اجرای قانون شفافیت و نظارت بر تامین مالی فعالیتهای انتخاباتی کاندیداها
مدیرکل سیاسی، انتخابات و تقسیمات کشوری استانداری خراسان رضوی گفت: قانون شفافیت و نظارت بر تامین مالی فعالیتهای انتخاباتی کاندیداها ابلاغ واجرا میشود.
محمدعلی نبیپور در تشریح مفادی از قانون شفافیت و نظارت بر تامین مالی فعالیتهای انتخاباتی کاندیداها که در دوره یازدهم مجلس اجرایی میشود، اظهار کرد: براساس این قانون کاندیداها باید حسابی در بانکها افتتاح کرده و آن را به فرمانداریها معرفی کنند تا تمام هزینههای تبلیغاتی آنان به این حساب واریز و پرداخت شود.
وی افزود: در ماده 8 قانون فوق مقرر شده برای انجام امور مالی، کاندیدا باید یک نماینده مالی تعیین کرده و به فرمانداریها معرفی کنند. بر طبق مفاد قانون مذکور، اشخاص حقوقی به جز احزاب، حق کمک به کاندیداها را ندارند. باید مشخصات و کد ملی فردی که به کاندیداها کمک مالی میکند، مشخص و به مراکز مربوطه اعلام شود که در این صورت داراییهای کاندیداها و کمکهایی که اشخاص حقیقی و احزاب به وی میکنند، شفاف خواهد شد.
نبیپور در پاسخ به این پرسش که عدم اجرای قانون مذکور چه حکمی دارد، گفت: بر طبق ماده 11 قانون، انجام هرگونه هزینه تبلیغاتی و انتخاباتی برخلاف احکام این قانون جرم است و علاوه بر مجازاتهای مصرحه، مرتکبین به محرومیت نامزدی یک یا دو دوره در هرگونه انتخابات عمومی و سراسری از سوی مراجع قضایی محکوم خواهند شد.
