با وجود ترس ناشی از شیوع بیماری کرونا، وضعیت رهن و اجاره خانه‌ها چه تغییری می‌کند؟ آیا دیگر مالکین خانه خود را برای اجاره واگذار می‌کنند؟ تکلیف مستاجرینی که در این روزها، به پایان قرارداد خود می‌رسند، چیست؟ این وضعیت که به رکود بازار انجامیده است، سرنوشت قیمت‌ها را چگونه رقم می‌زند؟
در ادامه، گفت‌وگوی صبح امروز، با رئیس اتحادیه صنف املاک مشهد را می‌خوانید.
رئیس اتحادیه صنف مشاورین املاک مشهد با اشاره به وضعیت فورس ماژور، گفت: وقتی اتفاق ناخواسته‌ای در قراردادی بروز کند، مدت آن اتفاق به طول مدت قرارداد اضافه می‌شود. در شرایط فعلی، با ظهور ویروس کرونا، مستاجرها می‌توانند قرارداد خود را 14 ماهه در نظر بگیرند یعنی 2 ماه با شرایط و قیمت قبل به قرارداد اضافه شود.
علی مراد زاده در گفت‌وگو با خبرنگار صبح امروز، افزود: مستاجران برای جابه‌جایی می‌توانند در ساعت از قبل تعیین شده به واحد صنفی مراجعه کنند و حتی قولنامه هم بنویسند.
کسر مالیات به دلیل ضرر ناشی از کرونا
مرادزاده افزود: طبق مصوبه اعلام شده از اتاق اصناف، واحدهایی که در این مدت ضرر کرده‌اند از مالیات آنها کسر می‌شود، یعنی هم مالیاتشان کم می‌شود و هم مهلتی برای پرداخت، به آنها داده می‌شود و زمان ارائه اظهارنامه مالیاتی نیز به مدت 2 ماه عقب می‌افتد، این روند توسط اداره دارایی به صورت همزمان انجام شده است که حرکت بسیار بزرگی است و مقدمات آن توسط دولت آماده می‌شود.
وی ادامه داد: دولت برای واحدهای صنفی که در این مدت متضرر شده‌اند، وام 2 میلیون تومانی را در نظر گرفته‌است که برای دریافت این وام باید به سامانه معرفی شده مراجعه و ثبت‌نام کنند.
رئیس اتحادیه صنف مشاورین املاک اظهار کرد: متاسفانه به دلیل تعطیلی، که در این مدت داشته‌ایم خیلی از همکاران ما مجبور به تعدیل نیرو شده‌اند، که در اتحادیه برای تسهیل در کارهای اداری واحدی را برای ارائه خدمت به انها آماده کرده‌ایم تا در کارهای ثبت قرارداد، مالیات، بیمه و .. به آنها کمک کنیم.
مرادزاده در رابطه با شروع به کار واحدهای املاک گفت: واحدهای زیرمجموعه ما از اول اسفند تا 23 فروردین تعطیل بودند ولی از 23 فروردین با محدودیت زمانی بین 10صبح تا 18 عصر و به شرط رعایت پروتکل‌های بهداشتی فعالیت خود را آغاز کرده‌اند. یکی از پیش شرط‌های شروع مجدد فعالیت، ثبت‌نام در سامانه وزارت بهداشت و دریافت کد سلامت است که همکاران ما باید به این سامانه مراجعه کنند و کد رهگیری بگیرند که بعد از آن اطلاعاتی به آنها داده می‌شود که به چه صورت از خود و مشتریانی که دارند مراقبت کنند.واحدهای صنفی با داشتن این کد و رعایت ساعت کاری می‌توانند کار خود را آغاز کنند.
وضعیت قیمت در بازار مسکن
وی با اشاره به افزایش قیمت خانه‌های تازه ساز، خاطرنشان کرد: با شیوع بیماری کرونا متاسفانه خیلی از معاملات راکد شده‌است، خانه‌هایی که قدیمی ساز هستند قیمت آنها کاهش پیدا کرده و خانه‌های نوساز به دلیل افزایش قیمت دلار به صورت نامحسوس افزایش پیدا کرده‌است؛ چراکه ویروس کرونا باعث شد قیمت دلار آمریکا کاهش پیدا کند و با کاهش قیمت دلار مردم به سمت طلا رفتند و قیمت طلا افزایش پیدا کرد البته در ایران با افزایش قیمت طلا، دلار هم افزایش قیمت داشت ولی در سایر کشورها دلار افت پیدا کرد.
علی مرادزاده ادامه داد: با افزایش قیمت دلار، مصالح و متریال ساختمانی گران شده و همه ادعا می‌کنند که با دلار خرید کرده‌اند در صورتی که ممکن است واقعی نباشد، به همین دلیل خانه‌های تازه ساز افزایش قیمت و خانه‌های قدیمی ساز به جهت رکود، ویروس کرونا، عدم خروج مردم از خانه و عدم معامله، قیمت آنها کاهش پیدا کرده‌است.
وی افزود: در خانه‌های قدیمی ساز عرضه و تقاضا قیمت را تعیین می‌کند نه قیمت تمام شده ساخت آن، عرضه و تقاضا هم وقتی که نمونه ای پیدا شود به آن استناد می‌کنند و در این شرایط قیمت خانه تازه ساز هم کاهش پیدا می‌کند. در این بین کسانی که به پول احتیاج دارند قیمت‌ها را کمتر کرده‌اند.
رکود بازار مسکن
رئیس اتحادیه صنف مشاورین املاک با اشاره به رکود پیش آمده، اظهار کرد: متاسفانه با توجه به شرایطی که به وجود آمده است بازار دچار رکود شده است و ممکن است این رکود عمیق تر و معاملات هم کمتر انجام شود. طبق آمار موجود و با بررسی‌های انجام شده، معاملات ما در سال گذشته نسبت به سال 97 تقریبا 25 درصد کمتر شده‌است و نسبت به سال 96 هم همین اندازه بوده است و در مجموع نسبت به سال 96 معاملات 50 درصد کاهش پیدا کرده است یعنی سال 96 تا سال 98 کمتر شده و ممکن است امسال همین روند ادامه پیدا کند.
وی ادامه داد: به دلیل شرایطی که پیش آمده خیلی از کسانی که قصد خرید ملک داشته‌اند، فعلا منصرف شده‌اند چون در این شرایط، بازدیدی انجام نمی‌شود و بیشتر، خانه‌هایی که خالی یا تازه ساز هستند قابلبت بازدید را دارند. متاسفانه اکثر فایل‌هایی که ما داریم ساکن هستند و اجازه بازدید نمی‌دهند به همین دلیل اکثر معاملات راکد مانده است.
علی مرادزاده در پایان اضافه کرد: امسال با توجه به شرایط جدید پیش آمده در کشور و شیوه جدید محاسبه مالیاتی، دستورالعملی به همکارانمان داده شده که قراردادها را به صورت پرینتی تنظیم کنند، بدون اینکه پول اضافه‌ای بابت این نوع تنظیم، بگیرند و دیگر قرارداد دستی و قدیمی هیچ اعتباری ندارد و شهروندان و همکاران ما باید دقت کنند که دیگر از قراردادهای دستی استفاده نکنند.
