ماجرای انتشار تصویری در فضای مجازی مبنی بر قطع تعدادی از درختان باغ وکیل آباد مشهد باعث شد تا خبرنگار ما به همراه مدیر شهرداری منطقه به صورت میدانی این ماجرا را بررسی کند.
باغ وکیل آباد کجاست؟
باغ وکیل آباد را در سال 1348 حاج حسین ملک برای استفاده مردم مشهد و زائران امام رضا (ع) وقف کرده است، باغ طبیعی وکیل آباد وسیع ترین و قدیمی ترین پارک جنگلی مشهد در8 کیلومتری غرب این شهر قرار دارد و این پارک به علت دارا بودن درختان کاج، چنار، سرو کهنسال در دره با صفا و خوش آب و هوا وهمچنین وجود رودخانه فصلی دراین پارک از سالهای قدیم مورد توجه مردم مشهد و مسافرین این شهر بوده است.
بیش از 70 هکتار مساحت
وسعت این پارک بیش از 70 هکتاراست و با آب قنات آبیاری می‌شود، شهرداری مشهد با احداث خیابان، جدول‌بندی، کف‌سازی معابر، ایجاد آب‌نما، برق‌کشی، اقامت‌گاه‌های موقت، وسایل بازی کودکان و کافه رستوران توانسته‌ جاذبه‌های این پارک را افزایش دهد.
مدیرشهرداری منطقه 9 مشهد درباره اقدامات شهرداری در این بوستان می گوید: برای کارهای عمرانی سطح پارک طی یک قرارداد کلی با سازمان عمران شهرداری باغ صخره ای و همچنین دو مخزن بزرگ 15 و 10 هزار متر مکعبی برای ذخیره آب را سازمان عمران شهرداری امسال ساخته است. که تا حدود زیادی مشکل کمبود آب برای آبیاری درختان این مجموعه را رفع خواهد کرد.
او ادامه می دهد: قرار است سرویس های بهداشتی قدیمی تخریب ومجدد مجهزتر ساخته شود. پارک وکیل آباد یک باغ طبیعی و دارای شکست سطح زیادی است که در فصل‌های مختلف جذابیت‌های خاص خودش را دارد و در فصل تابستان تفرج‌گاه خوبی برای مسافران می‌شود.
حسین فرهادیان با اشاره به موقوفه بودن این مجموعه و شرایط خاص حقوقی آن تصریح می کند: ما متولی باغ وکیل آباد براساس وقف نامه حاج حسین ملک هستیم،در این وقف نامه شهرداری به عنوان تولیت این پارک معرفی شده است، هم چنین افرادی را به عنوان ناظران معرفی کرده که رییس انجمن شهر( رئیس شورای شهر) ، تولیت آستان قدس رضوی و دادستان مرکز استان است.
مدیرشهرداری منطقه 9 مشهد به اجرای وقف نامه حاج حسین ملک درباره باغ وکیل آباد اشاره می کند و می گوید: در وقف نامه 7 باغ به نام های خورگشت، باغ دانش آموزی، باغ هنرمندان، باغ صخره ای و باغ شب ما و بانوان مشخص شده است که ما هر اقدامی که می‌کنیم براساس وقف نامه است.
باغ بانوان به مساحت 6 هکتار
وی از ایجاد باغ بانوان درون بوستان وکیل آباد خبر می دهد و تصریح می کند: این باغ نیز براساس وقف نامه است، که محل احداث آن نیز در وقف نامه دقیقا در همین مکان تعریف شده است، فضایی به مساحت حدود 6 هکتاری مخصوص بانوان با امکانات دوچرخه‌سواری، پیاده راه سلامت و فضاهایی مفرح جهت اتراق ایجاد می شود.

فرهادیان ادامه می دهد: در مرحله اول حدود 3.8 هکتار از بوستان وکیل آباد اختصاص یافته و بقیه در مرحله بعدی تکمیل خواهد شد.
وی می افزاید: مرحله نخست از ابتدای شهریور ماه 97 آغاز شده و قرار است تا پایان سال 98 به اتمام برسد. برای احداث این مجموعه تا کنون حدود 9 میلیارد تومان هزینه کرده ایم در مرحله دوم فضاهای ورزشی مسقف را در سال 99 شروع خواهیم کرد.
وی به دیگر برنامه های این شهرداری برای بوستان وکیل آباد اشاره می کند و می گوید: با توجه به آلودگی های صوتی، ناشی موتورهای ماموران گشت بوستان، موتورهای برقی ها را تهیه کرده ایم تا بتوانیم به مرور زمان موتور های بنزینی را از پارک خارج کنیم تا برای مهمانان از نظر الودگی و صدا مزاحمتی ایجاد نشود.
ماجرای قطع درختان
حسین فرهادیان مدیر شهرداری منطقه 9 مشهد که در بازدید میدانی با خبرنگار صبح امروز به محل قطع درختان باغ وکیل آباد رفته است، در این باره می گوید: هر درختی که بخواهد قطع شود، باید با مجوز رسمی از کمیسیون ماده 7 شهرداری باشد.
فرهادیان تاکید می کند: حتی اگراز آفت زدگی درختان هم اطمینان کامل داشته باشیم باز هم باید با مجوز از کمیسیون ماده 7 شهرداری برای قطاعی دریافت شود.
او در این بازدید ادامه می دهد: معمولا زمان قطع درختان، فصل پاییز است، البته مجوزهای لازم برای انجام این قطاعی از 15 مردادماه صادر شده است.
او ادامه می دهد: درختانی نظیر سپیدار، درختان آفت داری هستند و هرچقدر ما مراقب باشیم باز هم یک عمر مفیدی دارند و بعد از پایان عمر مفید آفت می‌گیرند و در این پارک به دلیل تنوع گونه ها ممکن است این آفت به درختان دیگر نیز سرایت کند.
فرهادیان با بیان این که میزبان این آفت درختان کاج است، تصریح می کند: تنه درختان افت زده به دلیل نرم شدن چوب آن ها باید آتش زده شوند و مناسب استفاده در هیچ صنعتی نیست.
