درخواست ثبت اضطراری بقایای بنای مسجد معجردار

معاون میراث فرهنگی اداره کل میراث فرهنگی، صنایع دستی و گردشگری خراسان رضوی گفت: درخواست ثبت اضطراری بقایای بنای مسجد معجردار انجام شده است.

مرجان اکبری در گفت‌وگو با ایسنا در خصوص تخریب بخش آب‌انبار بنای مسجد معجردار اظهار کرد: به طور خلاصه باید گفت شاید این مکان اساسا قابل بازید نباشد؛ به این خاطر که مخزن‌های آب‌انبارها کاملا زیر زمین قرار دارند و همچنین در مورد این مکان پلکان مربوط به مخزن آب‌انبار پاشیده شده است.

وی افزود: در این مورد پیگیری زیادی کردیم و از مردمی که از حوض، آب‌انبار و مسجد معجردار حمایت کردند ممنونیم، به این خاطر که مشخص شد هنوز مردم خاطره ذهنی از چنین فضاهایی دارند و حتی حمایت جوانان نیز نشان داد که هنوز تحت تاثیر هویت خود هستند. به این خاطر که این مسجد، مکانی بود که مردم در مراسم‌ها در آن جمع می‌شدند و از آن‌جا به حرم مطهر می‌رفتند. در هر حال به دلایلی دادستانی در محدوده ثامن رأی خروج از ثبت مسجد را می‌دهد؛ به این صورت که ابتدا با کارشناسی سه کارشناس میراث فرهنگی اعلام کردند اثر تاریخی است و سپس با کارشناسی سه کارشناس عمران اعلام شد که سقف ساختمان جدید ایجاد شده است. این در حالی است که ما امروز هم سقف هارونیه را جدید ایجاد می‌کنیم و مهم مطالعات پژوهشی یک پرونده ثبتی است.

معاون میراث فرهنگی اداره کل میراث فرهنگی، صنایع دستی و گردشگری خراسان رضوی، با اشاره به نقش مردم و رسانه‌ها در اهمیت دادن به آثار تاریخی از جمله بنای مسجد معجردار تصریح کرد: علاقه مردم و نیز توجه رسانه‌ها میراث فرهنگی را به انجام کار خود معتقدتر کرد. اما واقعیت آن است که آثار تاریخی و جلوگیری از حذف آن‌ها در روال دوره گذر عمرشان به نوعی نشدنی است. گاهی اوقات آسیب‌های طبیعی و گاه انسانی آثار تاریخی را به جدیت تهدید می‌کند. خیلی اوقات ما در این امر مانند یک پزشک که می‌خواهد فرد را از مرگ نجات دهد، موفق نمی‌شویم. مهم آن است که سعی کنیم چنین مواردی دیگر پیش نیاید و تا حد امکان بتوانیم عمر اثر را طولانی‌تر کنیم.

اکبری تاکید کرد: اکنون در ماده 10 قانون حمایت از مرمت و احیاء بافت‌های تاریخی- فرهنگی آمده است که در رسیدگی به تخلفات ساختمانی املاک واقع در حریم آثار و محدوده بافت‌های تاریخی و فرهنگی کمیسیون‌های موضوع مواد 99 و 100 قانون شهرداری‌ها مکلفند منحصرا قلع و قمع مستحدثات بدون پروانه و یا مازاد بر پروانه ساختمانی صادر شده را در صدور رأی لحاظ کند؛ به این معنا که دیگر قرار نیست ساخت و سازی در شهر باعث شود فرد در بافت‌های تاریخی تخلف کند و یا به نوعی اضافه از پروانه بسازد.

یک‌دهم وسعت شهر مشهد بافت تاریخی است

وی ضمن بیان این که بافت تاریخی مشهد حدود 2هزار و 667 هکتار بوده و می‌توان گفت یک دهم وسعت شهر مشهد بافت تاریخی ابلاغ شده، اضافه کرد: در این مورد همچنین ماده 102 قانون شهرداری نیز از قدیم وجود داشت و باید جلوی معبر را می‌گرفت و ما به آن‌ها منعکس کردیم. اما متاسفانه در مورد مسجد معجردار، روال در شرایطی قرار گرفت که عده‌ای از مسئولان می‌خواستند و به دستگاه قضا رفت و حکم آن صادر شد. ضمن این که هنوز هم این بنا به عنوان اثر شناسایی‌شده است و ما درخواست ثبت اضطراری آن را انجام دادیم که البته تهران هنوز جوابی در این مورد به ما نداده است.

معاون میراث فرهنگی اداره کل میراث فرهنگی، صنایع دستی و گردشگری خراسان رضوی، پیرامون مشکل کمبود اعتبارات تخصیصی در استان به میراث فرهنگی بیان کرد: در برنامه پنجم که خود یکی از افراد برای نوشتن اعتبارات پیشنهادی بودم، حدود 22 میلیارد تومان اعتبار را درخواست کردیم که در نهایت به رقمی نزدیک به 2 میلیارد تومان برای حدود 5 سال بسنده کردند. این درحالی است که رقم درخواستی ما یک حداقل و نه حداکثر است. از طرفی به دلیل محدود بودن رقم تخصیصی، در حال حاضر بسیاری از فارغ‌التحصیلان را در استان از دانشگاه سبزوار در رشته مرمت و در مقاطع کاردانی، کارشناسی و ارشد و همچنین در دانشگاه نیشابور، تربت حیدریه و گناباد در رشته باستان‌شناسی داریم که به علت محدود بودن این رقم کاری برایشان موجود نیست؛ در حالی که اگر این فضا باز شود، هم اشتغال برای افراد تحصیل‌کرده فراهم خواهد شد، هم به آثارمان رسیدگی کرده و هم پروژه‌های جاذبه گردشگری ما شکل و شمای بهتری می‌یابد.

اکبری با اشاره به مرمت و احیاء دو بنای کاخ خورشید کلات و مسجد جامع رشتخوار از حدود 25 سال پیش، اظهار کرد: احیاء کاخ خورشید در واقع به صورت قطره‌چکانی صورت گرفته و قطره‌چکانی دو ضرر در پی دارد؛ یکی این که از ابتدا، کار در هیبتی که باید ظهور یافته و خود را معرفی کند، دیده نمی‌شود و به طور مثال اگر اکنون به کاخ خورشید بروید، خلاء زیادی می‌بینید مانند این که چرا نورپردازی صورت نگرفته و یا موارد دیگر؛ حال آن که این امر بدین خاطر است که کار از اول دیده نشده و ما حتی باور نداشتیم که این پروژه تا به این‌جا هم برسد. مشکل دوم آن که مردم را خسته و هزینه‌ها را اضافه خواهد کرد و همه ناکارآمدی را حس می‌کنند؛ این در صورتی است که اقدامات انجام شده کارآمد بوده است.

وی در خصوص قانون ادغام میراث فرهنگی و گردشگری بیان کرد: در سال 82 علی‌رغم مخالفان بسیار، قانون ادغام سازمان میراث فرهنگی و گردشگری مصوب و ابلاغ شد و هنوز خیلی از دوستان و همکاران ما با این امر مخالف و البته من با آن موافقم. به این دلیل که ذاتا معمار هستم و نه باستان‌شناس و در عین علاقه و آگاهی به مرمت و باستان‌شناسی، ساختار ذهنی من ساختن است. لذا اگر بخواهیم بسازیم و به پله بالاتر برویم، باید این ادغام انجام می‌شد. اما مشکل این‌جاست که این ادغام صورت گرفته و سپس رها می‌شود.
