گزارش صبح امروز به مناسبت روز جهانی بناها و محوطههای تاریخی:
بناهای تاریخی؛ یک ثروت ملی است

روز ۲۹ فروردین (۱۸ آوریل) بهعنوان روز جهانی بناها و محوطههای تاریخی (ICOMOS) نامگذاری شده است.
شورای بینالمللی بناها و محوطهها، معروف به ایکوموس طی پیشنهادی که در سال 1982 به یونسکو ارائه داد، 18 آوریل از سوی یونسکو به نام روز جهانی بناها و محوطههای تاریخی اعلام شد.
به گزارش روزنامه «صبح امروز» ایکوموس هر سال موضوعی را به این مناسبت اعلام میکند. ارتباط میان این موضوع جهانی و واقعیتهای محلی و یا ملی این امکان را فراهم می آورد تا اعضای بینالمللی و کمیتههای ملی ایکوموس با برگزاری فعالیتهایی مانند کنفرانسها، همایشها، گردهماییها و یا رویدادهای دیگر موجبات بالا بردن آگاهی در مورد این موضوع میراث فرهنگی در میان مردم، صاحبان میراث فرهنگی و یا مقامات دولتی را فراهم آورند.
این روز انتخاب شد تا یادآور جهانی برای همه بشریت باشد که یادگارهای حضور خود را در طول تاریخ، با نگاهی ژرف اندیش مینگرند و پنجرهای به گنجینه ارزشهای میراث بشری میگشایند تا مسئولیت سنگین خود را در برابر این میراثها دریابند.
این روز خاص فرصت بالا بردن آگاهی عمومی در مورد تنوع میراث جهانی و کوششهای مورد نیاز جهت حمایت و حفاظت از آنها را فراهم میآورد، و همچنین به منظور جلب توجه نسبت به آسیب پذیری آنها است.
کمی پیشتر از آنکه جهان در سال ۱۹۳۱ (۱۳۱۰) در کنگره آتن به فکر تأسیس یک شورای حفاظت از بناها و محوطههای تاریخی بیفتد. در ایران اولین قوانین حفاظت از آنچه آثار باستانی خوانده میشد به تصویب مجلس شورای ملی (۱۳۰۹) رسید و به همت جمعی از رجال فرهنگی انجمنی تحت عنوان انجمن آثار ملی تشکیل شد. (۱۳۰۴)
شهریور ماه ۱۳۱۰ اولین گروه از آثار ملی ایران که شامل چند بنا و محوطه بود به امضای مدیر فرانسوی اداره عتیقات به ثبت ملی رسیدند و اینگونه نقش حاکمیت در حفظ و حراست از میراث فرهنگی این مرز و بوم شکل رسمی به خود گرفت.
داستان حفاظت از آثار تاریخی با چندین تغییر در قوانین و چارتهای سازمانی و اداری و در کنار فراز و نشیب های سیاسی و اقتصادی برای بیش از ۸۸ سال تا کنون ادامه داشته است. در طول این دهه ها کیفیت و کمیّت حفاظت در ایران هم دستخوش فراز و نشیب های حاصل از عوامل محیطی کشور بوده است.
در پایان دوره پهلوی فهرست آثار ملی سیاهه ای از دارایی های ملی ایران با حدود ۱۶۳۳ اثر بود که عمدتاً محوطه های باستانی و آثار معماری فاخر را شامل می شد.
ترکیب نهادهای دولتی متولی حفاظت و پژوهش در موضوع میراث فرهنگی کماکان تا دهه ۷۰ ثابت ماند تا اینکه در این دهه از ادغام همه واحدهای مرتبط با موضوع میراث فرهنگی و با توجه به سه اصل پژوهش و حفاظت و معرفی، سازمان میراث فرهنگی تشکیل شد.
شهر مشهد به سبب وجود حرم مطهر امام رضا (ع) و جایگاه مهمی که در طول تاریخ داشته است از آثار تاریخی متعددی برخوردار است. در میان جاهای دیدنی این شهر مکان های تاریخی مشهد بسیار مورد توجه بوده است.
1700 اثر ثبت شده در خراسان رضوی
معاون میراث فرهنگی اداره کل میراث فرهنگی، گردشگری و صنایع دستی خراسان رضوی میگوید: میراث فرهنگی ثبت شده در فهرست آثار ملی و فهرست های ذیربط بالغ بر ۱۷۰۰ اثر در این استان است.
مرجان اکبری در مصاحبه با خبرنگار «صبح امروز» با توجه به اینکه ۲۹فروردین به نام روز بنا و محوطههای تاریخی نامگذاری شده پیرامون اهمیت فرهنگی این محوطهها میافزاید: از این آثار ۱۴۷۴ اثر غیر منقول که شامل ۹۸۲ بنا و نیز ۴۹۲ محوطه تاریخی در فهرست آثار ملی از سال ۱۳۱۰ تا امروز که ۹۰ سال می گذرد ثبت شده است.
وی بیان میکند: در شهرستان مشهد ۱۷۷ بنا و ۶۰ محوطه تاریخی، جمعا ۲۳۷ اثر غیر منقول ثبتی وجود دارد.
اکبری پیرامون وضعیت فعلی این آثار و بناها توضیح میدهد: با توجه به اعتبارات تخصیصی، حدود ۱۵ ٪ این محوطهها دارای برنامههای مدون و تعریف شده با اعتبارات استانی و ملی سال جاری هستند و برخی نیز که دارای مالکیت خصوصی و یا دیگر نهادها و ارگانها هستند با اعتبارات آن بخش حفاظت، مرمت و مورد احیا و بهره برداری قرار دارند.
نمادی از هویت وجودی و مکانی
معاون میراث فرهنگی استان خراسان رضوی اذعان میکند: برخی از این آثار نیز در برنامههای عمرانی بلند مدت و یا در برنامههای مرمتهای اضطراری اداره کل استان قراردارند.
اکبری در پاسخ به خبرنگار ما در خصوص چرایی اهمیت این بناها ابراز کرد: اینها همه دست ساخته گذشتگان هستند و نمادی از هویت وجودی و مکانی ما محسوب میشود.
وی بیان میکند: ریشههای هویتی هر مشهدی و یا هر توسی در شهرستان مشهد به این بناهای تاریخی و هویت به جا مانده وابسته است و دیگران مشهد و مشهدی یا خراسان و خراسانی را با آن می شناسند.
حرم مطهر، نماد خراسان رضوی
اکبری اظهار میکند: حرم مطهر رضوی و بناهای وابسته به آن که بنایی تاریخی- مذهبی و معرف هویت مشهد و نماد خراسان رضوی است به شماره ۱۴۰ در ۱۵ دیماه ۱۳۱۰ از اولین آثار ثبت شده در فهرست آثار ملی ایران است.
وی در خصوص آثار تخریب این محوطههای تاریخی اظهار میکند: تخریب آثار تاریخی در بیشتر فرهنگها نکوهیده است و از آن با عنوان وندالیسم آثار تاریخی یاد می شود.
اکبری یاداور میشود: بنای تاریخی یک ارزش و یک داشته است و در خیلی از مباحث به عنوان ثروت ملی از آن یاد می شود.
