لزوم اجرای شیوه پلکانی افزایش حقوق کارمندان!

اخیرا اخبار منتشر شده از بخشنامه بودجه ۱۴۰۱ حکایت از پلکانی شدن افزایش حقوق کارمندان دولت دارد و اظهارات مسئولان از جمله صحبت‌های مسعود میرکاظمی، رئیس سازمان برنامه و بودجه نیز صحه بر همین موضوع است.

به گزارش روزنامه “صبح امروز” این موضوع بدین معنا است که کارمندانی که کمترین حقوق را دریافت می‌کنند از افزایش حقوق بالاتری برخوردار خواهند بود و برعکس. آنطور که پیش بینی می‌شود، برای سال آینده افزایش حقوق‌ها بین ۱۰ تا ۳۰ درصد با توجه به دریافتی کارکنان در نوسان خواهد بود و برای هر کارمند فرمولی خاص با توجه به حقوق وی در نظر گرفته خواهد شد.

کارشناسان اقتصادی نیز معتقدند  با اجرای شیوه پلکانی افزایش حقوق‌ها می‌توان با تحمیل هزینه کمتر به دولت، کمک بیشتری به اقشار ضعیف جامعه کرد و این به نفع دولت و ملت خواهد بود.

لزوم افزایش حقوق پلکانی با توجه به کسری بودجه

در این خصوص بهزاد بقایی یک کارشناس اقتصادی در خصوص افزایش حقوق سال آینده در گفت‌وگو با مهر گفت: قطعاً این اقدام با توجه به محدودیت‌های رفاهی و کسری بودجه کشور، بهترین شیوه موجود است. چرا که یک قشری در کشور وجود دارند که حداقل حقوق را دریافت می‌کنند و با توجه به تورم موجود تحت فشار هستند. اگر بخواهیم مشابه سال‌های آینده برای همه کارمندان افزایش ۲۰ درصدی را اعمال کنیم، کارمندی که ماهانه ۴ میلیون حقوق و دستمزد دریافت می‌کند، ۸۰۰ هزار تومان افزایش حقوق و کارمندانی که ۳۰ میلیون دریافتی دارند، ۶ میلیون افزایش حقوق خواهند داشت. یعنی کارمندانی که حقوق بالایی دارند و اکنون تحت فشار اقتصادی نیستند، بسیار بیشتر از کارمندانی که نیاز به حقوق بیشتر دارند، افزایش حقوق خواهند داشت.

۲میلیون و ۴۰۰هزار کارمند در بخش دولتی

وی افزود: لذا با شیوه‌ی مذکور می‌توان با مبلغ کمتری به اقشار ضعیف جامعه حقوق بیشتری اختصاص داد. تخمین‌های ما نشان می‌دهد در شرایطی که اکنون ۲ میلیون و ۴۰۰ هزار کارمند در کل بخش دولتی وجود دارد، می‌توان حقوق اقشار پایین را که اکنون ۴ میلیون دریافتی دارند، تا ۶ میلیون افزایش حقوق داد ولی افرادی که حقوق‌های بالاتری دارند، سهم کمتری از این افزایش حقوق داشته باشند. به این ترتیب می‌توان هم به دهک‌هایی که تحت فشار تورم هستند، کمک بیشتری کرد و هم به هزینه‌های دولت فشار زیادی وارد نکرد.

الزامات اجرای افزایش حقوق پلکانی

بقایی در خصوص الزامات اجرای افزایش حقوق پلکانی اظهار کرد: اگر بخواهیم نظام حقوق و دستمزد را به طور واقعی ساماندهی کنیم، باید اول سامانه حقوق و دستمزد که بر اساس ماده ۲۹ قانون برنامه ششم لازم‌الاجرا بوده، راه اندازی شود اما از سال ۹۶ تا کنون این اتفاق نیفتاده است. بنابراین مهمترین گام این است که در پرداختی کارکنان شفافیت ایجاد کنیم. در گام دوم نیز باید پرداخت حقوق افراد مستقیماً از خزانه باشد. یعنی پرداخت به ذی‌نفع نهایی از طریق خزانه باید در دستور کار قرار بگیرد. با این دو اقدام می‌توان شناخت خوبی از حقوق و دستمزدها پیدا کرد تا پرداخت‌های مستمر و غیر مستمر کارمندان دولت به طور کامل مورد رصد قرار بگیرد.

در کشور ما شفافیت وجود ندارد

وی ادامه داد: متأسفانه اکنون در کشور ما این شفافیت وجود ندارد و سازمان برنامه و بودجه و سازمان اداری استخدامی در جریان نیستند که در سیستم پرداخت حقوق دستگاه‌ها چه اتفاقی می‌افتد. به همین دلیل است که هر چند سال یک‌بار یک فیش حقوق افشا می‌شود که کاملاً خلاف قانون است. بر اساس قانون خدمات مدیریت کشوری باید نهایت اختلاف میان پرداختی‌ها ۷ برابر باشد. یعنی حقوق ۳۰ میلیونی نباید در جامعه وجود داشته باشد. در شرکت‌ها نیز اختلاف ۱۰.۵ برابر به بالاتر قانونی نیست. اما اکنون شاهد هستیم حقوق‌های بسیار بالاتری نیز در سازمان‌های دولتی عرف است.

تا شفافیت نباشد، نظارت هم نیست!

این کارشناس بودجه در پایان اظهار کرد: تا زمانی که شناخت و شفافیت در حوزه حقوق و دستمزد وجود نداشته باشد، نظارتی نیز روی اجرای سیاست‌های اتخاذ شده نمی‌توان متصور شد. اکنون در قانون مدیریت خدمات کشوری یک نظام پرداخت خوب وجود دارد که به دلیل عدم شناخت از وضعیت موجود اجرا نمی‌شود. بنابراین این دو اقدام امری بسیار ضروری است که می‌تواند تکمیل کننده تصمیم خوب دولت برای افزایش پلکانی حقوق‌ها باشد.
