امید واهی امید
براساس آيیننامه داخلی مجلس شورای اسلامی، دهه نخست خرداد هر سال انتخابات هياترييسه مجلس برگزار میشود که براساس آن ريیس، نواب، دبیر، کارپرداز و سخنگوی هياترييسه پارلمان با رای اکثریت نمایندگان مجلس برای یک سال آتی انتخاب میشوند .
توهم ایجاد یک مجلس اصلاح طلب
هفتم اسفند ۹۴ انتخاباتي در كشور برگزار و سبب ايجاد تغييراتي در شاكله اصلي مجلس شوراي اسلامي شد. در آن زمان بسياري از جريانهاي سياسي معتقد بودند كه گروههاي تندروي مجلس از بهارستان خارج شدهاند و به جاي آنها افراد متفاوتي با رويكردهاي اعتدالي يا اصلاحطلبي وارد خانه ملت شدهاند ولي ماجرا اينگونه نبود؛ محافظهكاران مجلس پوست انداخته بودند و به نوعي شاكله آنها نوسازي شده بود.
از طرفي همه جريانهاي سياسي ميدانستند كه در اين كارزار شوراي نگهبان اجازه ورود بسياري از نيروهاي اصلاحطلب را نميدهد و براي همين جريانهاي دولتي و نزديك به دولت دست به كار شدند تا نيروهايي را وارد كار كنند كه فقط همگرايي با تندروها نداشتند و اين يعني بخش عظيمي از افرادی كه مردم آنها را منتسب به جريان اصلاحطلبي ميدانستند وابستگي اخلاقي و سياسي به جريان اصلاحات نداشتند.
بعد از آغاز شدن مجلس دهم برخي سعي داشتند كه ناكارآمديهاي نمايندگان را به نام اصلاحات تمام كنند و بگويند كه اين مجلس، مجلس اصلاحات است و كارآمدي لازم را ندارد. البته از اين نكته نميتوان چشم پوشيد كه ناكارآمدي مجلس هم چندان ناروا نبود و نمايندگان تازهكار توانايي لازم را نداشتند.
دلسوزان و واقعبينان ميدانستند كه وزن جريان اصلاحطلبي چقدر است ولي متوهمان اين تصور را در اذهان برخي افراد در جريان اصلاحطلبي جا انداختند كه ميتوانند با يكهتازي به راه خود ادامه دهند. اين بازي ابتداي افول اميد بود؛ اتفاقي كه سبب شد تا جرياني كه خود را اميدي ميدانست مسير را جدا و ائتلاف را نابود كند.
آنهايي كه اين خودبرتربيني برخي در فراكسيون اميد را ديده بودند، دلخوري داشتند ولي در ادامه مسير همچنان حرمت اميد را حفظ كردند و حتي نمايندگان اين جريانها با قراري نانوشته جايگاه نواب رييس مجلس را به فراكسيون اميد اختصاص دادهبودند.
اشتباه اميدی ها
بخشي از مقصران ماجراي فوق يعني انشقاق اميد، تصور ميكردند كه محمدرضاعارف حق ولايي بر گردن نمايندگان و ملت ايران دارد و بايد به سهم خود برسد و رييس مجلس شود و براي اين هدف نيز اقدامات فراواني را در دستور كار قرار دادند ولي اين رويه نيز سبب شد تا بدبيني جريانهايي كه با ائتلاف اصلاحات بالا آمده بودند ولي دلي در گروي اين جريان نداشتند بيشتر شود و كار را به وزنكشی سياسی بكشانند. در اين رويارويي نيز فراكسيون موسوم به اميد شكست خورد و براي همين در بسياري از لابيهاي داخلي بهارستان بازي به نفع آنها به پايان نميرسيد.
تَكرار بيتدبيري
حال دوباره بعد از اين همه تكرار شكست برخي از جريانها و افرادي كه به نظر ميرسد نگاهي مقطعي دارند و فارغ از نگاه راهبردي هستند در اظهاراتي از انتخاب عارف به عنوان گزينه رياست مجلس سخن ميگويند. براي مثال جلال میرزایی، عضو شورای مرکزی فراکسیون امید مجلس گفته است كه: در جلسه این هفته مجمع عمومی فراکسیون اميد، نامزدی محمدرضا عارف برای ریاست مجلس بررسی میشود. در صورت اخذ رای، نامزد نهایی فراکسیون امید برای ریاست مجلس ، عارف خواهد بود.
جلال میرزایی روز شنبه درباره آخرین وضعیت بررسی نامزدهای انتخابات هیات رییسه مجلس در فراکسیون امید گفت: اعضای فراکسیون امید به عنوان تشکیلاتی که نمایندگی جریان اصلاحطلبی را در مجلس بر عهده دارد، بر اساس قواعد کار تشکیلاتی، برای هیات رییسه کاندیدای خود را دارد و نظر هواداران ما همین خواهد بود. وی اظهارداشت: اعضای فراکسیون امید مجلس، انتقاداتی نسبت به اداره مجلس دارند و نظرشان این است که در بسیاری از موارد نظر فراکسیون امید گرفته نمی شود. درست است که ما چند عضو در هیات رییسه مجلس داریم . تصورمان این است که اقدامات در هیات رییسه مجلس قائم به شخص است و طبیعی است که بخواهیم در این اوضاع تغییراتی ایجاد شود.
هزينه بی تدبیری
كساني كه توهم قدرت دارند بايد بدانند كه اين بازيهاي سياسي يك سري هزينه نيز دارد و ميتواند مانند تمام راهبردهايي كه جريانهاي منتسب به اصلاحات در مجلس داشتند و به نتيجه نرسيد باري بر دوش جريان اصلاحات بيندازد. در همين راستا يكي از خطرناکترين هزينهها را ميتوان از دست دادن جايگاههاي نواب رييس براي فراكسيون اميد دانست. جريانهاي حاضر در مجلس همگي به اين نكته تاكيد دارند كه عليلاريجاني تنها گزينهاي است كه ميتواند خانهملت را در اين بازهزماني اداره و منافع همگاني را در برابر خواستهها و درخواستهاي محافظهكاران و برخي جريانهاي فشار ديگر حمايت كند.
شايد عليلاريجاني با حمايت اصلاحطلبان قم به مجلس وارد شد ولي اين شخصيت امروز تحت حمايت مستقلين ولايياست كه اكثريت مجلس را در اختيار دارند و قرار نيست كه آنها در اين منازعه لاريجاني را رها و عارف را حمايت كنند بلكه اين جريان ميتواند ضربه حضور عارف در انتخابات هيات رييسه را با انداختن مهرهاي در جايگاه نواب رييس جبران كند كه البته اين وضعيت سبب شده است تا جريانهاي سياسي آن را عبور از يك گزينه يعني علي مطهري بخوانند؛ گزينهاي كه سالها تلاش شده وي را از صدر به پايين بكشانند و اين هشداري است كه متوهمان اطراف عارف به آن توجهي ندارند.
عارف شخصيت محترمي است ولي هركس را براي جايگاهي آفريدهاند و بيشك اين فرد براي رياستمجلس شوراي اسلامي صلاحيت لازم را ندارد. شايد برخي اطرافيان اين فرد به دنبال رسيدن به جايگاه هستند يا فراكسيون اميد سعي دارد حضور خود را در مجلس يادآوري كند ولي نبايد فراموش كرد كه اين اتفاق ميتواند براي هميشه فراكسيون اميد را در مجلس به حاشيه براند و جايگاه آن را تخريب كند.
البته اين شكست ميتواند يك توفيق اجباري نيز داشته باشد و آن پايان توهم مجلس اصلاحطلب است كه برخي در اذهان خود و قشري از جامعه پرورانيده اند.
