اطلاع رساني ، بازوی توانمند امنیت و سلامت اجتماعي !

رهبر فرزانه انقلاب اسلامي در فرازی از فرمایشات راهبردی و گهربار خود ميفرمایند: ‘از مطبوعات يك جامعه مورد انتظار است که معلومات مردم را بالا ببرند. ‘اطلاع رساني باید روحیه امید ، نشاط، آرامش و اعتماد مردم را بالابرند.'
بر این اساس امید ، نشاط ، آرامش و اعتماد سازی از محورهاي اساسي بستر اطلاع رسانی در جامعه انقلابی است که در پاسداري از ارزشهای خود و دفاع از آرمانهایی که براي تحقق و تعالي آن خون پاك جوانان و پاكجانان وارسته را تقدیم کرده محسوب می شود.
در موضوع کارکردهای رسانه برای تامین امنیت اجتماعي بر این اصل مقید هستیم که هدف اطلاع رساني در دو بخش اساسي، قالب گیري مي شود.
اصل اول مطالبهگري با نقش مدعیالعموم بودن و اصل دوم تنویر افکار عمومي و آگاهی بخشی به جامعه که پرداختن به این ۲ اصل رسالت گوياي کارکردهای موثر رسانه در تامین امنیت اجتماعي را نمايان مي سازد.
نکته مهم دیگر نقش و جایگاه رسانه از ترویج جرم تا پیشگیری از آن است که گویاي حساسیت رسانههاي جمعي است. در کشورهای پیشرفته از رسانه به عنوان چهارمین قوه نام برده و در کشور ما این نقش غیر مستقیم اعمال مي شود.
پیش بینی وظیفه خطیر رسانه
با توجه به روحیه پرسشگری و اطلاعرساني و همچنین آموزش ، پرورش و فرهنگسازی که از نقشهای اساسی رسانههاي جمعي است در این عرصه ميتوان کار رسانه را بستري براي ترويج جرم (در صورت فاصله گرفتن از حرفهاي گرایی) و پیشگیری از آن (در صورت صداقت و جامعیت راستین ) دانست. ضمن آن که امروزه با توجه به مخاطرات جرایم پیچیده در فضاي مجازي و حقيقي ،« پیش بینی» را نیز می توان یکی از وظایف خطیر رسانهها دانست.
اینک نیروی انتظامی با موقعیت یابی راهبردی و تسهیم دانش در صدد است از سرمايههاي انساني ، سازمانی و اجتماعی خود بهرهبرداری علمی و کاربردې برای تولید ، تحکیم و توسعه نظم و امنیت عمومي داشته باشد.
رسانهها و مطبوعات ميتوانند در کنار مردم که سرمایه های اجتماعي پلیس هستند به عنوان نخبگان و صاحبان اندیشه و قلم ، سرمایه فکری نیروی انتظامی نیز باشند .
تشکیل اتاق های فکر در این رابطه ، هماندیشی و همگامی برای جریانسازیهای مناسب ، هدفمند و امید بخش به جامعه ، میتواند گام مهمی در استفاده از سرمايههاي فکري پليس و رسانه باشد.
ضمن این که پلیس نیز به نوعی سرمایه فكري رسانهها محسوب ميشود و این در سایه تعامل ، مشارکت و اعتماد عمومي حاصل مي شود.
در بحث ارتباط رسانه های جمعی با امنیت نیز باید بگوئیم رسانهها ستون پایداری و استقامت خیمه امنیت محسوب ميشوند.
رسانه ميتواند احساس هویت اصیل اسلامی و ایرانی را با احساس امنیت به عنوان مسئولیتی خطیر ، همه جانبه و همهگیر پیوند بزند و در تولید نظم و امنیت اجتماعی نقش بیبدیل و فرایندهای داشته باشد.
تنویر افکار عمومي ، آگاهسازی مردم ، ارتقای سطح دانش شهروندي براي ايفاي نقش یکایک افراد در تولید و توسعه امنیت ، تحولي است که رسانهها ميتوانند لحظه به لحظه در برابر تغییرات پیچیده و لحظهاي زمان، فرآیند سازي کنند.
انتظار از رسانه
این وظیفه اي خطير و حساس است . موضوع دیگر انتظار از رسانه هاست.
باید پلیس از حوزه حوادث فرا تر دیده شودوقاب گزارشهای تحلیلی و میزگردهاي جریانساز با رویکرد مثبت و سازنده می تواند بسیار راهگشا باشد.

رسانه مي تواند پل تعامل و نکته پیوند دستگاههاي مختلف در حل و فصل مشکلات و مسائل باشد. ریشه یابی مسائل و معضلات نیز با پرهیز از سیاهنمایی و زیر سوال بردن همدیگر میتواند به شناسایی استعدادهای بالقوه براي يك مشارکت دسته جمعی و تعامل هدفمند بیانجامد تا با ایده پردازي هاي نو و حساب شده بتوانیم در مسیر خدمت به مردم و انقلاب مقدس اسلامی زیر پرچم ولایت فقیه گامهای موثری برداریم.
