توقف اخراج از همسایگی امام رضا(ع)
طرح بافت پیرامونی حرم مطهر رضوی که بیش از 20 از آغاز آن می گذرد، به گفته مردم و کارشناسان موجب اخراج ساکنان قدیمی از این بافت شده و بافت تاریخی را تخریب کرده است اکنون با انتقاداتی که نسبت به این طرح در جامعه مطرح شده رویکرد ها تغییر کرده است و به گفته رئیس کمیسیون برنامه و بودجه شورای شهر در دوره پنجم رویکرد ماندگاری ساکنان در بافت پیرامونی حرم مطهر رضوی است.
این طرح از کجا آمد؟
به گزارش صبح امروز، براساس آن چه که درسایت شهرداری منطقه ثامن آمده است: سال 1371 و به استناد تبصره 5 ماده 11 قانون زمین شهری و طبق اساسنامه مصوب هیات وزیران مقرر گردید شرکتهای پیمانکاری، عمرانی و ساختمانی مسکن سازان در تمامی استانهای کشور تاسیس گردد. پس ازآن با توجه به ضرورت هایی که در خصوص اجرای طرح بهسازی و نوسازی بافت پیرامون حرم مطهر امام رضا (علیه السلام) احساس می گردید، مقرر شد اقدامی بین بخشی با مشارکت وزارت مسکن و شهرسازی، آستان قدس رضوی و شهرداری مشهد صورت پذیرد.
پس از این تصمیم وزیر وقت مسکن و شهرسازی مرحوم مهندس کازرونی با ارسال نامه ای در این خصوص تصمیم وزارت مسکن و شهرسازی، آستان قدس رضوی و شهرداری مشهد را برای تاسیس شرکتی به منظور نوسازی و بازسازی بافت پیرامون حرم مطهر امام رضا (ع) به استحضار مقام معظم رهبری رساند و از محضر معظم له کسب تکلیف نمود. ایشان نیز با این اقدام موافقت فرموده و آن را به جا و موجب ثواب و اجر الهی برای اقدام کننده آن دانستند.
طرح بافت اطراف حرم چه ویژگی هایی دارد؟
طرح نوسازی و بهسازی بافت پیرامون حرم مطهر حضرت رضا (ع) محدوده ای به وسعت تقریبی 366 هکتار را شامل می شود که خود به چهار قطاع بزرگ تقسیم می شود. طرح با الگوی مرکزی شعاعی شکل گرفته است، بدین معنی که مجموعه حرم مطهر امام رضا (ع) که خود محدوده ای به وسعت حدود 42 هکتار را شامل می شود در مرکزیت طرح قرار داشته و بافت پیرامون به صورت شعاعی در اطراف آن شکل گرفته است. با توجه به این الگوی شعاعی و به نسبت دوری و نزدیکی بافت از مجموعه حرم مطهر کیفیت و چگونگی تخصیص فضا تغییر می کند و در واقع فرایند گذار در این تخصیص مورد نظر بوده است. با این تحلیل و با معیار دوری و نزدیکی بافت به مجموعه حرم سه حوزه با فعالیت های مشخص در طرح تعیین شده است.
رویکرد مدیریت شهری ماندگاری بافت ساکن در منطقه ثامن است
پس از انتقاداتی که کارشناسان به طرح بافت پیرامونی حرم مطهر رضوی داشتند و به ویژه این که اجرای طرح منجر به اخراج اجباری ساکنان همسایه امام رضا (ع) می شد و بافت و آثار تاریخی را قربانی ساخت و سازهای جدید می کرد، اکنون در شورای اسلامی شهر این رویکرد تغییر کرده است و رئیس کمیسیون برنامه و بودجه شورای شهر مشهد با اشاره به نحوه عملکرد کمیته نظارتی منطقه ثامن رویکرد اساسی مدیریت شهری را تلاش برای ماندگاری و نگهداشت جمعیت ساکن در منطقه ثامن در جهت توسعه این منطقه بیان کرد.
بتول گندمی ، با تاکید براینکه گشایش خیابانهای شعاعی و رینگ و توسعه فضای سبز در دوره جاری نسبت به آمدن سرمایه گذاران جدید و احداث پروژه های تجاری در اولویت مدیریت شهری قرار دارد، گفت: در صورت اصلاح معابر و تعیین تکلیف اراضی و همچنین ماندن مردم در منطقه خود مردم به دنبال جذب سرمایه و اجرای پروژه های تجاری خواهند رفت.
پرونده هایی با 10 سال معطلی یکی از عوامل نارضایتی مردم
عضو کمیته نظارتی شورای شهر مشهد در منطقه ثامن یادآور شد: عمده اعتراضات مردم و شکایات جاری در این منطقه با توجه به اجرای طرح و بازگشایی های معابر و پروژه های سرمایه گذاری قدیمی، پرونده هایی است که برخی از آنها قدمتی بیش از 10 سال دارند و کماکان شهروندان از این وضعیت ناراضی هستند لذا این منطقه کار نظارتی بسیار سختی دارد. برخی پرونده ها قضایی شده و رفت و آمد بین شهرداری و سیستم های قضایی زیاد شده که انرژی زیادی از مردم، مدیران و کمیته نظارتی می گیرد.
عضو شورای شهر مشهد ادامه داد: در منطقه ثامن بسیاری از این مشکلات مربوط املاک است که به ورثه رسیده اند و تعدد ورثه ها و عدم توافق بین آنها از دلایل کندشدن روند رسیدگی به پرونده ها در کمیته است. از این رو در کمیته به دنبال حفظ عدالت با رویکرد حمایت از شهروندان هستیم تا حقی از مردم و شهرداری تضییع نشود.
پیگیری راهکارهایی برای تسریع در پرداخت مطالبات مردم
وی یادآور شد: به هرحال وقتی ملکی 3 سال قبل کارشناسی و بخشی از پول نیز پرداخت شده امروز به دلیل کاهش ارزش پول، پرداخت نشدن مطالبات سبب نارضایتی شدید خواهد بود لذا بدنبال راهکارهایی برای تسریع در حل آن هستیم.
رئیس کمیسیون برنامه و بودجه شورای شهر مشهد در خصوص تامین اعتبارات لازم جهت پیشبرد برنامه های توسعه ای منطقه ثامن گفت: خوشبختانه 350 میلیارد تومان اوراق سرمایه گذاری مصوب شده امسال به فروش رفته است. این شروع خوبی است و می تواند به عملیات عمرانی منطقه ثامن رونق خوبی ببخشد.
وی ادامه داد: همزمان با فروش این اوراق پیگیر 1400 میلیارد تومان اوراق مصوب در آلبوم بودجه 98 کشور هستیم تا بتوانیم تا پایان سال با اخذ موافقت ها اقدام کنیم.
پرهیز از نگاه کاسب کارانه از جانب مدیریت شهری
همم چنین رئیس کمیته نظارتی شورای شهر مشهد در منطقه ثامن بر پرهیز از نگاه کاسب کارانه در منطقه ثامن از جانب مدیریت شهری با هدف تعامل هرچه بیشتر با مردم و سرمایه گذاران در جهت حل مشکلات عمرانی و توسعه ای این منطقه تاکید کرد.
احمد نوروزی با بیان اینکه کمیته نظارتی منطقه ثامن هر ماه حداقل یک جلسه بررسی مشکلات و پرونده های جاری منطقه را برگزار می کند تا مشکلات خاص ارباب رجوع شهرداری منطقه بررسی شود، گفت: سعی بر آن است از مشکلات پیش آمده برای پروژه ها و پرونده ها برون رفتی اندیشیده شود.
وی تاکید کرد: از کارهای بسیار خوب این منطقه تلاش بر آن بوده تا مسائل و مشکلات مردم در تعامل با شهرداری حل شود. از آن جمله بسیاری از مالکان که با تعویض ملک و جابجایی مشکل داشتند در این کمیته مشکلشان حل شد، سرمایه گذاران هم در این جلسات به منظور خود رسیده و بالغ بر 30 پروژه در این راستا تعیین تکلیف شده است.

رئیس کمیسیون اقتصادی و سرمایه گذاری شورای شهر مشهد خاطرنشان کرد: در منطقه ثامن برخی نگاه ها کاسب کارانه بوده اما با نگاه تعامل و مشارکت با مردم و سرمایه گذاران امکان حل مشکلات پروژه ها وجود دارد. لذا نگاه شهرداری در دوره فعلی مبتنی بر همین راهبرد است و بجای تامین منابع و درآمدزایی از تمام پروژه ها به دنبال حل مشکلات موجود و ایجاد زمینه توسعه متوازن منطقه هستیم.
