کرباسیان: ارز به آرامش رسیده است
نمایندگان در نشست علنی روز یکشنبه مجلس شورای اسلامی در جریان رسیدگی به سوال امیر خجسته؛ نماینده مردم همدان و فامنین از مسعود کرباسیان؛ وزیر امور اقتصادی و دارایی با 109 رأی موافق، 48 رأی مخالف و 8 رأی ممتنع از مجموع 201 نماینده حاضر در جلسه این سوال را وارد دانسته و از پاسخ‌های وزیر قانع نشدند و در سال97، کرباسیان اولین وزیری شد که کارت زرد از مجلس دریافت کرد.
برنامه دولت برای مدیریت ارز اولین سوال بود و دومین سوال نیز به علت ورود بانکها و موسسات مالی به خرید و فروش مسکن و املاک و ایجاد گرانی کاذب در آن و عدم برخورد وزارت اقتصاد و دارایی با این معضل مربوط بود.
نرخ 4200 تومان کارشناسی شده بود
وزیر اقتصاد و دارایی در پاسخ ضمن تشکر از کمیسیون اقتصادی مجلس شورای اسلامی که جلسات متعددی را در خصوص ارز برگزار کرد و اثرات سیاست‌های ارزی بر بازار کار و پول را مورد بررسی قرار داد، بیان کرد: تعیین نرخ ارز یکسان آرامش را به جامعه برگرداند و دیگر نوسانات سابق در سطح بازار نیست.
مسعود کرباسیان با بیان اینکه تعیین نرخ 4200 تومان برای دلار اقدام کارشناسانه بود که موجب پایان التهابات بازار ارز شد، افزود: 85 درصد واردات رسمی کشور کالاهای واسطه‌ای است که تعیین نرخ 4200 تومان برای ارز کمک می‌کند تا واحدهای تولیدی مواد اولیه خود را وارد کنند.
ارز صادراتی به چرخ بر می‌گردد
کرباسیان با بیان اینکه در سیاست‌های ارزی دولت قیمت کالاهای اساسی ثابت می‌ماند، ادامه داد: در این سیاست جدید ارز صادراتی به چرخه اقتصادی کشور بازمی‌گردد.
وزیر امور اقتصادی و دارایی با بیان اینکه مطابق اظهارنظر رئیس جمهور سیاست‌های جدید ارزی اقدامی پیش دستانه بود، گفت: جلوگیری از قاچاق نتیجه دیگر اتخاذ سیاست‌های جدید ارزی است زیرا ارز صادراتی به چرخه اقتصادی کشور بازمی‌گردد در نتیجه ارزی برای قاچاقچیان باقی نمی‌ماند که این اقدام موجب کاهش آمار قاچاق می‌شود.
وی با بیان اینکه سیاست جدید ارزی مانعی برای خروج سرمایه از کشور است، افزود: ساماندهی صرافی‌ها نیز در این سیاست جدید انجام و مکانیزم همکاری آنها با بانکها نیز مشخص می‌شود.
30هزار میلیارد ریال از اموال بانکها فروخته شده است
کرباسیان در خصوص سوال دوم پیرامون علت ورود بانکها و موسسات مالی به بازار مسکن که موجب گرانی شده است، گفت: این موضوع مربوط به سال 95 بوده و اکنون موضوعیت ندارد.
وزیر امور اقتصادی و دارایی تصریح کرد: متأسفانه در سال‌های گذشته اموال بانکها به دلیل انتقال به بخش بنگاهداری از دسترس سیستم بانکی خارج شده ولی از طریق فروش اموال غیرمرتبط بانکها این اموال به سیستم بانکی بازمی‌گردد.
وی افزود: در دولت دوازدهم بالغ بر 30 هزار میلیارد ریال از اموال بانک‌های دولتی به فروش رفته که بنابر قانون رفع موانع تولید باید از اموال بانکها مالیات گرفته شود.
کرباسیان گفت: برخی بانک‌های خصوصی اعلام می‌کنند که اموال در اختیار آنها به دلیل ضعف تضامین وام‌هایی است که وصول نشده ولی با این وضع هم باید مالیات خود را بپردازند.
وزیر امور اقتصادی و دارایی گفت: علیرغم اینکه این سوال در سال 95 مطرح شده بود و مشکلات ارزی در دوره گذشته نداشتیم ولی باید به این مسئله توجه داشت که خروج ارز از کشور مراقبت شود چرا که خروج سرمایه از طریق دسترسی راحت مردم به ارز صورت می‌گرفت.
تولید کنندگان و تجاز نباید با مشکل ارزی روبرو شوند
وی ادامه داد: نباید در کشور تولیدکنندگان و واردکنندگان با دردسر و نوسانات ارزی مواجه شوند، ارز در کشور به مقدار کافی وجود دارد و در حال حاضر 36 موضوع در بحث ارز و تأمین مسائل ارزی موضوعیت دارد.
کرباسیان تصریح کرد: تقریبا وفاق جمعی در سیاست‌های کشور حاکم است، برای محاسبه بحث انتخاب ارز 4200 تومانی دو روش محاسبه را انجام دادیم، تورم داخلی را از تورم خارجی کسر کرده و در دوره 5 ساله محاسبه کردیم که به قیمت 4200 رسیدیم و در شیوه بعدی دو سبد کالایی خارجی را با هم مقایسه کرده که باز به نرخ تقریبی 4200 رسیدیم که اعلام این نرخ نیازهای کشور را برطرف می‌کند.
وزیر امور اقتصادی و دارایی افزود: در دولت تشتت آراء وجود ندارد و کسی که در حوزه ارز تخصص ندارد نباید راجع به این موضوع سخن بگوید و باعث التهاب در بازار ارز شود.
نوسانات ارزی به تامین بودجه دولت ربطی نداشت
وی گفت: قانون مالیات در حال بررسی است و کمیسیون‌‌های مجلس در حال حاضر 3 لایحه مالیاتی را در دست دارند و اگر نمایندگان نیاز دانستند اطلاعات لازم در این خصوص به آنها ارائه خواهد شد.
وزیر امور اقتصادی و دارایی تصریح کرد: تثبیت قیمت ارز بر روی نرخ 4200 باعث ثبات در بازار و تثبیت قیمت‌های کالاها خواهد شد و مردم نگران افزایش قیمت‌ها در این ایام نباشند.
وی ادامه داد: این خبر که دولت از طریق نوسانات قیمت ارز خواستار تأمین کسری بودجه بود غیرقابل قبول است و ما از اول هم به دنبال تأمین منابع از طریق افزایش قیمت ارز نبودیم و قیمت واقعی دلار 4200 است و خوشبختانه مشکل ارزی در کشور وجود ندارد و در دولت مدیریت ارزی به صورت تخصصی صورت می‌گیرد.
