تاثیر سیگنال‌های برجام بر بازار ارز زیر ذره بین صبح امروز؛
بازار دیگر واکنش هیجانی به مذاکرات ندارد

به عقیده کارشناسان اقتصادی شاید تنها راهکار دولت برای برون‌رفت از ناخوشی‌های اقتصادی، وابسته به برجام باشد. آنها می‌‍‌گویند مذاکرات تأثیر مستقیمی روی دلار دارد. هرچند در روزهای اخیر انتشار اخبار برجام مانع تداوم نوسان و البته روند صعودی بازار ارز نشد و حالا با بالارفتن احتیاط معامله‌گران، قیمت هر دلار آمریکا در معاملات روز گذشته با ۲.۶۶ درصد رشد به ۲۷۳,۲۴۰ ریال رسید.
این نوسان قیمت در حالی است که پیش از این، ارز هم‌زمان و یا قبل از شروع مذاکرات هسته‌ای واکنش‌های معناداری همچون کاهش نرخ را از خود نشان می‌داد، اما این بار، ظاهراً بازار نسبت به این مسئله حساسیت مثبتی از خود نشان نداده است. چه بسا بازارها نسبت به این توافقات نامطمئن شده و معامله گران منتظر خبرهای قطعی و قابل اعتمادتری از این نشست برای نشان دادن واکنش در بازار هستند.
امکان کاهش موقت قیمت دلار وجود
به گزارش روزنامه «صبح امروز» نرخ دلار از اواسط اردیبهشت‌ماه سال جاری که حدود ۲۰ هزار و600 تومان بوده، تاکنون در مسیر صعودی حرکت کرده است؛ هرچند اگرچه گاهی افت‌های نامحسوسی داشته، اما در نهایت از آن زمان تا به حال، دلار حتی در برخی مواقع تا حدود ۹ هزار تومان افزایش را تجربه کرده است. در این میان از هفته گذشته تا کنون کارشناسان بازارهای مالی پیش‌بینی‌های خود از قیمت دلار را در سناریوهای مختلف برجامی مطرح کرده‌اند. عده‌ای با خوش‌بینی نسبت به نتیجه این مذاکرات معتقدند که در صورت تحقق، امکان کاهش موقت قیمت دلار وجود دارد. اما اگر مذاکرات نتیجه بخش نباشد، همچنان شاهد روند افزایش نرخ دلار خواهیم بود. در مقابل نیز عده‌ای بر این باور هستند که نرخ ارز در صورت کاهش یا افزایش، مجددا تا انتهای سال در کانال 30هزارتومان باز خواهد گشت و نوسانات درازمدت نیست. در این خصوص با یک کارشناس بازار ارز گفتگو می‌کنیم.
حصول یا عدم حصول توافقات در بازار ارز اثرگذار خواهد بود
ابراهیم ادواری با اشاره به اینکه «دولت‌ها در ایران همیشه به دلیل تزریق ارز به بازار طی زمان‌های مختلف و با یک رویکرد همیشگی تاثیر محسوسی بر بازار ارز داشته‌اند» د رگفتگو با «صبح امروز» مطرح می‌کند: حصول یا عدم حصول توافقات هسته‌ای چه به لحاظ روانی و جه به لحاظ آزادسازی منابع کشور دربازار ارز اثرگذار خواهد بود.
این کارشناس می‌گوید: همانند سایر کشورها، نوسانات بازار ارز در ایران نیز تحت تاثیر اخبار سیاسی است اما تاثیر این اخبار غالبا بر بازار ارز کشور ما به دلیل تورم بالا در کنار عدم ثبات اقتصادی بیش از سایر کشورها است.
تصمیم‌گیری هیجانی برای خرید و فروش ارز به صلاح نیست
وی با بیان اینکه« در این دور از مذاکرات، رفتارهای هیجانی قبلی مردم تا حدودی کنترل‌شده است» ادامه می‌دهد: از آنجایی که تاکنون تغییری در متغیرهای کلان رخ نداده است، نمی‌توان انتظار کاهش قیمت در این بازار را بدون اخبار قطعی در خصوص مذاکرات داشت. چراکه شاید مردم به این نتیجه رسیده‌اند که تصمیم‌گیری هیجانی برای فروش و یا خرید ارز به صلاح نیست.
این کارشناس اقتصادی مطرح می‌کند: مذارکات هسته‌ای یکی از بسترهایی است که دولت‌ها در سال‌های اخیر در ایران تلاش داشته‌اند با ابزار قرار دادن دستاوردهای خود در این حوزه، بخشی از تحریم‌ها را تعدیل و سطح دسترسی به منابع ارزی بلوکه شده در بانک‌های خارج از کشور را تسهیل کنند.
سیگنال‌هایی برای تعدیل نرخ دلار
وی با تاکید بر اینکه« فعالان بازار ارز از تاثیر مثبت آزادسازی منابع ارزی قطع امید کردند» می‌گوید: امیدواریم ایران با سبز شدن چراغ‌ها از سوی مقابل، بتواند نسبت به بازپس‌گیری منابع ارزی خود امیدوار باشد که در این صورت نیز با بروز سیگنال آزادسازی اموال ایران درطی مذارکات هسته‌ای با روند نزولی تصاعدی قیمت ارز مواجه خواهیم شد و همجنین دلارهای خانگی و سرمایه ای نیز از ترس کاهش ارزش دلار روانه بازار می‌شود.
این تحلیلگر می‌افزاید: حصول مذاکرات به معنی رشد صادرات غیرنفتی ایران با تسهیل شرایط اقتصادی و بهبود وضعیت است. همچنین مشکل تحریم‌ها و عدم ارتباط با کشورهای خارجی، مشکل نبود مواد اولیه و مبادلات بانکی از مواردی است که با بازگشت برجام حل خواهد شد.
وی ادامه می‌دهد: یکی از پیامدهای مثبت تحقق موضوعات فوق تعدیل نرخ دلار خواهد بود. هرچند نمی‌توان این توقع را داشت که در صورت احیای برجام، نرخ دلار به قبل از این گرانی‌ها برسد. اما بدون تردید باگذشت زمان و به تدریج، قیمت‌ها در مسیر کاهشی خواهند افتاد.
دلار تا رقمی حدود 24هزار تومان کاهش خواهد یافت
ادواری با بیان اینکه «اگر مذاکرات پیش رو حتی پیشرفت نه چندان چشمگیری هم داشته باشد، سیگنال‌های مثبتی روانه بازار می‌شود و حتی ممکن است دلار به سرعت به زیر 27هزار تومان برسد» مطرح می‌کند: اما اگر توافقات به احیای برجام منجر گردد بدون شک، دلار تا رقمی حدود 24هزار تومان کاهش خواهد یافت، البته باید یادآور شویم که قیمت‌های پائین‌تر را می‌توان ناشی از هیجانات فروشندگان دلار دانست که معمولا خیلی هم بادوام نیست. هرچند این موضوع نیز در دراز مدت پایدار نخواهد ماند و هرچند که دولت اجازه رشد هیجانی مجدد دلار را نمی‌دهد، اما سعی می‌کند با تزریق ارز، دلار را تا پایان سال در حدود همین 27 هزار تومان نگه دارد.
وی تصریح می‌کند: در مقابل این جریان نیز در صو.رت بی نتیجه ماندن مذارکات و شانه خالی کردن طرف‌های مذاکره کننده، می‌توان چشم انداز دلار در ماه‌های پیش رو را بالاتر از حد فعلی تخمین زد و با به وقوع پیوستن این سناریو بالار رفتن ارزش دلار بیش از 30هزار تومان هم دور از انتظار نیست.
برای قضاوت هنوز زود است
این تحلیلگر بازار ارز با تاکید بر اینکه «فارغ از چگونگی مذاکرات و اینکه توافقی صورت بگیرد یا خیر، فکر می‌کنم عزم دولت برای توافق جدی است و اگر مشکل خاصی وجود نداشته باشد، این توافق نهایی خواهد شد.» در جمع‌بندی صحبت‌های خود ابراز می‌کند: اگرچه هنوز برای قضاوت در مورد دستاوردهای مذاکرات، بسیار زود است، اما اظهارنظرهای مختلفی که منتشر می‌شود، حاکی از رو به جلو بودن مذاکرات است. بنابراین طبق سناریو پیشرفت مذاکرات هسته‌ای که احتمال به وقوع پیوستن آن هم کم ارزیابی نمی‌شود، قیمت ارز ابتدا حباب مثبت را خالی خواهد کرد و سپس روند نزولی به خود خواهد گرفت.
