چرا تب اجاره خانه پایین نمی‌آید؟

مسکن، در حال حاضر یکی از مهم‌ترین معضلات و مشکلات جوانان بشمار می‌رود و بدیهی است که با توجه به قیمت‌های سرسام‌آور ملک، موضوعاتی هم‌چون رهن و اجاره نسبت به قبل جایگاه ویژه‌ای پیدا کرده‌اند. یکی از نکات مطرح شده در مبحث رهن مسکن ویژگی‌های ملک است‌.

این‌که ملک در چه محله‌ای واقع شده، خانه ویلایی است یا آپارتمانی، متراژ آن چقدر است و موضوعاتی از این دست، تعیین می‌کنند که ملک برای رهن مناسب است یا برای اجاره؛ البته، تقاضای بازار، وضعیت معیشتی مردم، نرخ سود، تعداد خانه‌های خالی قابل اجاره یا رهن، موقعیت مالی موجر و مستاجر و امثال آن نیز در مبحث محاسبه رهن کامل خانه یا اجاره آن دخیل هستند.

چه بسا مالکینی که ترجیح می‌دهند به جای رهن دادن خانه یا آپارتمان خود، مبلغی را به صورت ماهیانه دریافت کرده و با آن امرار معاش کنند. این‌که مبلغ رهن، چند درصد قیمت خانه است، به چندین عامل بستگی دارد. منطقه و محله‌ای که واحد مسکونی در آن واقع شده است، متراژ واحد، چند سال ساخت بودن‌آن، امکانات واحد و عواملی از این دست، تعیین کننده مبلغ رهن یا اجاره آپارتمان هستند.

 

دولت باید تعیین کند که چرا در حوزه مسکن چنین مشکلاتی وجود دارد و فکری به حال قشری که نیازمند آن هستند بکند. دولت باید سرمایه‌گذاری انجام دهد اما نه از نوع مسکن مهر با آن وضعیتی که دارد، بلکه برای قشر آسیب‌پذیر و همچنین جودن کشور که نسل آینده هستند تدبیری بیندیشد

 

بهترین زمان برای رهن یا اجاره یک واحد مسکونی، معمولا زمانی است که تقاضا برای مسکن اندک است و موجرین، حاضرند با قیمت‌های پایین‌تر نیز معامله کنند. اغلب، فصول قبل از عید یا قبل از آغاز مهر، پرتقاضاترین فصول برای مسکن هستند و بهای قراردادهای رهن و اجاره ملک نیز در آن‌ها بالا است.

به گزارش روزنامه «صبح امروز» مسئله‌ای که وجود دارد افزایش قیمت مسکن و اجاره‌بها در سال گذشته و جاری است؛ به نحوی که صاحبخانه‌ها به یکباره و بدون قانون و ضابطه قیمت خانه خود را به طور سرسام‌آوری بالا بردند، هرچند دولت در ایام کرونا ساز‌وکار‌های مختلفی برای کم کردن بار مالی از دوش مستاجران به‌کار بست و پویشی نیز به نام بخشش اجاره‌بها به راه افتاد، اما در مجموع تب آن فرو‌کش نکرد و افراد روز‌به‌روز بیشتر از‌پیش به حاشیه شهر‌ها رانده شدند.

اکنون اینگونه به‌نظر می‌رسد که دستگاه‌های متولی این امر نیز از کوشش برای رفع گرانی مسکن و اجاره‌بها دست کشیده‌اند، به همین دلیل به سراغ  سرپرست دادسرای ناحیه ۷ مشهد رفتیم تا بدانیم چرا با‌وجود اینکه مدت‌ها است که صاحب‌خانه‌ها به‌طور سلیقه‌ای مشغول قیمت‌گذاری و اجاره ملک خود هستند، دادستانی این موضوع را پیگیری نکرده و با متخلفان این حوزه بر‌خورد نمی‌کند.

علاج مشکل مسکن قانون مالیات برخانه‌های خالیست

غلامرضا قنبری راد در گفتگو با «صبح امروز» می‌گوید: مبحث اجاره‌بها در کلیت یک امر عمومی است که تاثیر زیادی بر اقتصاد جامعه دارد، اما ما نمی‌توانیم هر موضوعی را به دادستانی ارتباط دهیم و بگوییم چرا در آن ورود پیدا نکرد. مشکلات اقتصادی وجود دارد و همه از آن مطلع هستیم، اما خلل قانونی این موضوع که همچنان با آن مواجهیم، بحث مالیات بر خانه‌های خالی است و اگر اجرایی شود بر کاهش قیمت مسکن و اجاره‌بها تاثیر دارد.

وی ادامه می‌دهد: به‌طور یقین اگر این قانون اجرایی شده و از مجلس خارج شود، بخشی از مشکلات در حوزه اجاره‌نشینی و سکونت حل می‌شود، اما اکنون به معضلی جدی تبدیل شده که دلیل عمده آن نوسانات اقتصادی است که در یک سال گذشته در کشور رخنه کرده است.

مافیا، عوامل گرانی مسکن

سرپرست داد‌سرای ناحیه ۷ مشهد تصریح می‌کند: طی بررسی که در منطقه الهیه مشهد انجام دادیم به این نتیجه رسیدیم که طیفی در آنجا وجود دارند که به صورت شبکه‌ای، هم متصدی بنگاه‌های املاک هستند و هم خودشان در ساخت‌وساز‌های آن منطقه نقش دارند که به‌صورت هماهنگ سرمایه‌گذاری کرده‌اند و در قیمت مسکن تاثیر گذارند.

مسکن در مشهد گران‌تر از تهران است

وی با بیان اینکه «اکنون قیمت مسکن در برخی نقاط مشهد، از تهران بالاتر است» ابراز می‌کند: دلیل وجود این امر نبود طرح تفصیلی در سال‌های گذشته است، که تاثیر بسیاری بر موضوع ساخت‌وساز‌های غیر مجاز وقیمت مسکن دارد اما بازهم تاکید میکنیم که قانون مالیات بر خانه‌های خالی راهکار اساسی این موضوع است.

قنبری‌راد ابراز می‌کند: خانه‌های خالی زیادی در شهر‌ها وجود دارد که به محض اینکه این قانون اجرایی شود، صاحبان آن ناچارند با قیمتی کمتر از آنچه که مد‌نظرشان است بفروشند و یا اجاره دهند و ما در دستگاه قضایی راهکار دیگری برای این موضوع نداریم، بلکه با جرم مقابله می‌کنیم.

دولت باید به فکر مشکل مسکن باشد

وی در پاسخ به این سوال که «سالیان زیادی است که صحبت از قانون مالیات بر خانه‌های خالی به میان آمده، اما خبری از اجرایی شدن آن نیست، اگر این طرح تصویب نشود تکلیف چه خواهد بود؟» خاطرنشان می‌کند: دولت باید تعیین کند که چرا در حوزه مسکن چنین مشکلاتی وجود دارد و فکری به حال قشری که نیازمند آن هستند بکند. دولت باید سرمایه‌گذاری انجام دهد اما نه از نوع مسکن مهر با آن وضعیتی که دارد، بلکه برای قشر آسیب‌پذیر و همچنین جودن کشور که نسل آینده هستند تدبیری بیندیشد.

غلامرضا قنبری‌راد تبیین می‌کند: اکنون تهیه مسکن به‌نوعی برای جوانان ما به یک آرزو تبدیل شده است، که امیدواریم دولت با برنامه‌ریزی که  در حوزه مدیریت مسکن انجام می‌دهد، در گذر زمان از این شرایط عبور کنیم.

این روزها نه فقط مردم بلکه مشاوران املاک هم از وضعیت بازار مسکن به تنگ آمده‌اند. اگرچه این نابسامانی‌ها بی‌دلیل نیست اما قطعا راهکارهایی برای برطرف کردن مشکلات حاصل از آن وجود دارد. خبرهای متفاوتی درخصوص اجاره‌بها و بازار مسکن شنیده می‌شود. حتی در ایام کرونایی به دادن مهلت برای تخلیه به مستاجران اشاره شد و دولت از این قشر حمایت خود را اعلام کرد. اما نه تنها به هیچ‌کدام توجهی نشد بلکه برخی صاحبان املاک فشار مضاعفی را برای دریافت اجاره‌بهای بیشتر بر مستاجران تحمیل کردند و هیچ‌گونه نظارتی هم بر این افزایش‌های سلیقه‌ای اعمال نشد.

در شرايط کشور ما ميزان توليد و عرضه مسکن کمتر از تقاضاي آن است. به طوري‌که کمبود مسکن گراني زمين و اجاره‌بها و …، مشکلات اساسي سکونت در مراکز شهري کشورمان به‌حساب می‌آید. اکنون که فشار اقتصادی بیش از قبل بر مستاجران و قشر ضعیف تحمیل می‌شود، ضرورت نظارت و توجه دولت در این حوزه بسیار مهم و محسوس است.
