دولت و مجلس به دنبال افزایش یارانه در آذرماه
مجلس به تازگی طرحی با نام طرح جوانی جمعیت را تصویب کرد که تسهیلات و مشوق‌هایی برای فرزندآوری و ازدواج جوانان در آن وجود دارد. یکی از مشوق‌های این طرح برای فرزندآوری، افزایش سه برابری یارانه خانوارهایی است که سه فرزند و بیشتر دارند.
به گزارش “صبح امروز” موضوع افزایش یارانه ها در ماههای اخیر به شدت مورد توجه دولت و مجلس قرار گرفته بطوریکه ماه گذشته محسن رضایی، معاون اقتصادی رئیس‌جمهور در حاشیه نشست مشترک با کمیسیون اقتصادی مجلس در جمع خبرنگاران با اشاره به در نظر گرفتن دو برنامه در حوزه معیشت برای کنترل گرانی‌ها و جبران هزینه‌های تحمیل شده به زندگی مردم گفت: برای کنترل گرانی‌ها، ستاد تنظیم بازار شکل گرفته و اکنون در همه استان‌ها مستقر شده است و برای جبران هزینه هایی که به زندگی مردم تحمیل شده نیز برنامه ریزی‌هایی انجام شده است و امیدوارم در این زمینه در آذرماه، خبرهای خوشحال کننده ای برای مردم داشته باشیم.
*برنامه دولت برای افزایش یارانه نقدی
در همین باره رئیس کمیته اصلاح ساختار بودجه کمیسیون برنامه و بودجه مجلس از برنامه دولت برای افزایش یارانه ها رونمایی کرد و گفت: دولت ممکن است مجبور شود برخی کالاهای مشمول ارز ۴۲۰۰ را از شمول آن خارج کند البته در مورد گندم و دارو قطعی است که تا پایان سال، ارز ۴۲۰۰ به آنها تعلق می‌گیرد.
محسن زنگنه در حاشیه جلسه علنی مجلس شورای اسلامی در جمع خبرنگاران گفت: بر اساس بودجه 1400 تا 8 میلیارد دلار به دولت اجازه داده شده درآمدهای ارزی حاصل از فروش نفت و فرآورده‌ها را با قیمتی کمتر از قیمت سامانه جامع الکترونیکی به فروش برساند و منابع حاصل را در اختیار واردکنندگان نهاده‌های دامی، دارو و گندم قرار داد اما بر اساس آمار دولتی این رقم تاکنون به اتمام رسیده و دولت تقاضای افزایش منابع را به مجلس داده است.
وی افزود: بر اساس لایحه جدید که در سامانه بارگذاری شده دولت تقاضا کرده 4.6 میلیارد دلار دیگر با مجوز مجلس در اختیار دولت قرار بگیرد تا دولت بتواند تا پایان سال آن را با ارز ترجیحی به فروش برساند تا از این محل بتواند دارو، تجهیزات پزشکی، گندم و نهاده‌های دامی را تأمین کند.
زنگنه تصریح کرد: در قسمت دیگری از لایحه دولت درخواست شده است که 27 هزار میلیارد تومان در اختیار دولت قرار بگیرد تا صرف اعطای یارانه به مردم شود که این یارانه بر اساس محاسبات انجام شده صد هزار تومان به طور تقریبی خواهد بود که دهک‌های پایین‌تری مبلغ بیشتری دریافت خواهند کرد و دهک‌های بالا مبلغ کمتری دریافت خواهند کرد و این اجازه‌ای است که دولت با «لایحه تأمین مطمئن کالای اساسی، نهاده‌های دامی، دارو و تجهیزات پزشکی و سیاست‌های جبرانی برای حمایت اقشار آسیب‌پذیر» از مجلس تقاضا کرده است.

همچنین چندی پیش نیزجعفر قادری رئیس کمیته اقتصادی کمیسیون برنامه‌وبودجه در گفتگو با تجارت‌نیوز درباره لایحه دولت برای پرداخت یارانه جدید گفت: دولت برای پرداخت یارانه لایحه‌ای را به مجلس آورده که قرار است در کمیسیون برنامه‌وبودجه بررسی شود.
طبق گفته او دولت به دنبال این است که ۲۷ هزار میلیارد تومان یارانه جدید پرداخت کند. همچنین قرار است چهار دهک اول درآمدی یارانه بیشتری بگیرند و سه دهک بعدی مبلغ کمتری دریافت کنند.
همانطور که این نماینده مجلس می‌گوید قرار است به هفت دهک اول جامعه یارانه پرداخت شود. این هفت دهک شامل ۶۰ میلیون نفر می‌شود.
این هفت دهک خانوارهایی هستند که یارانه معیشتی بنزین می‌گیرند اما قرار ۳۴ میلیون نفر یعنی چهار دهک اول مبلغ بیشتری بگیرند.
این ۳۴ میلیون نفر همان خانوارهایی هستند که در نیمه دوم پارسال در چهار ماه پایانی یارانه دریافت کردند.
*یارانه چه کسانی ۳ برابر می‌شود؟
از سوی دیگر بر اساس طرح جوانی جمعیت مجلس، قرار است یارانه‌ها سه برابر شود. اما نه یارانه همه افراد.
افزایش سه برابری یارانه نقدی سه شرط مهم دارد.
۱-خانوار جز چهار دهک درآمدی اول جامعه باشد. یعنی خانوارهایی که درآمد ماهانه آنها زیر سه میلیون تومان باشد جزو چهار دهک اول جامعه محسوب می‌شوند.
۲- سرپرست خانوار نباید کارمند دولت باشد و در دستگاه‌های دولتی کار کند.
۳- خانواده باید حداقل سه فرزند داشته باشد.
بر این اساس یارانه خانوارهای چهار دهک اول جامعه که در بخش دولتی شاغل نباشند و حداقل سه فرزند داشته باشند، سه برابر می‌شود.اما نکته مهمی که در این طرح وجود دارد این است که فقط یارانه فرزندان سه برابر می‌شود و گویا یارانه پدر و مادر به روال قبل ادامه پیدا می‌کند و اضافه نمی‌شود.
نکته دیگر اینکه هنوز گفته نشده که یارانه نقدی افراد مشمول سه برابر می‌شود و یا یارانه معیشتی آنها.
اما به نظر می‌رسد که با اجرای این طرح و افزایش سه برابری رقم یارانه‌ها، مبلغ یارانه ماهانه خانوارها حداقل ۵۰۰ هزار تومان در ماه می‌شود. این در حالی است که اکنون یک خانوار پنج نفره در ماه ۲۲۷ هزار تومان یارانه نقدی می‌گیرد. یارانه معیشتی خانوارهای پنج نفر و بیشتر هم ۲۰۵ هزار تومان است.
وعده افزایش سه برابری یارانه نقدی در حالی مطرح شده که پیش از این هم ابراهیم رئیسی وعده داده بود که یارانه‌های نقدی را افزایش می‌دهد و بسیاری امیدوار بودند که از ابتدای پاییز طرح افزایش یارانه‌ها کلید بخورد.
اما کمی بعد مشخص شد که یارانه رئیسی در صورت پرداخت، قرار است به صورت کارت اعتباری و در قالب وام باشد.
اما افزایش سه برابری یارانه نقدی، بخشی از اجرای طرح جوانی جمعیت است که به تازگی در شورای نگهبان تصویب شد. در این طرح موارد دیگری چون پرداخت زمین رایگان، افزایش یارانه ودیعه مسکن، تسهیلات مسکن و ثبت نام خودرو بدون قرعه‌کشی مطرح شده است.
