگری است
رئیس سازمان میراث فرهنگی، صنایع دستی و گردشگری مشهد گفت: انجمن راهنمایان گردشگری از زیرمجموعههای ما است و همواره تحت حمایت ما بودهاند، اما خود انجمنها باید تلاش و ومطالبهگری بیشتری داشته باشند که این موضوع در گرو تعامل با سازمانها مختلف است.
احمد دیناری افزود: شغل راهنمایی گردشگری یکی از ارکان 6 گانه بستههای سفر گروهی است که در تمام دنیا شناخته شده است و سفر گروهی بدون راهنما امکان شکل نمیگیرد و یا مورد رضایت کسی قرار نمیگیرد. در واقع این افراد یک نوع کار تسهیلگری دارند که کمک میکنند امور سفر بهتر، روانتر و با آرامش انجام شود.
دیناری ادامه داد: راهنمایان به عنوان سفیران کشور، مخصوصا در تورهای خارجی شناخته میشوند چرا که به طور مستقیم با توریست رابطه دارند و باید دارای ظاهر، رفتا و فن بیان مناسبی باشند ضمن این که باید مسلط به زبانهای مختلف و دارای اطلاعات عمومی و تخصصی بالایی باشند.
وی در خصوص آییننامه شغلی راهنمایان گردشگری تصریح کرد: آیین نامه این شغل مربوط به قبل از انقلاب بود که در سال 94 در هیئت وزیران مورد بازبینی قرار گرفت و مجددا ابلاغ شد که در این آییننامه راهنماها به سه دسته راهنمایان بینالمللی(تورهای خروجی یا وردی کشور)، راهنمایان داخلی(ایرانگردی) و راهنمایان تورهای خاص(تورهای ویژه سلامت، عکاسی، طبیعت گردی و..) تقسیم شدهاند.
موازیکاری برخی سازمانها مشکلزا شده است
دیناری در بحث بکارگیری نیروهای غیرمتخصص برای این شغل در بعضی سازمانها گفت: در تمام دنیا راهنماهای تحت نظر و آموزش سازمانهای متولی مثل سازمان گردشگر، میراث فرهنگی و صنایع دستی رسمیت دارند و بکارگیری میشوند و سازمانهای دیگر نباید به این حوزه ورود کنند. حتی اگر ظرفیتی در این سازمانها وجود دارد باید به مراکز آموزش تحت پوشش سازمان میراث فرهنگی و گردشگری و صنابع دستی معرفی شوند، آموزش ببینند، گواهینامه آموزشی بگیرند و پس از دریافت این گواهینامه کارت راهنمای گردشگری بگیرند.
وی افزود: متاسفانه برخی به غلط فکر میکنند که با گواهینامه آموزشی میتوانند کار کنند در صورتی که این گونه نیست و باید پس از معرفی از طرف یک آژانس مسافرتی و طی مراحل اداری کارت راهنمای گردشگری دریافت کنند تا بتوانند فعالیت داشته باشند.
دیناری تصریح کرد: متاسفانه اقدام برخی سازمانها در استفاده از افراد غیر متخصص و یا آموزش افراد در سازمان خود نوعی موازی کاری است که مشکلزا شده است کما این که این مشکل در واحدهای اقامتی نیز وجود دارد. این افراد آموزش دیدهاند و برخی سرمایهگذاری کنند تا به همین سازمانها و مردم خدماترسانی کنند و نباید همه سازمانها هتلدار و آژانسدار باشند.
انجمنها بیشتر مطالبهگری کنند
وی ادامه داد: کار گردشگری باید توسط متولی این امر صورت گیرد و سازمانهای دیگر میتوانند کمک کنند، نه این که خود به این عرصه ورود پیدا کنند. نظارت بر راهنمایان بر عهده ماست، همیشه از آنها حمایت کردهایم و سازمانها را به سمت انجمن آنها برای تورها راهنمایی میکنیم. اما خود این انجمنها هم باید مطالبهگری بیشتری داشته باشند، تعامل بیشتری با سازمانها برقرار کنند تا مدیریت یکپارچه بهتری در سطح مشهد داشته باشیم.
استفاده از راهنماها در تعامل با انجمن صورت میگیرد
رئیس سازمان میراث فرهنگی، صنایع دستی و گردشگری مشهد در خصوص استفاده از راهنمایان به صورت رایگان در مجموعههای توریستی گفت: میراث فرهنگی اگر از ظرفیتهای دوستان در هر مجموعهای استفاده میکند حتما با نظر مثبت هیئت مدیره انجمن است و بر اساس یک تعامل و رابطه متقابل از این ظرفیتها استفاده میشود. ما همواره در مقابل کمکهای این انجمن، کمکهای متقابلی داشتهایم کما این که دفتر این انجمن در موزه بزرگ خراسان است که متولی آن سازمان میراث فرهنگی، صنایع دستی و گردشگری است در صورتی که به عنوان یک انجمن مستقل باید یک مکان مستقل میداشتند.
وی ادامه داد: سازمان ما همواره حامی انجمن راهنمایان بوده، اگر بودجهای در نظر گرفته شود قطعا صرف میشود و تا کنون مشکلی با این انجمن نداشتهایم.
نداشتن بیمه و حقوق ثابت بخاطر پارهوقت بودن این کار است
دیناری در خصوص نداشتن حقوق ثابت به راهنمایان اظهار کرد: باید در نظر داشت که راهنمایی گردشگر یک شغل پاره وقت است و بسیاری از راهنمایان گردشگری ما شغلهای دیگری در کنار این فعالیت خود دارند چرا که یک آژانس در تمام روزهای سال تور ندارد که راهنما را استخدام کنند و حقوق ثابت پرداخت کنند.
وی افزود: این کار به نوعی پروژهای است و برای هر پروژه و کار حقالزحمه پرداخت میشود که بر اساس تعرفه تعیین شده توسط خود انجمن است و این شغل چون ثابت نیست راهنمایان در بحث بیمه نیز دچار مشکل میشوند که البته این بحث در مکاتبات با تهران مطرح شده اما هنوز به نتیجه لازم نرسیده است.
