قوانین شهرداری‌ها باید به روز شود
عضو کمیسیون شوراها و امور داخلی کشور مجلس با بیان اینکه نباید اسقلال مالی شهرداری‌ها را محدود کرد، گفت: قوانین قدیمی در شهرداری‌ها باید به هر طریقی به روز شوند.
حسین مقصودی با اشاره به اینکه کمیسیون شوراها و امور داخلی کشورمجلس درزمان تصویب قانون برنامه ششم توسعه پیشنهاد پرداخت مالیات برارزش افزوده و نحوه تقسیم آن به شهرداری‌ها همانند گذشته را داد، گفت: درحال حاضر با ایجاد تغییر در قانون مصوب شد دولت مالیات برارزش افزوده را جمع آوری کرده و پس از 15 روز حقوق شهرداری‌ها را بر مبنای جمعیت پرداخت کند.
نماینده مردم سبزوار درمجلس شورای اسلامی با بیان اینکه این مصوبه با استقلال مالی شهرداری، خودکفایی آنها و کوچکترشدن دولت و بخش خصوصی مغایرت دارد، افزود: متاسفانه درچنین شرایطی دولت چابک نشده و تا حدودی برای شهرداری‌ها این موضوع ایجاد مشکل می‌کند، ضمن اینکه اختیارات شورا و شهرداری را محدود می‌کند، همچنین نمی‌توان در چنین شرایطی مشخص کرد که پول چه زمانی به حساب شهرداری‌ها واریز می‌شود.
وی تاکید کرد: این پول متعلق به دولت نبوده و درقانون تاکید شده که اگر فردی 9درصد ارزش افزوده مالیاتی پرداخت می‌کند، یک درصد آن متعلق به وزارت بهداشت و 2.8درصد مربوط به شهرداری‌ها است، اما متاسفانه با تصویب قانون مشکلاتی برای شهرداری‌ها ایجاد خواهدشد.
مقصودی با اشاره به اینکه دولت و کمیسیون تلفیق به نظرکمیسیون شوراها در این خصوص توجه نکرد،گفت: البته می‌توان مالیات ارزش افزوده را درموضوع لایحه درآمد پایدار شهرداری‌ها درنظرگرفت، ضمن اینکه درحال حاضر بزرگترین چالش شهرداری‌ها قدمت قوانین و اجرای قانون‌های قدیمی است، به طوری که هنوز قوانین مربوط به سال‌های 40 تا 42 شهرداری‌ها درکشور اجرایی می‌شود، البته درآن مقطع حدود 70درصد مردم در روستاها زندگی می‌کردند، اما در حال حاضر 25درصد مردم در روستاها زندگی می‌کنند.
عضو کمیسیون شوراها و امورداخلی کشور، تاکید کرد: همچنین باید انتخاب شهردار برعهده مردم گذاشته شود، یعنی پارلمان محلی و مدیریت خدماتی باید توسط مردم انجام شده و توسط شورا نظارت‌هایی صورت گیرد، البته تنها قسمت مربوط به پرداخت حقوق به شوراها واگذار شده و خدمات دیگر برعهده مردم گذاشته شده است، بنابراین نبود درآمدهای پایدار درشهرداری‌ها و دهیاری‌ها و عدم اجرای دقیق قانون اساسی وقوانین جدید و بروز کردن شوراها مهم ترین مشکل کلان شهرها است که باید به آن توجه کرد.
