زباله سوز، آری یا نه؟
زباله سوزها واحدهای صنعتی هستند که طلای کثیف را تبدیل به موادی کم خطر می کنند. این اتفاق شاید در نگاه اول بسیار خوب ارزیابی شود اما آنطورها که بنظر می رسد نیست. مدتی است که بحث احداث یک واحد 1200تنی زباله سوزی در مشهد شنیده می شود و آگهی جذب سرمایه گذار نیز برای این پروژه منتشر شده است.
یک واحد زباله سوزی بیش از 6هزار مترمکعب گاز خطرناک به ازای هر تن زباله تولید می کند و به هوا می فرستد که رساندن آن به حد مطلوب دشوار و هزینه بر است. به این گازهای خطرناک بوی تعفن را نیز اضافه کنید. خاکستر بجا مانده از آن نیز دارای فلزات سنگین است و استفاده از آن در کشاورزی ممکن نیست.
متخصصان چه می گویند؟
اما دکتر محمد حاجیان شهری، رئیس کمیسیون بهداشت، خدمات شهری و محیط زیست شورای اسلامی شهر مشهد در انتشار پستی در فضای مجازی نظرات جالب توجهی را در این خصوص ارائه کرد.
او نوشته است: ﺑﺮاي سوزاندن 1000 ﺗﻦ زباله در روز، 2 ﻣﯿﻠﯿﻮن ﻟﯿﺘﺮ آب ﺷﯿﺮﯾﻦ ( در ﺳﺎل ﺣﺪود 700 ﻣﯿﻠﯿﻮن ﻟﯿﺘﺮ آب) ﻻزم دارد. زباله سوزها عمدتا كنار رودخانه هاي پرآب احداث مي شوند. آیا ما در مشهد این قدر منابع آبی برای تامین این حجم آب برای احداث واحد زباله سوز را داریم که به دنبال جذب سرمایهگذار برای این کار هستیم. برای تولید برق در زباله سوز و ﺳوزاندن ﻫﺮﺗﻦ زﺑﺎﻟﻪ 2 ﻣﺘﺮﻣﮑﻌﺐ آب نیاز است. برای تولید برق باید ابتدا آب به بخار تبدیل شود و انرژی بخار توليد شده با چرخاندن توربين آنرا به برق تبدیل کند. آیا در ايران توليد برق با مصرف آب توجيه دارد؟
او با یک حساب سرانگشتی محاسبه کرده است درآمد ناشی از توليد برق زباله سوز 1000 تني ﺑﺎ ﻧﺮخ 370 ﺗﻮﻣﺎن ﺣﺪود 55 ﻣﯿﻠﯿﺎرد ﺗﻮﻣﺎن در ﺳﺎل مي شود؛ در ادامه نیز این سوال را مطرح کرده است که آیا از ﻣﺤﻞ ﻓﺮوش ﺑﺮق تولیدی زباله سوز ﻤﯽ ﺗﻮان ﻫﺰﯾﻨﻪ ﻫﺎي ﺟﺎري 6 ﻣﺎه آن را ﺗﺎﻣﯿﻦ ﮐﺮد؟
حاجیان شهری به این نکته اشاره کرده است که براي احداث يك زباله سوز با ظرفیت 1000 تن در روز ﺳﺮﻣﺎﯾﻪ ﮔﺬاري حدود 1400 ﻣﯿﻠﯿﺎرد ﺗﻮﻣﺎن لازم است. با اين بودجه ﻣﯽ ﺗﻮان روزاﻧﻪ ﺣﺪود 20 ﻫﺰار ﺗﻦ پسماند را بازيافت كرد و 13هزار شغل ايجاد نمود.
این درحالی است که روزانه نزدیک به 2هزار تن زباله در مشهد تولید می شود که این میزان 2برابر استاندارد است و از این حیث رتبه دوم در کشور را دارد. بیکاری هم که یک اتفاق طبیعی در آشفته بازار این روزهای کشور است.
ام این مسائل تنها معضلات زباله سوزها نیست. به گفته او پس از زباله سوزي، ﺣﺪود 25% ﺧﺎﮐﺴﺘﺮ باقي مي ماند از آنجا كه در كشورمان لندفيل استاندارد براي دفع پسماند ويژه نداريم با اين ميزان خاكستر خطرناك مي خواهيم چكار كنيم؟
از طرفی دفن اصولي خاكستر زباله سوز (25 درصد)و ذرات معلق ناشي از سوزاندن زباله(4 درصد) نياز به هزينه 700 دلار در هر تن مي باشد. اين را هم باید به ساير توجيهات اقتصادي زباله سوز اضافه کرد.
رئیس کمیسیون بهداشت، خدمات شهری و محیط زیست شورای اسلامی شهر مشهد پیشنهاد کرده است اگر شهرداری مشهد به دنبال ساخت زباله سوز می باشد بهتر است برای احداث زباله سوز های بیمارستانی باشد. سوزاندن زباله های صنعتی و بیمارستانی خطرناک و تبديل آنها به خاكستر يك راهكار سالم زيست محيطي است كه استفاده از اين تكنولوژي براي نابودي ضايعات، مزاياي بسيار زيادي را به همراه دارد.
سوزاندن زباله های بیمارستانی و صنعتی حجم و جرم آن ها را براي دفع نهايي كاهش مي دهد. بعلاوه تركيبات سمي و بيماري زای موجود در مواد زائد را نابود مي كند.
کارشناسان می گویند خاک مشهد از نظر مواد آلی غنی نیست و در کنار آن نزدیک به هفتاد درصد زباله های جمع آوری شده را مواد آلی تشکیل می دهد ( بر خلاف دنیا که حدود 30درصدفقط موادآلی است) که خوراک اصلی برای تغذیه خاک می باشد.حالا ما مواد آلی را به جای این که به چرخه طبیعت بازگردانیم, می سوزانیم و تبدیل به خاکستر می کنیم.
حالا باید دید با این همه تبعات سنگین و رقم بالا برای سرمایه گذاری چه کسی حاضر می شود داخل گود بیاید و این پروژه را استارت بزند.
ساخت زباله سوز در محدوده شهری؟!
اما در مقابل معاون خدمات شهری و محیط زیست شهرداری اعلام کرده است: تاکن.ن بعلت پایین بود نرخ خرید تضمینی برق تولیدی، سرمایه گذاران رغبتی برای ورود به این پروژه ها نداشتند اما مقرر شد این رقم افزایش پیدا کند و انتظار می رود این اتفاق سرمایه گذاران را قانع کند.
کاظمی گفته است در کارخانه زبالهسوز صرف سوزاندن زباله مطرح نیست و باید تمامی فرآیندهای زیستمحیطی از جمله تولید گازهای متان طبق استاندارهای بینالمللی صورت بگیرد تا هیچگونه آلودگی زیستمحیطی ایجاد کند، لذا هزینه ساخت چنین کارخانههایی بالاست و به سرمایهگذاری زیادی نیاز دارد
او همچنین اعلام کرده است با توجه به رعایت استاندارها، لازم نیست این کارخانه خارج از محدودهی خدماتی شهر ایجاد شود و شاید بتوانیم در نقاط بسیار نزدیکتری به شهر این کارخانه را احداث کنیم، بنابراین حجم زیادی از هزینههای جمعآوری و انتقال نیز با اجرای این پروژه کاهش خواهد یافت که این خود نیز در توجیهپذیری این کارخانه تأثیر خواهد داشت.
