بررسی «صبح امروز» از اقدامات دستگاه‌های مسئول برای خدمات‌رسانی استاندارد به معلولان؛
توانمندسازی معلولان یا تغییر فرهنگ جامعه!

بیگاری کشیدن از معلولان، عدم تأمین مخارج زندگی به ویژه پوشک در معلولان ضایع نخاعی، وضعیت نامناسب عبور و مرور از زیرگذرهای قطار شهری، دشوار بودن گرفتن وام مسکن و… از جمله مشکلات معلولان ضایعه نخاعی بود که در گزارش قبلی این روزنامه با عنوان «تناقض‌ها در اجرایی نشدن یک لایحه» منتشر شد.
به گزارش روزنامه «صبح امروز» طبق وعده‌مان برای پیگیری بیشتر به سراغ مسئولان مربوطه رفتیم تا علاوه بر بازگو کردن مشکلات معلولان بیشتر از کم‌وکیف شرایط موجود و خدمات رسانی دستگاه‌ها مطلع شویم.
فیروزی: حلقه طلایی در توانمندسازی افراد دارای معلولیت تلفیق و تجمیع اجتماعی است؛ بنابراین برای محقق شدن این امر نیازمند تلاش تمام آحاد جامعه هستیم
مسعود فیروزی، معاون توانبخشی بهزیستی خراسان رضوی در گفت‌وگو با خبرنگار «صبح امروز» با بیان اینکه “هر فعالیتی که مربوط به توانبخشی و توانمند شدن افراد دارای معلولیت است را انجام می‌دهیم” اظهار کرد: بحث مستمری، هزینه‌های درمانی، کمک به فعالیت‌های هنری، کمک به فعالیت‌های ورزشی، طرح‌های توانمندسازی، کمک به وسایل توانبخشی، کمک به وسایل پزشکی، نگهداری افراد دارای معلولیت در مراکز، آموزش‌های روزانه در مراکز، توانبخشی مبتنی بر جامعه توسط تسهیلگران در سراسر روستاهای کشور، توانبخشی شهری، مناسب‌سازی و کنترل بر نظارت مناسب‌سازی شهر و مناسب‌سازی منازل و خودروهای معلولان تنها بخشی از اقدامات بهزیستی در رابطه با معلولان است.
وی با اشاره به اینکه «پیگیری مواردی که مربوط به قانون حمایت از حقوق افراد دارای معلولیت است را نیز انجام می‌دهیم» گفت: معافیت‌های سربازی، بحث‌های مالیاتی، خدمات تمام پزشکی مانند گفتار درمانی، کار درمانی، فیزیوتراپی، شنوایی از جمله خدمات متعددی است که ارائه می‌دهیم.
طبق اعلام بهزیستی کشور در سال جاری به تعدادی از معلولان بدون ضامن وام تعلق می‌گیرد
معاون توانبخشی بهزیستی خراسان رضوی در خصوص «وام اشتغال و مسکن معلولان» تصریح کرد: در تلاشیم رایزنی‌هایی را با بانک‌ها انجام دهیم تا شرایط برای گرفتن وام معلولان تسهیل شود، البته طبق اعلام بهزیستی کشور در سال جاری به تعدادی از معلولان بدون ضامن وام تعلق می‌گیرد که از محل یارانه‌هایشان کسر می‌شود.
پرداخت سهم بیمه توسط بهزیستی برای اشخاصی که معلولان را به کار می‌گیرند
فیروزی تشریح کرد: در خصوص اشتغال معلولان دو بحث پیش‌رو داریم. بحث اول مربوط به استخدام سه درصد معلولان است که در روزنامه‌ها اعلام شده و با توجه به قانون و پیگیری‌های درون سازمانی انجام می‌شود. بحث دوم افرادی هستند که تمایل دارند افراد دارای معلولیت را به کار بگیرند بهزیستی نیز به عنوان خدمات به این اشخاص سهم بیمه‌شان را پرداخت می‌کند.
وی با تأکید بر این مطلب که “اگر از معلولی بیگاری می‌کشند و در پرداخت دستمزد کوتاهی می‌کنند باید به اداره کار به عنوان مرجع حل چنین اختلافاتی مراجعه کنند و این اداره موظف است پیگیری‌های لازم را انجام دهد» بیان کرد: اگر معلولان که چنین تجربه‌ای را داشته‌اند به بهزیستی نیز مراجعه کنند از لحاظ حقوقی موضوع را پیگیری می‌کنیم، اما تاکنون یک نفر هم با بنده تماس نگرفته که راجع به این موضوع شکایت داشته باشد.
بخت‌آزما: برای نصب آسانسورها در خط دو قطار شهری دستگاه‌ها خریداری و ثبت سفارش شده است، اما در اواخر سال ۹۸ بحث کرونا و تحریم که پیش آمد متأسفانه ورود اجناس به داخل کشور ممنوع شد
معاون توانبخشی بهزیستی خراسان رضوی یادآور شد: در رابطه با رفع فقر مطلق این قشر از جامعه، یک ردیف بودجه‌ای در لایحه بودجه از طرف دولت پیشنهاد می‌شود و توسط مجلس به تصویب می‌رسد که جامعه هدفش در بهزیستی و کمیته امداد امام خمینی هستند و هر کدام سهم خودشان را می‌گیرند.
هزینه زندگی افراد معلول بیشتر از افراد سالم است
فیروزی در پاسخ به این پرسش که راهکار اساسی برای بهبود و حل مشکلات معلولان چیست؟ گفت: وقتی شرایط اقتصادی سخت می‌شود برای تمام افرادی که در دهک‌های پایین جامعه هستند مشکلاتی به وجود می‌آید، اما برای افراد دارای معلولیت این مشکلات دو چندان می‌شود؛ زیرا هزینه زندگی افراد معلول بیشتر از افراد سالم است. اگر همه مفاد قانون حمایت از حقوق معلولان که مصوبه سال ۹۶ است و به صورت پلکانی اجرا می‌شود عملیاتی شود بخش مهمی از مشکلات معلولان را رفع می‌کند.
معاون توانبخشی بهزیستی خراسان رضوی «حلقه طلایی در توانمندسازی افراد دارای معلولیت را تلفیق و تجمیع اجتماعی» توصیف کرد و توضیح داد: برای محقق شدن این امر نیازمند تلاش تمام آحاد جامعه هستیم؛ یعنی امکانات حمل‌و‌نقل به صورتی باشد که هزینه رفت‌وآمد معلولان زیاد نشود، بنگاه‌های بیمه خدمات توانبخشی را کامل زیر پوشش بگیرند، سازمان‌های دولتی حمایت کنند، شهردارهای‌ها مقررات را رعایت کنند، همه سازمان‌ها طبق مفاد قانون حمایت از حقوق معلولان وظیفه خود را انجام دهند، دستگاه‌های فرهنگی نگرش و نگاه افراد جامعه را به معلولان تغییر دهند تا قابلیت‌ها و استعدادهایشان به رخ کشیده شده و از طرفی محدودیت‌ها مشخص و به حداقل برسد.
۱۲ تا ۱۵ درصد افراد جامعه معلول هستند
فیروزی ادامه داد: ۱۲ تا ۱۵ درصد افراد جامعه را معلولان تشکیل می‌دهند تمام افراد جامعه باید بپذیرند معلولان هم مانند افراد سالم حق حیات دارند.
مدیر روابط عمومی حمل و نقل و ترافیک شهرداری مشهد فرد دیگری بود که با گفت‌وگو کردیم تا از وضعیت زیرگذرهای قطار شهری برای عبور و مرور معلولان مطلع شویم.
تحریم مانعی برای ورود اجناس به داخل کشور است
مجید بخت‌آزما در گفت‌وگو با خبرنگار روزنامه «صبح امروز» گفت: خط یک قطار شهری تمام زیرگذرها آسانسور دارد و مشکلی برای عبور و مرور معلولان وجود ندارد. برای نصب آسانسورها در خط دو قطار شهری دستگاه‌ها خریداری و ثبت سفارش شده است. در اواخر سال ۹۸ بحث کرونا و تحریم که پیش آمد متأسفانه ورود اجناس به داخل کشور ممنوع شد.
در حالی که روز به روز بر مشکلات معلولان افزوده می‌شود و به گفته سرپرست معاونت توانبخشی و پیشگیری از معلولیت‌های سازمان بهزیستی ضمن اینکه تا سال 1404 جمعیت کشور به بیش از 94 میلیون نفر می‌رسد، آمار معلولان نیز به 5 میلیون و 700 هزار نفر افزایش خواهد یافت و صد البته ضروری است که مسئولان به فکر راهکارهای اساسی برای رفع مشکلات معلولان جامعه باشند.
