تبعات ارز ترجیحی بر چرخه تولید

حوالی ابتدای فروردین ماه سال 97 بود که معاون اول رئیس جمهور سابق مصوبه دولت برای تک نرخی کردن ارز و تعیین قیمت ۴۲۰۰ تومانی ارز را برای کلیه مصارف اعلام کرد.  در مرداد ماه همان سال پس از آنکه این تصمیم با انتقادات بسیاری از کارشناسان اقتصادی و مسئولین ذی ربط مواجه گردید و تبعات سنگین این سیاست آشکار شد، دولت تصمیم گرفت که این ارز را تنها به واردات کالاهای اساسی اختصاص دهد.

همواره نیز کارشناسان اقتصادی معتقدند این سیاست اقتصادی دولت نه تنها نتوانسته است به مهم‌ترین هدف یعنی کنترل قیمت کالاهای اساسی دست یابد بلکه نتایجی چون ایجاد رانت و تضعیف تولید داخل را به همراه آورده است. در این خصوص یک کارشناس اقتصادی گفت: تداوم سیاست ارزی ۴۲۰۰ تومانی، ضربات مهلکی را به تولید کشور وارد می‌کند.

کسری بودجه دولت

به گزارش روزنامه «صبح امروز» و به نقل از مهر، سیاست‌گذاری ارزی از جمله مواردی است که سال‌هاست در کشورمان با شکست مواجه شده است. برای مثال می‌توان به ارز ۴۲۰۰ تومانی اشاره کرد که در دولت گذشته اجرا شد، ولی منجر به کسری بودجه گردید. باید مدنظر داشت اختصاص ۱۴ میلیارد دلار ارز ترجیحی در سال ۱۳۹۷ و در حدود همین مقدار در سال ۱۳۹۸، منابع بسیاری را هدر داده و این در حالی است که درآمدهای ارزی دولت در ۶ ماه ابتدای سال ۹۹ کمتر از ارز ترجیحی اختصاص یافته برای واردات کالاهای اساسی بوده است. البته ذکر این مسئله لازم است که برخی بازرگانان، حتی همان کالاهای اساسی را هم وارد نکرده و در بازار آزاد، اقدام به فروش آن ارزها کردند.

اثرات منفی ارز 4200

در همین راستا علی سعدوندی استاد اقتصاد گفت: ارز ۴۲۰۰ تومانی اثر منفی بسیاری در اقتصاد کشور داشت و فقط در جهت ارائه رانت به افراد نزدیک به دولت و بازرگانان خاص، اجرا شد. توجیه ارز ۴۲۰۰تومانی، حمایت از اقشار آسیب پذیر و دهک‌های پایین جامعه بود، ولی واقعیت چیز دیگری است. تمام آن کالاهایی که به آن‌ها ارز ۴۲۰۰ تومانی تعلق می‌گیرد، در بازار آزاد قیمت بسیار بالایی دارند؛ بنابراین اینکه ما یک سیاست فسادزا را تعیین کنیم بعد بگوییم اگر فسادی رخ داده، به خاطر این است که این ارزها به افراد صالح نرسیده، حرف غلطی است. زیرا کل این سیاست، به گونه‌ای بود که حتی افراد صالح را هم فاسد می‌کرد.

ارز نیمایی هم مشکل داشت!

سعدوندی با اشاره به سابقه بد این سیاست در کشورمان، افزود: سالیان سال است که انتقادات بسیاری به این سیاست وارد می‌شود، ولی متأسفانه دولت پیشین نسبت به ادامه این سیاست اصرار داشت. علاوه بر ارز ۴۲۰۰ تومانی، ارز نیمایی هم مشکل داشت که در آن، رانت صادرکننده به رانت واردکننده تبدیل شد که هرگز نفعی برای اقتصاد به همراه نداشت. به عبارت دیگر به اسم اینکه برای وارداتمان مشکلی پیش نیاید، رانت صادرکننده را گرفتیم و به واردکننده دادیم.

ضربات مهلک به تولید کشور

این استاد اقتصاد به لزوم تک نرخی شدن ارز اشاره کرد و اظهار داشت: مسئله اینجاست که اگر بخواهیم واقعاً به نفع تولید ملی کار کنیم، باید قیمت ارز یکسان و بالاتر از نرخ حقیقی باشد. اگر اینگونه نباشد، به نفع واردکننده خواهد بود، نه اقتصاد یک کشور؛ چرا که این سیاست ضربات مهلکی را به تولید در کشور وارد کرده است.

سعدوندی ادامه داد: ادعا می‌کنند که ارز ۴۲۰۰ تومانی به کالاهای اساسی تخصیص یافته است. برخی کالاهای اساسی در حقیقت همان کالاهایی هستند که باید در داخل تولید می‌کردیم. پرداخت ارز ۴۲۰۰ تومانی برای وارد کردن برخی محصولات موجب شد که تولید آن کالاها در داخل، توجیه اقتصادی نداشته باشد.

لزوم سیاست جایگزین ارز ترجیحی

سعدوندی در پایان به ارائه سیاستی جایگزین ارز ترجیحی پرداخت و گفت: ما باید به علم و تجربه بشری برگردیم. واقعیت این است که وضعیت اقتصادی کنونی کشورمان، پاسخ دارد، ولی پاسخ آن هرگز اجرا نشده است. اگر سیاست پولی ما از دلار مستقل شود، می‌توان گفت اتفاقات خوبی برای اقتصاد کشورمان خواهد افتاد. اگر کشوری سیاست پولی مستقلی داشته باشد، می‌تواند به خوبی تورم را کنترل کند. متأسفانه ما حداقل ۴ دهه است که سیاست‌گذاری پولی نداشته‌ایم. از آن سو می‌بایست سیاست ارزی ما به سیاست ارزی شناور تبدیل شود و در کنار آن می‌بایست ارز به صورت تک نرخی در بازار یافت شود که این موضوع می‌تواند کمک شایانی به سیاست‌گذار کشور کند و این مساله باید از سوی دولت سیزدهم پیگیری شود.
