معاون شهردار مشهد از بلاتکلیفی طرح های تفصیلی انتقاد کرد:

معاون برنامه ریزی و توسعه سرمایه انسانی شهرداری مشهد گفت: ضابطه بلندمرتبه سازی و پهنه بندی حریم همچنان در انتظار ابلاغ اداره کل راه د شهرسازی است.
به گزارش صبح امروز، شهریار آل شیخ با حضور در مناطق 4، 5، 6 و 8 مشهد، نقشه استراتژیک نظام ارزیابی عملکرد سازمانی را به مدیران و کارشناسان این مناطق ابلاغ کرد و به طرح مباحث پیرامون این نقشه پرداخت و مسائل حوزه های مختلف این مناطق را از نزدیک مورد بررسی قرار دارد.
وی در این جلسات با اشاره به اینکه تحویل گیری طرح های تفصیلی و کار مشاوران باید بین شهرداری، شورای شهر و سازمان مسکن و شهرسازی به صورت مشترک انجام شود، گفت: اما ظاهرا مشاوران، بسیاری از خواسته ها مانند تراز اقتصادی طرح ها را تدوین نکرده اند و شهرداری برای تصویب طرح ها تحت فشار است.
معاون برنامه ریزی و توسعه سرمایه انسانی شهرداری مشهد با اشاره به ابلاغ طرح جامع طی سال های گذشته و انتقاد از بلاتکلیفی طرح های تفصیلی، اظهار کرد: قرار بود ضابطه بلندمرتبه سازی و پهنه بندی حریم ظرف مدت زمان یک ماه از سوی اداره کل راه و شهرسازی به شهرداری ابلاغ شود. اما هنوز این ضوابط ابلاغ نشده و طرح ها مدام به مرحله بعد می رود و تفسیر آن کامل می گردد.
وی با تاکید بر اینکه این طرح ها باید بعد از 10 سال به جمع بندی برسد، افزود: متاسفانه هنوز این مهم انجام نشده و این پروسه در بخش های عمومی و بسیار موثر بی پاسخ مانده است و بر این اساس تصمیم گیری دقیقی نمی توان اتخاذ کرد.
معاون برنامه ریزی و توسعه سرمایه انسانی شهرداری مشهد در ادامه خاطر نشان کرد: به دلیل عدم وجود طرح، پیشنهادات متعددی ارائه می شود که به تصمیم گیری موقت بیانجامد. تصمیم گیری هایی که در قالب طرح های شهری، کمیسیون ماده 5 و کمیته حریم و غیره مطرح می شود و موردی و مقطعی است.
آل شیخ با اشاره به نداشتن دید کلان در مباحث عمده، بیان کرد: ساخت و سازهایی در بافت های مختلف شهری در دست انجام است و برج هایی در سطوح مختلف در حال ساخت است، بدون اینکه پشتوانه های مطالعاتی مشخصی برای آن ها وجود داشته باشد.
وی عنوان کرد: هیچ پهنه ای را برای هیچ کاری تعریف نکردیم و همه تصمیم گیریها به صورت موردی در قالب کمیسیون هایی از این دست اتخاذ می گردد.
معاون برنامه ریزی و توسعه سرمایه انسانی شهرداری مشهد در ادامه با انتقاد از عملکرد مشاوران طرح تفصیلی، بیان کرد: خدمات در بسیاری از بخش ها تعریف نشده و بسیاری از پرسشها بی پاسخ مانده و موارد شناوری در طرح وجود دارد که پاسخگویی نشده است.
گفتنی است، نقشه استراتژیک نظام ارزیابی عملکرد سازمانی شهرداری مشهد دارای شاخص هایی چون شهری با حمل و نقل عمومی، در دسترس و متصل، شهر پاک و حافظ منابع زیست محیطی، شهر امید با قابلیت زندگی مطلوب، شهر هوشمند و شهروند محور و شهری متعادل و ایمن و شهری رقابت پذیر با درآمد پایدار برای شهروندان و شهرداری است. بر این اساس 4 هدف عمده رضایت مندی ذینفعان و تکریم آنان، سازمان شفاف و پاسخگو، خودکفایی در تامین مالی و درآمدهای پایدار، ارتقای بهره وری و کارآیی سرمایه های انسانی و تعالی فرهنگ سازمانی نیز برای این منظور تعریف شده است.
