رشد 35 درصدی ساخت و سازها در مشهد
دبیر انجمن انبوه سازان خراسان رضوی با اشاره به وضعیت ساخت و ساز در مشهد و میزان رشد آن عنوان کرد: در ۸ ماهه اول سال پروانه هایی که در مشهد صادر شده حدود ۳۵ درصد رشد داشته که بالتبع نشان دهنده رشد در این حوزه بوده است.
نعمت الله ظریف در خصوص نگرانیها از وضعیت مسکن مهر در استان خراسان رضوی افزود: با توجه به شدت زلزله های اخیر بیشتر بحث در خصوص دیوارها و طبقه بندی های ساختمان های مسکن مهر بود. باید توجه داشت ایستایی ساختمان ها قابل قبول بود و ساختمان آوار نشد.
وی ادامه داد: از زلزله های ۶.۵ و ۷ ریشتر به بالا توقع این است که ساختمان بر ساکنین آوار نشود. به عبارتی دیگر به ساکنین آن ساختمان فرصت فرار داده شود. در مسکن های مهر در کرمانشاه تیغه های آن ریخته که در اجرای والپست ها ضعف داشته است.
دبیر انجمن انبوه سازان خراسان رضوی با بیان اینکه نظارت نیز یک امر نسبی است، تصریح کرد: دلیل بر این نیست اگر در ناحیه و یا منطقهای اتفاقی مانند زلزله اخیر رخ داد، در بقیه نواحی نیز آن اتفاق رخ دهد. باید این نکته را در نظر گرفت که در دولت نهم، ساختمانی که به صورت دستوری باید متری ۳۰۰ هزار تومان ساخته می شد و به سود و صرفه سازندگان و انبوه سازان توجهی نمیشد، آن ساختمان در بعضی موارد ضعف دارد.
ظریف در خصوص تعداد ساکنین مسکنهای مهر در کشور اظهار کرد: در کشور حدود دو و نیم تا سه میلیون مسکن مهر ساخته و تحویل مردم داده شده است. اگر به طور متوسط در هر مسکن چهار نفر را در نظر بگیریم، حدود ۱۲ میلیون نفر در مسکن مهر سکونت دارند.

وی خاطرنشان کرد: همچنین دولت نیز باید در خصوص بیمه و مالیات سازندگان را حمایت و قوانین خود را شفاف کند تا سازمانهای دولتی نیز آن مقررات را اجرا کنند. به عنوان مثال بیمه تامین اجتماعی به خوبی از سازندگان حمایت نمیکند. تامین اجتماعی در محاسبه حق بیمه برای پروژههای مسکن مهر به درستی برخورد نکرده است. دولت به عنوان کمک برای کاهش هزینهها زمین در اختیار خودش را اجاره ۹۹ ساله داد که یعنی قیمت زمین صفر شد.
دبیر انجمن انبوه سازان خراسان رضوی با بیان اینکه دولت همانگونه که قیمت مسکن مهر را دستوری تعیین کرد، خدمات آنها را نیز دستوری تعیین کرد، عنوان کرد: متاسفانه سازمان تامین اجتماعی زیر بار نمیرود. این سازمان مصوبات هیئت دولت و ابلاغیه وزیر کار که متری ۵۲۰۰ تومان برای حق مسکن از سازندگان دریافت میکند را قبول ندارد.
ظریف اضافه کرد: در حال حاضر سازمان تامین اجتماعی دو مصوبه از مصوبههای هیئت دولت در سال ۹۲ و ۹۳ در نظر نگرفته است که این اجحاف در حق سازنده است و اگر سازننده بیمه و مالیات را بر عهده مصرفکننده قرار داده باشد، در نهایت در حق سازنده و مصرفکننده اجحاف میشود.
