مشارکت مردمی به زبان ساده، ورود مردم در خلق ظرفیت‌ها، راه حل‌ها و تجزیه و تحلیل مسائلی است که روی آنها اثر داشته و به آنها مرتبط است.

یک تعریف ساده مشارکت را راهی می‌داند که مردم با آن بتوانند در قدرت و تصمیم‌گیری دخالت داشته و به همین خاطر است که مشارکت یکی از شاخص های ضروری برای پیشرفت انسانی به شمار می‌آید.

مشارکت اجتماعی فرآیندی است که از طریق آن گروه‌های انسانی با همدیگر پیوند خورده تا عملکردهای مورد انتظار یا مورد نیاز به اجرا درآیند. مشارکت، روند برنامه‌های رشد را توانمند می‌سازد به نحوی که مردم برای مشکلات خود برنامه‌ریزی، آنها را اجرا و ارزیابی نمایند و این یک مفهوم درست از مشارکت پایدار است.

۲۲ مردادماه سالروز گرامیداشت تلاش‌ها و زحمات تشکل‌ها و مشارکت اجتماعی است. روزی که در واقع تلاش سالهای متمادی مجاهدت و حضور مردم در صحنه های مختلف اجتماعی را در قالب یک سازمان عام المنفعه و غیر انتفاعی با عنوان تشکل ها و سازمان های مردم نهاد ارج نهاده و کمک به رشد و پیشرفت می‌نماید.

در نظام مقدس جمهوری اسلامی ایران، بر اساس سبقه تاریخی مشارکت‌های مردمی که به صدر اسلام و دوران پیامبر اعظم(ص) بر می‌گردد، توجه به حضور و نقش مردم از ابتدای آغاز نهضت امام راحل(ره) بصورت جدی دنبال شده تا آنجا که امام خمینی (ره) در سخنرانی تاریخی خود در بهشت زهرا(س)، همزمان با ورود به کشور عزیزمان پس از سالها تبعیت فرمودند: به پشتوانه مردم توی دهان {طاغوت} می‌زنم.

خداوند متعال نیز در آیه ۱۱ سوره رعد می‌فرمایند: «إِنَّ اللَّهَ لا یغَیرُ ما بِقَوْمٍ حَتَّی یغَیرُوا ما بِأَنْفُسِهِمْ». نقش‌آفرینی مردم در صحنه‌های مهم چهل ساله گام اول انقلاب که مورد تایید دوست و دشمن بوده، زمینه رشد مشارکت بیشتر در گام دوم انقلاب را فراهم نموده و در بین ملل مختلف که اصالت انسان محور جای خود را به اقتصاد داده است زبان زد عام و خاص گردیده است.

تجلی این حضور مردمی در نهادهایی علمی و دانش محور با عنوان تشکل ها و سازمان های مردم نهاد، منشاء خدمت و مشارکت گسترده مردمی را برای پشتوانه سازی نظام مقدس جمهوری اسلامی ایجاد کرده است.

شرکت در امور اجتماعی، توسط گروه‌های مردمی نوعی سرمایه اجتماعی برای نظام است که امروزه یکی از عناصر قدرت برشمرده می‌شود. محققین جامعه شناسی بر این باورند که مشارکت یک نوع آزمون برای تعیین سطح اعتماد و باور مردم به برنامه‌های حکومت‌هاست.

اوج شکوه مشارکت اجتماعی در این سالها را نیز بعد از مثال‌های متنوعی مثل حضور گسترده مردم در نهضت امام راحل(ره)، دوران دفاع مقدس و … می توان در مشارکت جدی و فراگیر مردم و تشکل‌های مردمی مبنی بر کاهش آثار و آسیب های بیماری منحوس کرونا لمس کرد.

امروزه سازمان‌های مردم نهاد با محوریت عموما جوانان در حوزه های مختلف اجتماعی، فرهنگی، هنری، گردشگری، حفاظت از محیط زیست، شهروندی و … نقشی اساسی را در مشارکت‌های اجتماعی ایفا و برای رشد نشاط مومنانه همواره تلاش می‌نمایند.

جا دارد به نوبه خود به عنوان عضو هیئت رئیسه شورای ششم شهر مشهدالرضا علیه السلام و نماینده سازمان‌های مردم نهاد در شورای توسعه و حمایت از سمن‌ها در استان خراسان رضوی، از سال‌ها تلاش خستگی ناپذیر فعالان حوزه اجتماعی و مشارکت مردمی، علی الخصوص مدیران و اعضای محترم سمن‌ها تقدیر و تشکر نموده و برای ایشان آرزوی موفقیت و پیروزی از درگاه ایزد منان مسئلت نمایم.

شایان ذکر است، شورای ششم شهر مشهدالرضا علیه السلام و بالاخص کمیسیون فرهنگی اجتماعی، زیارت، گردگشری و رسانه بر خود واجب می داند در راستای اجرایی نمودن شعار “مشهدالرضا علیه اسلام جهان شهر برکت و کرامت” گام‌های موثری برای حمایت و تقویت نهادهای مردمی و انقلابی برداشته و از هیچ خدمت و کوششی دریغ ننماید.
