در پی نوسانات اخیر بازار ارز، بازار طلا نیز همچون بسیاری از صنفهای دیگر دچار شوک شدیدی شد و در بازار تولیدکنندگان و فروشندگان مصنوعات طلا رکود شدیدی ایجاد شده است. اما بحثی که مدتی است بین فعالان این بازار اختلاف نظر ایجاد کرده است، موضوع اجرت ساخت است.
«اجرت» مبلغی است که بر روی قیمت تمام شده طلا به عنوان هزینه ساخت مصنوعات لحاظ میشود. جالب اینجاست که هنگام خرید مصنوعات طلا «اجرت» از مبلغ خرید کم میشود. یعنی هزینه ای است که فقط مشتری باید آن را بپردازد.
طبیعتا این موضوع موجب متضرر شدن مصرفکننده میشود چرا که هفت درصد از مبلغ خرید کاسته میشود و اگر طلا در این مدت با افت قیمت نیز مواجه شده باشد که ضرر بسیار محسوستر خواهد شد.
حل این مشکل در جهت حمایت از مصرفکننده مدتی است که نقل محافل فعالان بازار طلا شده است چرا که حل آن میتواند انگیزه تازهای در مصرفکنندگان این مصنوعات ایجاد کند. به همین بهانه به سراغ رئیس اتحادیه طلا و جواهر مشهد رفتیم تا از آخرین وضعیت تصمیمگیریها در این خصوص مطلع شویم.
افزایش اجرت بر التهاب بازار دامن میزند
رئیس اتحادیه طلا و جواهر مشهد گفت: کارگران طلاسازی بابت تبدیل یک شمش طلا به مصنوعات مختلف مثل النگو، گردنبند و … اجرت دریافت میکنند که مقدار این اجرت یا کارمزد به صورت درصدی حساب میشود. در همین جهت با گران شدن اخیر قیمت طلا از گرمی 120 هزار تومان به گرمی 170 هزار تومان، کارمزد نیز در حدود 40 تا 50 درصد افزایش یافته است که این امر بر فشار بر مصرف کننده و التهاب بازار دامن میزند.
باقر معبودی نژاد در گفتوگو با خبرنگار «صبحامروز» افزود: بدون شک این اتفاق یک اجحاف بزرگ در حق مصرف کننده است چرا که باید طلا را با ارزش بالا بخرد و با زیان بسیار بفروشد.
وی تاکید کرد: از سوی دیگر سازندگان نیز حق دارند چرا که هزینه کارگر و دستگاههایی که میخرند باید تامین شود. در همین راستا ما جلسات بسیاری را در تهران، یزد و مشهد برگزار کردیم تا به راهحلی برسیم که مصرفکننده و سازنده متضرر نشوند.
مقدار اجرت باید ریالی باشد نه درصدی
معبودی نژاد ادامه داد: راهحلی که برای حمایت از مصرفکننده و تولیدکننده مطرح شد این گونه بوده که مقدار اجرت به صورت نقدی و ریالی و نه «درصدی» پرداخت شود تا طلاساز بتواند طلا بخرد و جایگزین کند و اگر قیمت طلا افزایش یافت متضرر نشود. بدین ترتیب «درصدی» نیز برای مصرف کننده اعمال نمیشود تا مصرف کننده نیز در خرید و فروش طلا متضرر نشود.
وی تصریح کرد: نباید به بهانه گرانی طلا کل مبلغ اجرت را بالا برد. مبلغ اجرت باید ریالی باشد، یعنی اگر اجرت گرمی 20 هزار تومان است با هر قیمتی از طلا همین مبلغ باقی بماند. اما با روشی که الان در حال اجرا است، اجرتی که گرمی 20 هزار تومان بوده به 34 هزار تومان رسیده که یک اختلاف فاحش است.
رئیس اتحادیه طلا و جواهر مشهد اظهار کرد: تصمیمگیری در این خصوص کارگروه تخصصی اتحادیه کشور مطرح شده و امیدواریم به زودی مصوب شود که اجرت به صورت ریالی پرداخت شود. در واقع در این طرح طلاساز متضرر نمیشود چرا که در دستمزد کارگر و یا بیمه تغییری ایجاد نشده است اما با افزایش قیمت طلا اجرت بالا میرود که به مصرف کننده فشار وارد میکند.
اتحادیه تهران در مقابل حذف درصد از اجرت مقاومت میکند
وی افزود: ما در اتحادیه مشهد با این موضوع موافق هستیم اما متاسفانه اتحادیه تهران در قبال این موضوع مقاومت نشان میدهد چرا که عمده کاراهای لوکس در تهران تولید میشود و واحدهای آنها از دریافت درصد سود بالایی دریافت میکنند. من از تمام مقامات دولتی تقاضا میکنم به اتحادیه تهران فشار وارد کنند تا اجرت را بجای درصدی به صورت ریالی پرداخت کنند که منافع کارگاه و مصرفکننده به صورت همزمان حفظ شود.
افزایش اجرت رغبت در خرید را کاهش میدهد
معبودینژاد در پایان گفت: این افزایش قیمتهای غیر اصولی موجب کم شدن رغبت به خرید طلا میشود. باید بازار را به شکلی مدیریت کرد که هم مصرفکننده رغبت به خرید طلا داشته باشد، هم کمتر ضرر کنیم و هم کارگر ضرر نبیند. امیدواریم در جلسات هفته آینده با طرح نهایی که در توافق با تولیدکنندگان مطرح شده به تصویب برسد.
