انتشار 200 میلیارد اوراق صکوک برای خرید اتوبوس
شورای اسلامی شهر مشهد در سی و هشتمین جلسه علنی خود به اعمال ماده 9 جهت تسریع در بازگشایی بولوار شارستان رضوی در قطاع 2 و همچنین بولوار مهدیه در منطقه 12 و انتشار 200 میلیارد تومان اوراق صکوک برای خرید اتوبوس رای مثبت داد.
به گزارش صبح امروز ، سی و هشتمین جلسه علنی شورای پنجم با سخنان محمدرضا حیدری، رییس جلسه کار خود را آغاز کرد. در ادامه از فائزه توتونی فعال روشندل در حوزه های ورزشی، فرهنگی و اجتماعی به مناسبت روز عصای سفید تقدیر شد.
81 مصوبه حاصل فعالیت 6 ماهه شورای پنجم در سال 97
سینا حائری، مدیر تدوین و پیگیری اجرای مصوبات شورا به ارائه پرداخت و گفت: شورای پنجم شهر مشهد طی 6 ماه نخست سال جاری 81 مصوبه داشته که از این تعداد، 53 مصوبه بار تکلیفی برای شهرداری داشته است.
حائری افزود: 20 پیگیری مربوط به حوزه برنامه و بودجه، 20 پیگیری حوزه حمل و نقل، 8 پیگیری حوزه اقتصادی، 8 پیگیری حوزه عمران و شهرسازی، 13 پیگیری حوزه فرهنگی و اجتماعی، 6 پیگیری خدمات شهری، 3 پیگیری کمیسیون مناطق پیرامونی و کمبرخوردار، 3 پیگیری کمیسیون توس، 2 پیگیری کمیسیون تلفیق، 2 پیگیری خزانهدار شورا و یک پیگیری نیز مربوط به مرکز پژوهشها و حقوقی است.
در ادامه به رویکرد جدید شورای پنجم در حوزه پیگیری اشاره کرد و گفت: در حوزه پیگیری مصوبات، مصوبات در دو بخش کیفی و کمی پیگیری و رصد میشوند؛ همکاری خوبی با حوزه مدیریت امور شورای شهر و شهرداری شکل گرفته و از نقش این مدیریت که خیلی نقش بسزایی تاکنون داشته تشکر میکنیم.
دومین دستور کار این جلسه علنی به بررسی نظریه کمیسیون مشترک اقتصادی، سرمایهگذاری و مشارکتها، برنامه، بودجه، فناوری اطلاعات و منابع انسانی، عمران و شهرسازی در خصوص پ تعیین تکلیف نحوه محاسبات شهرسازی و درآمد پروژههای مشارکتی خیابان صاحبالزمان (عج) اختصاص داشت که تامین پارکینگ پروژههای خیابان صاحبالزمان با سرمایهگذاری بخش خصوصی در زیر معابربا 14 رای موافق و یک رای ممتنع این لایحه تصویب شد.
سومین دستور کار این جلسه علنی نیزاستفساریه شهرداری مشهد مقدس در زمینه مصوبه سال 96 اختصاص یافت. احمد نوروزی، رییس کمیسیون اقتصادی شورا در این باره بیان کرد: در خصوص پروژه آرمیتاژ مصوبهای داشتیم که ضوابط و مقررات آن را به سایر پروژهها و همه ساختمانها تسری دادیم. این استفساریه با 13 رای موافق و 1 رای ممتنع تصویب شد.
تفویض اختیار 4 ماهه تعیین تعرفه بهای خدمات به موسسه شهرآرا
در ادامه این جلسه علنی، لایحه در زمینه تفویض اختیار به هیأت مدیره موسسه فرهنگی شهرآرا (تعیین تعرفه های بهای خدمات) مورد بررسی قرار گرفت.
بتول گندمی، رییس کمیسیون برنامه و بودجه شورا در این خصوص اظهار داشت: با توجه به نواسانات بازار این اختیار تا پایان سال به موسسه شهرآرا داده شده است.
شهناز رمارم، عضو هیئت رییسه شورا به عنوان مخالف این موضوع، تاکید کرد: اعضای شورا اختیاراتی دارند که به تصویب هیئت وزیران رسیده است و قابل واگذاری به غیر اعم از عضو و غیر عضو نیست. این مصوبه هم واگذاری یکی از وظایف اعضای شورا یعنی همان تعیین بهای خدمات به غیر می باشد که غیرقانونی است.
وی افزود: ما قبلا این تعرفهها را تصویب و اعلام کردهایم. اگر نوساناتی اتفاق افتاده است باید جدول جدیدی ارائه میشد تا در شورا تصویب میشد. نمیشود مثلا ماه به ماه نرخها تغییر یابد. اولا تفویض اختیار اعضای شورا به یک هیئت مدیره قانونی نیست و در مرحله بعد اینکه طرف قراردادهای شهرآرا بلاتکلیف و سردرگم خواهند بود و ملاک عمل نخواهند داشت.
رمارم ادامه داد: هیئت مدیره باید هر هفته یک بار تشکیل میشد که در یک سال گذشته تنها دو جلسه تشکیل شده است..
مجید خرمی، مدیر عامل موسسسه فرهنگی شهرآرا نیز اظهار داشت: موضوع شفاف است. موسسه شهرارا با توجه به مصوبه شورا که انحصارها از آن گرفته شد باید در بازار آزاد رقابت داشته باشد و نباید ما کارمان به شهرداری ضرر و زیان وارد نماید. اعضای شورای شهر عضو ناظر هیئت مدیره شهرآرا هستند و هیئت مدیره شهرآرا افراد دیگری غیر از اعضای شورای شهر هستند. ما سالیان سال است بر اساس جداول مصوب شورا عمل میکنیم. در نهایت این لایحه با 11 رای موافق، 2 رای ممتنع و 1 رای مخالف تصویب شد.
انتشار 200 میلیارد تومان اوراق صکوک برای خرید اتوبوس در مشهد
پنجمین دستور کارانتشار اوراق مشارکت برای خرید اتوبوس اختصاص داشت که مصوب شد: به شهرداری مشهد مقدس اجازه داده میشود، مستند به بند (د) تبصره 5 قانون بودجه سال 1397 کل کشور و بهمنظور تامین منابع مورد نیاز برای خرید اتوبوس، نسبت به انتشار اوراق مالی اسلامی (صکوک اجاره یا اوراق مشارکت) با سود علیالحساب، مورد توافق بانک مرکزی جمهوری اسلامی ایران به مبلغ دو هزار میلیارد ریال با رعایت تبصرههای زیر اقدام نماید.
اعمال ماده 9 برای بازگشایی بولوار مهدیه
آخرین دستورکار این جلسه علنی نیزدر زمینه اعمال ماده 9 قانون نحوه خرید و تملک اراضی و املاک برای اجرای برنامه های عمومی، عمرانی و نظامی در منطقه 12 به تصویب شورای شهر رسید.
محمدهادی مهدی نیا، رییس کمیسیون عمران و شهرسازی در این مورد تصریح کرد: منطقه الهیه با توجه به ساختار ترافیکی که برای آن در نظر گرفته شده باید ارتباطات ترافیکی آن به صورت شرقی غربی و شمالی و جنوبی برقرار باشد. در حال حاضر ارتباط بزرگراه مهدیه به بزرگراه آزادی و جاده شاندیز متصل نیست که با این مصوبه و اجرای تملک، امیدواریم هر چه زودتر این بازگشایی صورت گیرد.
احمد محبی، شهردار منطقه 12 مشهد در این باره بیان کرد : دو محور در منطقه 12 از لحاظ حمل و نقل خیلی مهم است. همه بار ترافیکی در ابتدا روی بزرگراه آیت ا…هاشمی رفسنجانی است که با بازگشایی بولوار مهدیه، ترافیک این بزرگراه روانتر می شود،
