بررسی «صبح امروز» از مشکلات قالی‌بافی و عدم خود‌کفایی در تولید مواد اولیه فرش دستباف

در پی انتشار خبر توقف صادرات فرش دستباف ایرانی به بررسی دلایل آن پرداختیم و به سراغ مدیر یکی از کارگاه‌های تولیدی استان رفتیم که وی عوامل متعددی از جمله عدم خودکفایی در تولید پشم و ابریشم را عامل گران تمام شدن قیمت فرش دستباف و در نتیجه توقف صادرات آن عنوان کرد. یکی دیگر از مشکلات فعالان این حوزه فقدان بیمه فرش‌بافان است که همین امر منجر به کاهش تعداد فعالان این حوزه می‌شود.

به گزارش روزنامه «صبح امروز» بهترین پشم دنیا متعلق به قاره اقیانوسیه است. استرالیا و نیوزیلند بهترین و مرغوب‌ترین پشم دنیا را برای نساجی و قالی‌بافی تولید می‌کنند، اما کشور ما می‌تواند در تولید آن خود‌کفا باشد؛ زیرا از پتانسیل و نیروی‌ کار خوبی بر‌خوردار است.

 

حسینی: هر شخصی با قرار‌دادن یک دار قالی در منزل خود از  بیمه استفاده می‌کرد؛ چراکه میزانی از حق بیمه آن‌ها توسط دولت پرداخت شده و مابقی آن را خودشان پرداخت می‌پردازند که امتیاز بسیار خوبی محسوب می‌شود

 

عدم پوشش بیمه قالیبافی برخی بافندگان فرش استان  یکی دیگر از معضلات جدی این حوزه است، به طوری که در سال ۸۷ قرار شد ظرف ۱۰ سال یک میلیون نفر از قالیبافان تحت پوشش بیمه تأمین اجتماعی قرار گیرند. این روند تا سال ۹۳ ادامه پیدا کرد و سالی ۸۰ هزار نفر بیمه شدند و به این ترتیب جمعیت بیمه‌شدگان قالی‌باف به ۴۵۰ هزار نفر رسید. اما پس از آن به دلیل عدم تأمین منابع مالی، سازمان تأمین اجتماعی علاوه بر آنکه افراد جدید را مشمول بیمه خود نکرد خیلی‌ها را نیز از حمایت این بیمه محروم کرد. به طوری که فقط ۳۲۰ هزار نفر بیمه شده‌ باقی ماندند
مدیر روابط عمومی سازمان تامین اجتماعی خراسان رضوی در پاسخ به چرایی ایجاد چنین شرایطی در گفت‌وگو با «صبح امروز» می‌گوید: از آنجا که هیچ‌گونه بازرسی توسط سازمان تامین‌اجتماعی از قالی‌بافان انجام نمی‌شد  هر شخصی با قرار‌دادن یک دار قالی در منزل خود از این بیمه استفاده می‌کرد؛ زیرا میزانی از حق بیمه آنان توسط دولت پرداخت شده و مابقی را خودشان پرداخت می‌کنند که امتیاز بسیار خوبی محسوب می‌شود.

سوءاستفاده از بیمه قالی‌بافی

حسینی می‌افزاید: بعد از این موضوع شرایط دریافت بیمه به این نحو تغییر کرد در صورتی که این ‌افراد به میزان مشخصی قالی ببافند از شرایط بیمه بر‌خوردار می‌شوند که پس از بازرسی‌های انجام شده از سوی اداره کار، اتحادیه فرش و سازمان تامین اجتماعی مشخص شد که بسیاری از افراد، بافنده نیستند و صرف دریافت بیمه به صورت تفریحی به این کار مشغول هستند که بیمه آنان قطع شد.

 

مخملی: فرش نباید محدودیت برگشت ارزی داشته ‌باشد؛ چراکه کالایی ملی است و باید از آن حمایت شود تا رونق بگیرد. درواقع پس‌ از آنکه این صنعت توانست جایگاه خود را در اقتصاد باز‌کند، مطالبه‌گری‌ها از آن آغاز شود

 

وی با بیان اینکه «ما در یک شهر کوچک ۶ هزار و ۴۰۰ نفر قالی‌باف داشتیم که اگر این تعداد واقعی بود اکنون کل دنیا فرش شده‌ بود» تصریح می‌کند: افراد و تولیدی‌هایی که به این کار مشغول هستند و از طریق آن کسب در‌‌آمد می‌کنند به هر دلیلی بیمه آنان قطع شده است، می‌توانند با مراجعه به سازمان تامین اجتماعی و پس از بررسی‌های لازم از این بیمه بهره‌مند شوند.

مشکلی به‌ نام نبود بیمه بیکاری

در این بین عاطفه مداح، مدیر کارگاه قالی بافی در واکنش به اظهارات مدیر روابط عمومی سازمان تامین اجتماعی در باره بیمه قالی‌بافان بیان می‌کند: تنها مزیتی که بیمه قالی‌بافی دارد این است که دولت بخشی ازآن را پرداخت می‌کند، در صورتی که بیمه بیکاری و از کار‌افتادگی ندارد و بافنده به هر دلیلی چون بیماری نتواند به کار خود ادامه دهد تا زمانی که ناتوانی او به پزشک ثابت نشود باید به فعالیت خود مشغول باشد.

روزی ۳۵۰۰ گره بزنید تا بیمه شوید

وی در گفتگو با «صبح امروز» می‌گوید: سازمان بیمه، قالی‌بافان را موظف کرده تا روزی ۳ هزار و ۵۰۰ گره بزنند و بافت فرش خود را در مدت‌ زمان مشخص شده به اتمام برسانند، سپس آن را به سازمان تامین اجتماعی ببرند تا بیمه آنان تایید شود و هیچ‌گونه بازرسی توسط این سازمان انجام نمی‌شود. به همین دلیل برخی افراد فرش خود را به بافنده می‌دهند تا در مدت زمان مشخص آن را ببافد که بتوانند از بیمه آن استفاده کنند، در صورتی که بافندگان اصلی از هیچ‌گونه بیمه‌ای بر‌خوردار نیستند.

 عدم یکسان بودن حجم کار با تعداد بافندگان

مداح با بیان اینکه «حجم کار با تعداد بافندگان یکسان نیست و در صورتی که روزی حق بیمه خود را پرداخت نکنند، باطل می‌شود» ابراز می‌کند: بیمه از بافندگان می‌خواهد که مانند یک کارمند کار کنند، در‌صورتی که کارمندان تعطیلی دارند، اما قالی‌بافان باید در این ایام نیز مشغول به‌کار باشند، همچنین به بانوان مرخصی زایمان اعطا نمی‌شود. بیمه باید افراد اصلی را شناسایی کند تا بتوانند از حق خود استفاده کنند.

 

تنها مزیتی که بیمه قالی‌بافی دارد پرداخت بخشی از سهم بیمه توسط دولت است، این درحالی است که بیمه بیکاری و از کار‌افتادگی ندارد و بافنده در صورتی‌که به هر دلیلی چون بیماری نتواند به کار خود ادامه دهد، تا زمانی که ناتوانی او به پزشک ثابت نشود باید به فعالیت خود مشغول باشد

 

پس از بررسی تمام موارد به گفتگو با رئیس اتحادیه فرش استان خراسان رضوی رفتیم و این موارد را با وی در میان گذاشتیم.

اغراق در اعلام میزان وابستگی به واردات مواداولیه

رئیس اتحادیه فرش استان می‌گوید:  اینکه برخی از افراد اعلام می‌کنند ۸۰ تا ۱۰۰ درصد مواد اولیه مورد نیاز قالی‌بافان مانند پشم و ابریشم وارداتی است صحت چندانی ندارد، اما برخی مواد مانند رنگ‌دانه‌ها، مواد رنگرزی و ابریشم برای فرش‌هایی که به طور صد درصد از آن استفاده می‌شود از خارج وارد می‌شود با این وجود تولید مواد اولیه بومی در داخل کشور زیاد است به عنوان مثال در مشهد کارگاه‌هایی داریم که مواد اولیه را به خارج از استان صادر می‌کنند.

هادی مخملی در گفتگو با «صبح امروز» می‌افزاید: به دلیل اینکه بازار دچار رکود است و چرخه ارزشی تولید فرش آسیب دیده، شاید شرایط بر‌عکس شده‌ باشد و از سایراستان‌ها واردات داشته‌ باشیم، اما از خارج کشور به دلیل رکود و تعطیلی چند ساله کارگاه‌های تولید ابریشم فقط این محصول وارد می‌شود. به دلیل اینکه کارگاه‌های تولید ابریشم حدود یک سال است که راه افتاده‌اند و درحال جان گرفتن هستند تنها جوابگوی بخشی از نیاز بافندگان هستند و برای تامین قسمت دیگر آن مقداری به خارج وابسته هستیم.

عوامل تاثیر‌گذار بر توقف صادرات

مخملی در خصوص عوامل تاثیرگذار بر توقف صادرات فرش اظهار می‌کند: تحریم‌های ظالمانه، نا‌مناسب بودن محیط کسب‌و‌کار، قوانین باز‌دارنده و در نهایت شیوع ویروس کرونا موجب شد تا بخشی از نو‌آوری که «صادرات» است، منتفی شود. نمایشگاه فرش نقطه، قابل اتکایی برای تولید‌کنندگان بود که با تعطیلی مواجه شد و تاریخ آن به تعویق افتاد تا وضعیت کرونا مشخص شود.

مشکلی به نام محدودیت ارزی

رئیس اتحادیه فرش استان خراسان رضوی با بیان اینکه «فرش کالایی مصرفی و ضروری نیست، بلکه تجملی و ثانویه است» تصریح می‌کند: دولت باید شرایطی را برای فروش آن فراهم کند تا قابلیت رقابت‌پذیری داشته باشد، به عنوان مثال فرش نباید محدودیت برگشت ارزی داشته ‌باشد، زیرا کالایی ملی است و باید از آن حمایت شود تا رونق بگیرد و پس‌ از آنکه جایگاه خود را در اقتصاد باز‌کرد، مطالبه‌گری‌ها از آن آغاز شود.

وی در خصوص ادعای برخی از تولید‌کنندگان مبنی بر واردات فرش از کشور‌های خارجی می‌گوید: تعرفه فرش‌های خارجی بسیار بالا است و ورود آن به کشور ممنوع است و قاچاق محسوب می‌شود. بنابراین در صورت وارد شدن به کشور معدوم خواهد‌ شد و ما به شدت پیگیر این موضوع هستیم.

دولت؛ مانعی برای جان‌گرفتن صنعت فرش

مخملی با اظهار اینکه «دولت نمی‌گذارد صنعت فرش جان بگیرد» تشریح می‌کند: مدت بازگشت ارز در سایر کالا‌ها مانند مواد غذایی مشخص است، اما در این حوزه، فرش به صورت امانی صادر می‌شود و قرار‌دادی بین صادر‌کننده و خریدار در خارج از کشور بسته می‌شود که هر زمان فرش به فروش رسید آن شخص پس از برداشتن سهم خود، پول صادر‌کننده را به او پرداخت می‌کند و ممکن است این فرایند تا دو سال به طول بیانجامد.

وی با ابراز اینکه «افراد در داخل کشور می‌توانند به صورت اقساط بلند‌مدت فرش خریداری کنند در صورتی که در خارج به این شکل نیست و شرایط سخت‌تر است» می‌گوید:  وقتی که شرایط صادرات به این‌گونه باشد مدت زمان بازگشت پول طولانی می‌شود که در این صورت انگیزه‌ای برای صادر‌کننده فرش باقی نمی‌ماند و تنها راه این است که از این صنعت حمایت شود تا قدرت رقابت با سایر کشور‌ها را داشته باشد.

حمایت دولت از مشاغل کاذب

مخملی با تصریح اینکه «فرش کالایی ملی، اما زمین خورده است که بالا‌ترین رقم اشتغال زایی در کشور را دارد» بیان می‌کند: تولید ما باید توسعه‌ای و مولد باشد، زیرا زمانی‌که این صنعت برای تجار و تولید‌کنندگان ما توجیه اقتصادی نداشته باشد، سرمایه خود را صرف آن نمی‌کنند، بلکه شغل خود را تغییر داده و در مشاغل کاذب مشغول به کار می‌شوند. با‌وجود اینکه دولت باید شرایطی مانند تسهیلات و معافیت‌های مختلف به فعالان این صنعت اختصاص دهد و از پر‌افتخار‌ترین صنعت کشور حمایت کند از فعالیت‌های کاذب حمایت می‌کند.

سیاست‌های غلط عامل عدم بهینه سازی در تمام صنایع

وی با تایید اینکه «خراسان رضوی جزو استان‌های شاخص در این حوزه است» خاطر‌نشان می‌کند: تنوع تولیدات فرش در مشهد و استان قابل احصا نیست، زیرا قابلیت سفارش‌پذیری زیادی دارد و سلیقه تمام خریداران در دنیا با فرش خراسان منطبق است، اما سیاست‌گذاری‌های غلط موجب عدم بهینه‌سازی در این صنعت و سایر حوزه‌ها می‌شود. همچنین به خطر افتادن مراودات خارجی صدمه جدی به این بخش وارد می‌کند.

جای خالی حمایت‌های معنوی

رئیس اتحادیه فرش خراسان رضوی می‌گوید: تولید‌کنندگان در این حوزه به حمایت معنوی نیاز دارند، به عنوان مثال تمام کارخانه‌های تولید نخ و پشم در مشهد تغییر شغل داده‌اند که جای تاسف دارد. تمام این مسائل و مشکلات دست‌ در دست یکدیگر داده‌اند و شرایط کنونی را به وجود آورده‌اند، اما دولت باید برای افرادی که در این حوزه باقی‌مانده‌اند و مشغول فعالیت هستند تمایزی قائل شود و تسهیلاتی برایشان در نظر بگیرد زیرا این حرفه کاری زمان‌بر و سرمایه‌بر است.
