بررسی چالش‌های صنعت پوشاک؛
600میلیون دلار قاچاق پوشاک در سال!
به عقیده کارشناسان هرچند که صنعت پوشاک یکی از صنایع اشتغالزای کشور است. اما همواره فعالین این صنعت با مشکلاتی متنوعی مواجهند و این قبیل مشکلات ادامه حیات اقتصادی را برای آنها با مشکل مواجه می‌کند. به باور آنان ورود پوشاک قاچاق به رغم کاهش چشمگیر طی دو سال اخیر، همچنان یکی از موانع اصلی رشد صنعت پوشاک کشور است و فرصت‌های شغلی بسیاری را از بین می‌برد.
در این خصوص عضو هیات مدیره جامعه متخصصین نساجی ایران با بیان اینکه «شیوه‌های فعلی مبارزه با قاچاق پوشاک باید کنار گذاشته شود» می‌گوید: به‌جای شیوه‌های فعلی باید در ابتدا واردات را از مبادی رسمی و با تعرفه ۱۰۰ درصد آزاد کنیم.
به گزارش روزنامه «صبح امروز»، علیرضا حائری در گفتگو با ایرنا با اشاره به معضل قاچاق پوشاک در کشور، افزود: سال‌هاست که معضل قاچاق پوشاک به داخل کشور مطرح است، سازمان‌ها و ارگان‌های مختلف مشغول مبارزه با آن هستند و همه ساله همایش‌ها، کنفرانس‌ها و نشست‌های گوناگونی در این زمینه برگزار می‌شود.
وی بیان‌داشت: آنچه در زمینه قاچاق پوشاک و ورود آن از مبادی غیر رسمی بیان می‌شود، سالیانه رقمی بین ۲ تا ۲.۵ میلیارد دلار است که جای بحث دارد.
پس از سالها مشکل قاچاق همچنان پابرجاست
حائری ادامه‌داد: سالها مشغول مبارزه با این معضل اجتماعی و اقتصادی هستیم و همواره از شیوه‌های یکسانی از جمله وضع تعرفه‌های سنگین بر واردات پوشاک، برخورد با عرضه‌کنندن قاچاق و غیره برای مبارزه بهره برده‌ایم، اما مشکل همچنان پابرجاست.
عضو هیات مدیره خانه صنعت، معدن و تجارت استان تهران تاکید کرد: وقتی شیوه‌ای سالها برای مبارزه با یک معضل امتحان شده اما جواب نداده است، بهتر است آن را کنار بگذاریم.
وی، منکر آمار ۲ تا ۲.۵ میلیارد دلاری قاچاق پوشاک در سال شد و گفت: با توجه به تقاضای سالیانه هشت تا ۱۰ میلیارد دلاری پوشاک در کشور، یعنی به‌طور متوسط از هر سه تا چهار پوشاک موجود در بازار باید یکی قاچاق باشد که چنین چیزی را شاهد نیستیم.
حائری معتقد است: در بدترین شرایط واردات پوشاک به صورت قاچاق سالیانه ۵۰۰ تا ۶۰۰ میلیون دلار است.
لزوم تعرفه آزاد 100درصدی برای واردات پوشاک
عضو هیات مدیره جامعه متخصصین نساجی ایران پیشنهاد کرد: باید شیوه‌های فعلی مبارزه با قاچاق پوشاک کنار گذاشته شود و به‌جای آن در ابتدا واردات را از مبادی رسمی با تعرفه ۱۰۰ درصد آزاد کنیم.
وی ادامه‌داد: پس از آن با یک برنامه‌ریزی منسجم، طی یک دوره زمانی سه تا پنج ساله تعرفه واردات را به ۲۰ تا ۱۰ درصد کاهش دهیم و این کاهش تعرفه‌ها را همه ساله به اطلاع فعالان این صنعت برسانیم.
حائری تاکید کرد: در صورت اجرایی شدن این برنامه، تا پنج سال دیگر حداقل می‌دانیم ۲ تا ۲.۵ میلیارد دلار قاچاق پوشاک از کدام مبادی و کشورها وارد می‌شد، همچنین ارزش واقعی آنها و مکان‌های عرضه و خریداران و فروشندگان نیز مشخص می‌شود، ضمن اینکه دولت نیز از محل واردات به حق و حقوقش می‌رسد.
ورود به رقابتی بین المللی با واردات پوشاک
وی تصریح‌کرد: کاهش تدریجی تعرفه واردات، صنعت پوشاک داخل را وارد یک رقابت بین‌المللی با دیگر برندها می‌کند و به‌تدریج کیفیت ساخت پوشاک داخلی افزایش و قیمت تمام شده محصولات کاهش می‌یابد.
عضو هیات مدیره خانه صنعت، معدن و تجارت استان تهران اظهار داشت: در صورتی که بخواهیم شیوه کنونی مبارزه با قاچاق را ادامه دهیم، نه تنها حق و حقوق دولت تامین نخواهد شد، بلکه مصرف‌کنندگان نیز در صورت مخدوش و معیوب بودن کالا نمی‌توانند اعتراضی داشته باشند و پاسخی نخواهند یافت.
در شرایط برابر مجوز واردات صادر شود
به گزارش ایرنا، پیشتر «افسانه محرابی» مدیرکل دفتر نساجی، سلولزی، و پوشاک وزارت صنعت، معدن و تجارت با بیان اینکه صنعت تولید پوشاک سالها از قاچاق آسیب دیده است، تصریح‌کرد: اگر در شرایط برابر مجوز واردات صادر شود، مشکلی برای تولیدات داخلی فراهم نمی‌کند.
وی خاطرنشان‌کرد: سال گذشته در صادرات پوشاک به رشد ۹۹ درصدی دست یافتیم و توانستیم رقم صدور این کالاها را از ۵۹ میلیون دلار به ۱۱۳ میلیون دلار برسانیم.
