گزارشی از یک معضل اجتماعی در مشهد:

پیاده‌رو در تسخیر خودروها

اگرچه حق تقدم با عابر پیاده است، اما در عمل این خودروها هستند که بدون ملاحظه همواره حق و حریم رهگذران را زیرپا گذاشته و گاه چنان راه آنان را سد می‌کنند که به نظر می‌رسد تا فرهنگ شهروندی ارتقا نیابد، این گره حتی با ورود پلیس به این حوزه نیز قابل گشودن نباشد.

محال است از خانه به قصد خرید یا هرکار دیگری به صورت پیاده بیرون زده باشی و در طول مسیر چندین بار خودروهای متوقف شده در پیاده‌رو باعث تغییر مسیرت نشوند، خودروهایی که رانندگان آنان از جنس عابران هستند اما حق همنوعان خود را فدای آهن پاره‌ها می‌کنند.
زشتی این حق‌خواری وقتی زننده‌تر می‌شود که می بینی کودکی، کیف بر پشت و یا پیرزن و پیرمردی با کمر خمیده و عصا در دست مجبور شده است برای ادامه مسیر خود در پیاده‌رو، که با توقف خودروها سد شده است، بارها و بارها مسیر خود را عوض کرده و وارد خیابان شود.
این معضل تقریبا در تمام کلانشهرها مشهود است اما در کلانشهر زائرپذیر مشهد بیشتر به چشم می‌خورد، چرا که علاوه بر مجاوران، زائران نیز گاه از پیاده‌راه‌ها به عنوان محل اتراق و استراحت استفاده می‌کنند و با رفتار ناموجه خود، صدای شهروندان را درمی آورند.
علاوه بر این، توقف خودروها روی خطوط عابر پیاده در خیابانها و تجاوز به محل عبور رهگذران، از دیگر معضلات دست و پا گیر برای عابران پیاده و نمونه دیگری از تجاوز به حقوق آنهاست.
گلایه شهروندان
یکی از شهروندان ساکن در خیابان امام خمینی (ره) در محدوده مرکزی مشهد در این خصوص به خبرنگار ایرنا گفت: متاسفانه در این منطقه تمام پیاده‌روها به محل توقف خودرو تبدیل شده است و عابر پیاده ناگزیر است برای خرید و یا هر کار دیگری از داخل خیابان و هم‌ردیف با خودروها تردد کند.
جعفر عزیزی افزود: این اقدام بارها جان کودکان ما را به خطر انداخته است که به دلیل پارک خودرو در پیاده رو و مقابل منازل، مجبورند برای دوچرخه‌سواری به جای پیاده‌راه از خیابان استفاده کنند.
یکی دیگر از شهروندان نیز در این خصوص گفت: متاسفانه برخی کسبه، به خصوص بنگاه‌های فروش خودرو، از پیاده‌راه به عنوان نمایشگاه استفاده می‌کنند و پیاده رو مقابل مغازه خود را تا چند صد متر مسدود می‌کنند.
فاطمه شهرستانی افزود: در این شرایط به هیچ عنوان نمی‌توان از پیاده رو استفاده کرد و هرچه قدر هم اعتراض کنی هیچ گوش شنوایی نیست.
وی اضافه کرد: بسیار مشاهده کرده ام که حتی برخی خودروهای خود را در مسیر ویژه تردد معلولان و مسیر دوچرخه سواری پارک می‌کنند و ذره‌ای به حقوق دیگران احترام نمی‌گذارند.
شهرستانی گفت: این در شرایطی است که هنگام عبور از خیابان دیگر خط عابر پیاده هم محل امنی برای عبور نیست و خودروها در عمل این خط و حقوق پیادگان را نادیده می‌گیرند.
یکی از نمایشگاه‌داران خودرو در خصوص چرایی عدم رعایت حقوق شهروندان و پارک خودروها در پیاده‌راه به خبرنگار ایرنا گفت: وقتی هزینه خرید و اجاره ملک خیلی بالاست، نمی توان توقع داشت که کسبه به همان فضای نمایشگاه خود بسنده کرده و از پیاده رو استفاده نکنند.
وی بدون معرفی خود افزود: من استفاده از پیاده رو برای توقف خودروهای نمایشگاه را نه حق‌کشی، که بهره گرفتن از حق خود می دانم و تاکنون نیز تذکری در این خصوص نگرفته ام.

برخورد پلیس مشهد با خودروهای متوقف در پیاده‌روها
با توجه به نارضایی شهروندان و مزاحمت‌های ایجاد شده ناشی از توقف خودروها در مسیر عبور عابران پیاده، پلیس راهور خراسان رضوی در مشهد طی ماه‌های اخیر ورود جدی به موضوع داشته و آبان ماه امسال طرح آزمایشی جریمه خودروهای متوقف در مسیرهای دوچرخه و پیاده‌روها را به صورت آزمایشی در مناطقی از مشهد اجرا کرد.
رییس پلیس راهور خراسان رضوی در این خصوص به خبرنگار ایرنا اظهار کرد: طبق مصوبه جلسه کمیته انضباط ترافیکی مشهد، مقرر شد طرح انضباط ترافیکی، آبان امسال در مسیر بلوار امامت تا بلوار معلم در منطقه ۱۱ اجرایی شود.
سرهنگ حمیدرضا دهنوی افزود: در این طرح، خودروهایی که در پیاده‌روها و مسیرهای دوچرخه تخلفات ساکن داشتند و در این مسیرها پارک کرده‌‍ بودند ابتدا تذکر گرفتند و در صورت تکرار تخلف، برای آنان جریمه نیز اعمال شد.
رییس پلیس راهور خراسان رضوی اضافه کرد: این طرح به منظور فرهنگسازی و احترام به حقوق عابران پیاده و دوچرخه سواران عملیاتی شد و جریمه درنظرگرفته شده برای خودروهای متخلف نیز ۴۰۰ هزار ریال بود.

سرهنگ دهنوی افزود: مرحله آزمایشی طرح جریمه خودروهای متوقف در مسیرهای دوچرخه و پیاده‌روها، اواخر آذرماه امسال به پایان رسید و اجرای آن در همه نقاط شهر آغاز شد.
رییس پلیس راهور خراسان رضوی خاطرنشان کرد: اطلاع‌رسانی و فرهنگسازی لازم از طرق مختلف نظیر نصب بنر در سطح شهر انجام شده و پس از آن طبق قانون جریمه برای خودروهای متخلف اعمال شد.
سرهنگ دهنوی اظهار امیدواری کرد که با اجرای این طرح احترام به حقوق عابران پیاده و دوچرخه‌سواران در شهر نهادینه شود.

پروژه حق تقدم عابر پیاده
پروژه “حق تقدم عابر پیاده” با هدف کاهش آمار تلفات عابران پیاده در سوانح رانندگی در مشهد در دستور کار مدیریت شهری مشهد بوده و این طرح به صورت مرحله به مرحله در مناطق مختلف شهری اجرا می‌شود.
معاون شهردار و رییس سازمان فرهنگی و اجتماعی شهرداری مشهد نیز در گفت و گو با خبرنگار ایرنا اظهار کرد: شهرداری در حوزه فرهنگی وظایف متعددی بر عهده دارد که یکی از آن‌ها فرهنگ‌سازی در حوزه ترافیک و رعایت حق تقدم عابر پیاده است و در این زمینه باید جامعه را به رعایت قوانین تشویق کرد تا با مشارکت شهروندان شاهد اصلاح رویه‌های غلط و فرهنگ‌سازی در حوزه‌های مختلف باشیم.
حسین باغگلی افزود: معاونت فرهنگی شهرداری مشهد و مجموعه پلیس راهور، همکاری خوبی در زمینه اجرای طرح‌های مرتبط با رعایت حق تقدم عابر پیاده دارند و این طرح‌ها با جدیت دنبال می‌شود.
وی خاطرنشان کرد: همچنین کلان‌ پروژه “خط عابر، خط زندگی” در مشهد در مراحل مختلف در حال اجراست که مرحله پنجم آن نیز با رویکرد رعایت حق تقدم عابر پیاده از ۳۰ بهمن ماه تا پنجم اسفندماه امسال در مشهد اجرا می‌شود.
باغگلی اضافه کرد: هدف از اجرای این طرح حساس‌سازی و یادآوری حق عبور و مرور امن عابران پیاده، اهمیت خطوط عابر و توجه رانندگان به این خطوط در شهر مشهد است.
معاون شهردار مشهد ادامه داد: مرحله نخست این طرح در سال ۹۸، مرحله دوم و سوم در سال ۹۹، مرحله چهارم در بهار ۱۴۰۰ اجرا شد و مرحله پنجم این طرح در زمستان امسال اجرایی خواهد شد.
رییس سازمان فرهنگی و اجتماعی شهرداری مشهد افزود: در گام پنجم، این طرح در ۹ چهارراه از ۹ منطقه شهری، برنامه‌های متنوعی از جمله رادیوعابر، تئاترهای تقاطعی و برپایی غرفه‌های آموزشی برگزار خواهد شد، همچنین هدایایی ویژه شهروندان وظیفه‌شناس درنظر گرفته شده است.
باغگلی اضافه کرد: تئاترهای این گام از طرح خط عابر، خط زندگی به صورت متفاوت از اجراهای مرسوم و با پشت زمینه ویژه اجرا می‌شود، همچنین آموزش در غرفه‌ها به صورت خلاقانه به عهده خود مناطق گذاشته شده و هر روز شاهد اجراهای متفاوتی در شهر خواهیم بود.
معاون شهردار مشهد افزود: پلیس راهور در ایستگاه‌ها حضور دارد و ضمن تعامل بسیار خوب با مردم، به ارائه آموزش‌های لازم می‌پردازد، همچنین در فضای مجازی پویش هایی پیش بینی شده است و برخی از هنرمندان، ورزشکاران و چهره‌های محبوب و مشهور نیز به این طرح پیوسته اند.
وی با اشاره به دستاوردهای این طرح تاکنون اظهار کرد: در سال ۹۷ و قبل از اجرای این طرح، حدود ۹ هزار تصادف جرحی و ۲۵۰ فوتی در مشهد داشتیم که این تعداد در سال ۹۹ به حدود هفت هزار جرحی و ۱۷۰ فوتی رسید، همچنین خوشبختانه با اجرای این طرح، تصادفات جرحی و فوتی عابران پیاده در مشهد از رتبه اول بیشترین تصادفات شهری به رتبه دوم این نوع تصادفات نزول کرد.
