رقابت سالم برای کاهش نرخ اتفاق میافتد؟
دبیر اتاق اصناف مشهد گفت: اگر قیمت کالا در کارخانه مشخص باشد، تقریبا همه فروشگاههای زنجیرهای و بزرگ مجبورند که برای یک رقابت سالم قیمت کالاها را با هم رو به پایین هماهنگ کنند.
عبدالله افشاری در رابطه با طرح درج قیمت کالا در مرحله توزیع افزود: در گذشته برخی از کارخانهها برای ترغیب واحدهای صنفی به خرید کالا، به کارخانجات پیشنهاد درج قیمت بالا میدادند. آن زمان یک کارخانه مجبور بود کالایی را تولید کند و قیمت آن برای ارسال به همه نقاط کشور در تمام کشور را باید به صورت یکسان محاسبه کند.
وی ادامه داد: به این خاطر وزارت صنعت، معدن و تجارت در اقدامی اعلام کرد برای برخی از کالاها بایستی واحدهای صنفی براساس فاکتوری که کالا را خریداری میکنند و سودی که از طرف سازمان حمایت از مصرفکنندگان و تولیدکنندگان در نظر گرفته شده، آن کالا را به فروش برسانند. در نتیجه گپ بسیار زیاد مشتری حذف شد و این امری است که به نفع مصرفکننده است چون میتوانند با قیمتهای واقعیتر یک کالا را خریداری کنند.
افشاری با اشاره به برخی انتقادات مبنی بر اینکه طرح درج قیمت در مرحله توزیع باعث شوک قیمتی به بازار میشود، عنوان کرد: این انتقاد درست نیست چون معمولا قیمت کالا در کارخانه مشخص است و قیمت ارسال نیز عرفا به دست میآید. در نتیجه طی بازرسیها به طور تقریبی مشخص میشود قیمت کالا واقعی است یا غیرواقعی. فروشندگان نیز نمیتوانند قیمت را تغییر دهند و سود کاذبی به دست آورند.
دبیر اتاق اصناف مشهد افزود: چون بازرس قیمت و فاکتور خرید کالای فروشنده را بررسی میکند. در بدترین حالت و بدبینانهترین شرایط هم اگر فروشنده قیمت را دستکاری کند، بالاخره باید قیمت را بر کالا درج کند که همان کالا را در فروشگاه مشابه و همجوار با قیمتهای پایینتر به فروش میرسد. به این ترتیب برای رقابت هم که شده، یقینا این کار را انجام نمی شود.
وی با اشاره به تخفیفهای زیادی در فروشگاههای بزرگ اعلام میکنند، تصریح کرد: اگر فروشگاههای زنجیرهای و بزرگ برای تخفیفات ویژه اقدام میکنند، این مساله ناشی از همین بوده که قیمت در مرحله تولید بر روی کالاها درج میشد. در واقع کارخانجات قیمت بالایی روی کالای خود درج میکردند و خودشان تخفیفات 30 تا 50 درصد را اعلام میکردند.
دبیر اتاق اصناف مشهد اضافه کرد: در این میان دیده شده حتی برخی از سوپرمارکتهای محلی نیز همین کار را انجام میدادند. در نتیجه اگر قیمت کالا در کارخانه مشخص باشد، تقریبا در فروشگاههای زنجیرهای و بزرگ مجبورند برای یک رقابت سالم قیمت کالاها را با هم رو به پایین هماهنگ کنند. این بخشنامه در برخی از محصولات مانند محصولات سلولزی و… اعمال میشود که البته بیشتر تخفیف هم در فروشگاههای بزرگ محصولات سلولزی بوده است.
