بافت مرکزی مشهد با محوریت حرم مطهر امام رضا(ع) کانون اصلی توسعه حیات فرهنگی و اجتماعی شهر بوده و به‌مثابه نشانه‌اي بی‌بدیل در ساخت فرهنگ و مذهب مجاوران و زائران مشهد و با جذب سالانه بیش از ۱۵ میلیون زائر، رونق اقتصاد شهر به‌ویژه در بخش خدمات را در پی داشته است. بر اساس مطالعات انجام‌شده پیش‌بینی می‌شود که جمعیت زائران در سال ۱۴۰۰ به ۲۵ تا ۳۰ میلیون نفر در سال افزایش یابد؛ موضوعی‌که ضرورت برنامه‌ریزی و مدیریت بافت مرکزی شهر را برای پاسخگویی با کیفیت به زائران و مجاوران، بیش از پیش مطرح می‌کند.
پهنه‌های فضایی بافت پیرامونی حرم مطهر رضوی از یک‌سو به‌دلیل نقش‌آفرینی به‌عنوان یکی از بزرگترین مراکز مذهبی-زیارتی مسلمانان جهان و از سوی دیگر به‌خاطر تمرکز کاربری‌ها و فعالیت‌های عمده شهری و مراکز خدماتی شهری و فراشهری به‌طور ماهوی ارزش‌های اجتماعی و اقتصادی را در خود دارد که مورد توجه گروه‌های مختلف صاحب منفعت و نفوذ است.
همچنین با توجه به حکم مقام معظم رهبری در راستای اولویت دادن به خدمات رفاهی زائران و میهمانان آستان قدس، یکی از اصلی‌ترین راهبردهای طرح بازآفرینی بافت پیرامون حرم برجسته کردن نقش فرهنگی-مذهبی حرم مطهر به‌مثابه یکی از قطب‌های جهان اسلام و تثبیت و تعیین جایگاه آن در سه مقیاس بین‌المللی، ملی و محلی تعیین شده است.
بازگردانی کیفیت سکونت نیازمند توجه جدی‌تری است
این ویژگی‌های بنیادین و کلیدی، زمینه تصمیم‌سازی را برای برنامه‌ریزان و دامنه اقدامات را برای مدیران بسیار پیچیده می‌کند و از طرفی مرور تجربیات گذشته و برونداد تصمیمات عملیاتی‌‌شده در بافت تاریخی شهر مشهد، نشان از تفوق مداخله کالبدی است که علی‌رغم اهداف اقتصادی-اجتماعی و فرهنگی برنامه‌ریزی‌شده، در بازگردانی کیفیت سکونت نیازمند توجه جدی‌تری است.
توسعه کمی و کیفی بافت پیرامون حرم مطهر رضوی با توجه به ویژگی‌های برشمرده‌شده در وهله نخست، مستلزم بازشناسی مفهوم و فرهنگ زیارت و توجه به رویکرد فرهنگ‌مبنا و توسعه زیارت‌مبنا(آسان، ارزان و همگانی) و طرح‌ریزی بر اساس الگوی مشارکتی است تا در کل فرایند توسعه به‌عنوان امری مستمر، تداوم یابد.
