شورا به معنی رایزنی و مشورت کردن است آیه شریفه قرآن کریم: وامرهم شورا بینهم، اهمیت قضیه را تعیین کرده است در واقع شورای اسلامی شهر تجمعی برای هم اندیشی، رایزنی، نظرسنجی، تصمیم گیری و در مواردی اجرا، نظارت و بازبینی است.
مدیریت شهری مدیریتی از بالا به پایین نیست و مشارکت شهروندان در اداره امور شهر جزء لاینفک آن است مدیریت شهری باید وظایفی را بر عهده بگیرد و انجام دهد که افراد عضو آن یعنی تمام شهروندان آن را می خواهند و می پذیرد. هدف اصلی تشکیل شورای اسلامی شهر، پیشبرد سریع برنامههای توسعه شهری از طریق همکاری و مشارکت مردم است به همین خاطر در ایران شوراها به عنوان یکی از نهادهای نظارتی بر عملکرد بخش عمومی، فلسفه وجودی پیدا میکند شوراهای شهر در شهرها به دلایلی در زمینه مدیریت شهری توفیق زیادی نداشته اند که دلایل عدم توفیق شوراهای اسلامی در شهرها به عدم وجود ساز و کارهای حقوقی و قانونی در تحقق شوراها در کشور، روشن نبودن وضعیت شوراها در ساختار رسمی کشور، فقدان پشتوانه و منابع مالی برای شوراها، فقدان نیروهای متخصص در امور شهری در شوراهای اسلامی و… ازجمله دیگرمواردی است که عملاً مسیر تضعیف شوراها را هموار کرده است یکی از فاکتورهای اساسی برای اجرای برنامهها و رسیدن به توسعه پایدار حکمروایی خوب و نوع مدیریت باید مورد توجه باشد تا بتوان برنامه ریزی از بالا به پایین را معکوس کرد و مردم را در تعیین سرنوشت خود سهیم کرده و از پیچیدن نسخههای مشترک اجتناب کرد بنابراین با آنکه شهر مشهد پنج دوره شوراهای اسلامی را تجربه کرده ولی این نهاد نتوانسته در حوزه مدیریت شهر آنچنان که باید موفق عمل نماید و باعث توسعه و پیشرفت درخور شهروندان مشهدی و زائران عزیز شود بنابر این بایستی فارغ از جنبه های سیاسی در انتخاب اعضای شورای اسلامی شهر تخصص گرایی مد نظر شهروندان قرار گیرد.
باید مناطق حاشیه نشین را بازبینی و مدیریت کرد، می توانیم دو گونه با پدیده حاشیهنشینی برخورد کنیم، ابتدا اینکه مبدا افراد حاشیه نشین را شناسایی کنیم و آنها را بازساخت اجتماعی کنیم. امکانات را دراین مناطق توزیع کنیم و شرایط را از لحاظ اقتصادی، معیشتی و تولید مشاغل فراهم کنیم که این افراد به محل های اولیه و سکونت خود برگردند. دومین نکته کاهش حاشیه نشینی این است که (ساختارهای مدیریتی کشور که برای تصمیم گیری و مدیریت شهر باید استفاده شود خودش مولد حاشیهنشینی و آسیبهای اجتماعی است باید در این ساختارها تجدید نظر شود و باید به گونه ای تعریف شود که بیکاری و فقر را ریشه کن کرده و فاصله طبقاتی را کاهش دهند تا یک رشد عمومی را در سطح شهرهای مختلف از طریق اصلاح ساختارهای موجود شاهد باشیم) از طرفی در مناطق حاشیه نشین باید مجوز ساخت و ساز صادر کنیم به گونهای که حاشیه نشین ها ازسکونت در مسکن های نامطلوب در مسکن های نوساز و در شأن مردم حضور پیدا کنند،چرا که در زمان تولید مساکن جدید میتوانیم با این ساخت و سازها امکانات یک زندگی مطلوب را در این مناطق مهیا کنیم و از آسیبهای احتمالی بحرانی در این مناطق بکاهیم واز جمله اینکه کاربریهای مختلف آموزشی بهداشتی ودرمانی را تعریف کنیم و در واقع مناطق حاشیه نشین جزء مناطق شهری تعریف گردند ،البته برای ساخت و سازها باید ضوابط فنی تعریف شود یعنی اگر این ساخت و سازها به صورت ناپایدار و سست باشد خود مولد مشکلات و آسیبهای حاشیهنشینی میشود و در واقع بعید است که مشکل حاشیه نشینی را برطرف کند. در صورت توجه به حاشیه شهر مشکلاتی همچون فقر، اعتیاد، بیکاری و… از شهر رخت بر میبندد و باعث آسایش تمام افراد ساکن در شهرچه مناطق مرکزی و چه مناطق حاشیه خواهد شد.
