شورای عالی سیاستگذاری اصلاح طلبان، نهادی که می بایست نقش هماهنگ کننده و مغز متفکر اصلاح طلبان را در بزنگاه های سیاسی بر عهده داشته باشد، این روزها در منفعل ترین حالت ممکن است. پس از استعفای محمدرضا عارف، حرف و حدیث‌های بسیاری از چرایی و معنای استعفا تا سرانجام شورای عالی سیاستگذاری اصلاح‌طلبان به وجود آمد. حرف و حدیث‌هایی که این روز‌ها با نام بردن از جایگزین‌های عارف تداوم یافته است. پیش از آن اما استعفای موسوی لاری نائب رئیس شورای عالی سیاست گذاری و کسی که در خط مقدم برای تشکیل چنین شورایی قرار داشت اولین ضربه مهلک به پیکر این ساز و کار بود و از آنجا که ستون‌هایش از استحکام قابل قبولی برخوردار نبود این خلأ به وضوح خود را نشان داد. حرف و حدیث‌ها درباره اختلافات در درون اردوگاه چپ شدت و حدت بیشتری گرفت تا اینکه بعد از دوماه خبر استعفای محمدرضا عارف رئیس این شورا بر خروجی رسانه‌ها قرار گرفت؛ استعفایی که گفته می شود همزمان با استعفای موسوی لاری مطرح بوده اما اینکه چرا بعد از دو ماه علنی شده همچنان مبهم است. منتقدان می گفتند «تاریخ مصرفش تمام شده است»، «باید منحل شود» و… این‌ها تنها نمونه‌هایی از انتقادات تند و تیزی بود که نسبت به شورای عالی سیاست‌گذاری مطرح می‌شد که البته گاهی این انتقادات تنها ساختار این شورا را نشانه نمی‌گرفت و گاهی انتقادات متوجه شخص عارف می‌شد؛ آن هم از این جهت که معاون اول دولت سید محمد خاتمی یک فرد دانشگاهی و اجرایی است و از خط و ربط فعالیت‌های حزبی و تشکیلاتی چندان سر در نمی‌آورد. اما مسئله اصلی اینجاست که ساز و کار قدیمی اصلاح‌طلبان برای آنها عایدی‌ نداشته است و آخرین پیروزی در این میدان برای آنها به سال 80 و پیروزی سید محمد خاتمی باز می‌گردد. حالا اما از یک سو سیل انتقادات و از سوی دیگر استعفاهای معنادار رئیس و نائب رئیس شورای عالی سیاست گذاری مشروعیت این شورا را در میان اصلاح‌طلبان با مشکل رو به رو کرده است. اما معضلی بزرگتر هم وجود دارد و آن انتخابات 1400 است که تقریبا 10 ماه با آن فاصله دارند و در این چند ماه باید به دنبال نوش‌دارویی باشند تا زخم‌هایشان را التیام ببخشد و آنها را دوباره برای یک مبارزه آماده کند. «پارلمان اصلاحات» یکی از همان نهادهای جایگزینی بود که تنها چندماه بعد از انتخابات 94 مطرح شد و برخی احزاب سفت و سخت از آن حمایت می‌کردند اما این پارلمان هیچگاه رنگ واقعیت به خود نگرفت و اساسا ظهور و بروزی جز در محافل سیاسی و حزبی اصلاح‌طلبان پیدا نکرد. از سوی دیگر بازگشت به همان روش قبل و میدان‌داری «جبهه هماهنگی اصلاح‌طلبان» و «شورای مشورتی رئیس دولت اصلاحات» هم بعید است بتواند موانع را دور بزند و وحدتی در میان این جناح ایجاد کند. از آنجا که زمان تنگ است و عقربه‌های ساعت به سرعت در حال حرکت هستند فکر ایجاد ساز و کاری جدید برای وحدت اصلاح‌طلبان نمی‌تواند راه به جایی ببرد با این اوصاف تنها گزینه باقی مانده اصلاح‌ ساختاری در شورای عالی سیاست‌گذاری است یعنی علاوه بر تغییر رئیس آن باید فکری هم به رفع موارد اختلافی کرد تا شاید روزنه امیدی برای این جریان در انتخابات 1400 باز شود. «عارف تشکیلاتی نیست» این مهمترین نقدی بود که در این سال‌ها نسبت به محمدرضا عارف و نحوه مدیریتش در شورای عالی سیاست‌گذاری مطرح بود. بنابراین وقتی صحبت از جایگزین برای عارف مطرح می‌شود اولین شاخصه‌ای که می‌تواند رضایت اصلاح‌طلبان را به دست بیاورد حزبی و سیاسی بودن فرد است؛ کسی که جنس رفتار تشکیلاتی را بشناسد و بتواند در این مسیر گام بردارد. همین شاخصه کافی است تا اسامی چون «بهزاد نبوی» و «عبدالله نوری» بر سر زبان‌ها بیفتد. «سوابق نوری با محمدضا عارف متفاوت است و کارکردهای سیاسی آنها در جریان اصلاحات قابل قیاس نیست» این را غلامحسین کرباسچی گفته است. او همچنین می گوید: «‌انتقاد تکامل‌بخش است و افراد باید با کارنامه، رفتار و شخصیتشان مورد نقد قرار بگیرند؛ بنابراین مسئله مهم در حرکت جریان اصلاحات، بهبود وضعیت کشور و حل مشکلات اقتصادی و سیاسی بوده و لذا انتقاد از رئیس فراکسیون امید طبیعی است و او یا باید پاسخ دهد یا باید انتقادات را بپذیرد. عبدالله نوری شخصیتی قابل احترام، توانا در حل مسائل سیاسی، صالح و با سوابق مثبت است که می‌تواند گزینه مناسبی برای جایگزینی عارف باشد؛ اما دراین‌باره باید اعضای پارلمان نظر بدهند»

از آنجا که زمان تنگ است و تا انتخابات 1400 کمتر از 10 ماه فرصت باقیست. فکر ایجاد ساز و کاری جدید برای وحدت اصلاح‌طلبان نمی‌تواند راه به جایی ببرد با این اوصاف تنها گزینه باقی مانده، اصلاح‌ساختاری در شورای عالی سیاست‌گذاری است. یعنی علاوه بر تغییر رئیس آن باید فکری هم برای رفع موارد اختلافی کرد تا شاید روزنه امیدی برای این جریان در انتخابات 1400 باز شود

 

جواد امام هم از نزدیکان سیدمحمد خاتمی، در گفت‌وگو با «ایسنا» گزینه مناسب برای ریاست بر شورای عالی را عبدالله نوری نامیده است و گفته: «اجماع‌سازی با همه شخصیت‌های حقیقی و حقوقی شورای عالی کار طاقت‌فرسایی است و اگر عارف تشخیص داده است که از کار جمعی فاصله بگیرد، به‌نظر من عبدالله نوری جایگزین مناسبی برای اجماع‌سازی و تقویت شورای عالی است و حتی احزابی که به شورای عالی نقد دارند، پذیرای عبدالله نوری هستند.»

از سوی دیگر حسین مرعشی سخنگوی حزب کارگزاران «بهزاد نبوی» را گزینه‌ای مناسب برای جایگزینی عارف می‌داند. البته او در میان گزینه‌ها از مجید انصاری و حتی محسن هاشمی هم نام می‌برد. او به روزنامه سازندگی می‌گوید:«سه‌ خصوصیت از نظر من برای ریاست آینده شورا مهم است؛ اول اینکه طیف‌های مختلف این جبهه، اعم از طیف‌های ارزشی تا میانه‌رو و رادیکال، باید او را قبول داشته و رابطه خوبی با او داشته باشند. دوم اینکه به لحاظ سیاسی باید نقش جبهه اصلاحات و انتخابات آینده را باور داشته باشد. اگر قرار باشد خودش دراین‌باره مردد باشد که آیا باید شرکت کنیم یا خیر، نباید چنین باشد و باید بتواند فضای سیاسی را به‌خوبی تحلیل کند و بن‌بست‌ها را بشکند. سوم هم اینکه پیام انتخاب این فرد به نظام باید پیام همراهی و همکاری باشد. نباید شکاف بین نظام جمهوری اسلامی و اصلاح‌طلبان را که سال‌هاست وجود دارد، بیشتر کند و باید در جهت ترمیم روابط بین اصلاح‌طلبان و نظام سیاسی حرکت کند».‌ سخنگوی حزب کارگزاران درباره اینکه آیا عبدالله نوری شایستگی ریاست شورا را دارد یا نه، گفته است: «آقای نوری گذشته از اینکه خودش هم این مسئولیت را نخواهد پذیرفت، ویژگی سوم را هم به اعتقاد من ندارد و پیام همراهی و همکاری با نظام از این طریق منتقل نخواهد شد؛ اما بهزاد نبوی می‌تواند انتخاب خوبی باشد».

حال باید دید در این وانفسای کرونایی که دنیای سیاست را نیز درگیر خود کرده است، اصلاح طلبان چگونه و با چه سازوکاری قرار است وارد انتخابات ریاست جمهوری آینده شوند. انتخاباتی که یا آنها را به انزوای چندین ساله می فرستد یا قدرت پاستور به آنها خواهد رسید.
