همه در قبال زبالهگردی مسئولیم و هیچکس مسئول نیست

دیدن زبالهگردها امری عادی در جامعه شده و گویی حضور آنها و فعالیتشان برای مردم نوعی رسمیت یافته است. اگرچه که زبالهگردی در بسیاری از شهرها رشد داشته، اما در مشهد روزبهروز به تعداد این افراد افزوده میشود. وضعیت نابسامان اقتصادی، تعطیلی کارخانهها، اعتیاد، عدم ارائه مهارتهای صحیح به افراد، رشد روزافزون مهاجرت و حاشیهنشینی در مشهد، نبود حمایتهای سازمانیافته از این افراد بهویژه کودکان منجر به بروز چنین آسیبی در پایتخت معنوی جهان اسلام شده است.
اگر کمی نسبت به جامعه خود حساس باشید حضور این افراد را بهخوبی در پیرامونتان حس میکنید. کنار ما در جستجوی زباله هستند، زیر سایه سطلهای بزرگ زباله استراحت میکنند، پسماند غذای پیدا کرده در زبالهها را میخورند و حتی کودکان زبالهگرد درون سطلهای زباله بازی میکنند و معیشت خود را لابهلای آشغال جستوجو میکنند. نخستین باری که با زبالهگرد همکلام شدم زمانی بود که دو کودک حدودا 7-8 ساله را دیدم که یکی از آنها در سطل زباله شهرداری در گوشه پیادهرویی که سرتاسر آن میوهفروشی بود بازی میکرد.
داخل سطل زباله بود و با خوشحالی کارتنها و سبدهای میوه داخل سطل را به کودک دیگر میداد. به او گفتم: چرا داخل سطل میروی و زبالهها را جمع میکنی؟ با خوشحالی گفت: «داریم بازی میکنیم، کلی کارتن جمع کردیم». دوباره مشغول بیرون انداختن کارتنها شد. به او گفتم: دستکش داری استفاده کنی؟ گفت: «آره ما تو خونمون کلی کارتن داریم، دستکش هم داریم». و چندتا کارتن را داخل کیسه خود و دوستش گذاشت و با هم رفتند.
در اطراف قبرستان خواجهربیع، پدری را دیدم که همراه دختر کودکش که لباس مدرسه به تن و کیفی بر دوش داشت در میان سطلهای زباله درحال جمعآوری آشغال بودند. دختر، کیسه کوچکتری در دست داشت و زبالههای سبکتر را در آن قرار میداد و پدر به او توضیح میداد که چه نوع زبالهای را درون کیسهاش بگذارد.
شغلی شریفتر از دزدی
جلو رفتم و با پدر صحبت کردم، زمان برد تا اعتماد کند، اما برایم شرح داد:زبالهگردی از دزدی شریفتر است
« سه ماه است که زباله جمع میکنم، قبلا در کارگاهی کفاشی کار میکردم، اما زمانی که کارگاه ورشکسته شد نتواستم کار جدید پیدا کنم، بیمارم و کار سنگین نمیتوانم انجام دهم. برای تأمین خرج خانوادهام شروع به جمع کردن زباله کردم، هرچند که همسرم مرا ترک کرده و میخواهد از من جدا شود. همراه دخترم زباله جمع میکنیم. از مدرسه که میآید برای اینکه تنها در خانه نباشد او را همراه خود میآورم. دوست ندارم دست به آشغال بزند، اما میخواهد کمکم کند. سعی میکنم فقط کارتن بردارد، بارش را هم خودم بیشتر مواقع حمل میکنم، شرایط زجرآوری است از دیدن دخترم در این وضعیت بیزارم و از خودم متنفر میشوم، اما او تنهاست و ما نیاز به درآمد داریم، حداقل این کار از دزدی و مال مردم خوردن شریفتر است».
این گفتوگو مقدمهای شد برای جستجوی مکان تحویل زباله این افراد و کندوکاو از وضعیت کسانی که زبالهها را تحویل میدهند و افرادی که این زبالهها را از هم تفکیک میکنند. به پرکندآباد رفتیم در راه پیرمردی افغانستانی حدودا 60 ساله در حال هل دادن گاری سنگین بود. از او خواستم چرایی فعالیت در این کار را برایم شرح دهد، گفت: « تقریبا دو ماه میشود که وارد این کار شدم، قبلا کارگر سرگذر بودم، اما سنم که بالاتر رفت گفتند کارگر پیر نمیخواهیم. مجبور شدم این کار را انتخاب کنم تا خرج خانوادهام درآید. پنج نفر هستیم. تقریبا روزی 30 هزار تومان درآمدم است، اما بعضی روزها هم اصلا درآمدی ندارم».
مأموران شهرداری کیسه زباله و گاریمان را ضبط میکنند
از او پرسیدم قیمت زباله که بیشتر شده درآمدتان تغییری نکرده است، پاسخ داد: «اگر قیمت زباله گرانتر هم شود از ما با همان نرخ قبلی میخرند». پرسیدم اگر مأموران شهرداری، زبالهجمعکنها را در خیابان ببیند چه کاری انجام میدهند؟ گفت: «بارمان را میگیرند و تحویل ماشینهای بازیافتی میدهند و گاریام را هم خودشان برمیدارند. ما هم نمیتوانیم چیزی بگوییم».
به یک انبار تفکیک زباله غیرقانونی رسیدیم، خود را دانشجو معرفی کردیم و از مسئول انبار خواستیم تا اجازه دهد با برخی از زنانی که آنجا کار میکنند گفتوگو کنیم. اجازه داد داخل رویم، بوی زباله امکان نفس کشیدن را سخت کرده بود، سگهای بیمار در اطراف انبار، پرسه میزدند. چند نفری داشتند زبالههایشان را وزن میکردند، هر چه تلاش کردیم، نتوانستیم وارد انبار شویم فضا سرشار از زباله بود و نمیشد از آنجا عبور کرد، مجبور شدیم بیرون بایستیم و خواهش کردیم، آنها برای گفتوگو بیرون آیند. خانمی مسن همراه دختر جوانش نزد ما آمدند. لباس مخصوص یا ماسکی نداشتند و تنها دستکش پارچهای در دستشان بود. مادر برایمان از فعالیتش و همکاری فرزندانش در این انبار گفت:«ایرانی هستم و دو سال است که در این انبار، همراه فرزندانم زبالههایی که آورده میشود را از هم تفکیک میکنیم. قبل از این کار، کشاورزی میکردیم، اما با سختی کار کشاورزی و بالا رفتن هزینهها تصمیم گرفتم که این کار را با کمک فرزندانم انجام دهم. شوهرم دو زن دیگر دارد و من و فرزندانم را رها کرده، از آنجا که اجارهنشین هستم، درآمدم به تنهایی کفاف زندگی را نمیداد. در نزدیکی همین انبار تفکیک زباله، خانهای اجاره کردم که اجاره آن ماهیانه 200 هزار تومان است و گاز هم ندارد».
تفکیک یک تُن زباله در روز
«روزی 35-40 هزار تومان درآمد داریم. ساعت کاری من و فرزندانم از 8 صبح تا 5 عصر است و باید در این مدت، یک تن زباله تفکیک کنیم. خرج زندگی زیاد است». از دختر 18 سالهاش خواستم علت فعالیت در این انبار زباله را برایمان شرح دهد:
برای تأمین هزینه جهازم، زباله تفکیک میکنم
«مجبور هستم، کار دیگری یاد ندارم و فقط تا کلاس چهارم درس خواندم، تازه ازدواج کردم -شوهرم افغانی و کارگر سر گذر است- و برای تأمین هزینه جهازم اینجا زباله از هم جدا میکنم. خواهر بزرگترم همراه برادر 13 سالهام- او هم تا کلاس پنجم بیشتر درس نخوانده با اینکه خیلی به درس خواندن علاقه دارد- در اینجا تفکیک زباله میکنند. از آنجا که کسی در خانه نیست تا از خواهر 5 سالهام مراقبت کند، او را هم به انبار میآوریم و گاهی به ما کمک میکند. هر چند در اطراف جاده قدیم و قلعه فیضآباد تعداد زیادی انبار تفکیک زباله وجود دارد و بچههای زیادی هم آنجا کار میکنند».
عدم آموزش تفکیک زباله به زبالهگردان
از او پرسیدم تاکنون از شهرداری یا مراکز بهداشت، افرادی برای آموزش به شما در راستای جلوگیری از ابتلا به بیماری به اینجا آمده یا امکاناتی در اختیارتان قرار دادهاند؟ گفت: «تاکنون کسی برای آموزش مسائل بهداشتی به اینجا نیامده است هرچند که ما خودمان مراقب هستیم، معمولا زمانی که سرنگ یا زباله عفونی ببینیم به آن دست نمیزنیم تا مریض نشویم. ماسک هم استفاده نمیکنیم چون نفسمان بند میآید خوشبختانه تاکنون هیچکداممان بیمار نشدیم فقط گاهی سرفه میکنیم».
مادر توضیح میدهد: «اینجا 10 تا 12 نفری کار میکنیم که تنها ما ایرانی هستیم و هیچکدام بیمه نیستیم. امکاناتی هم برای انجام این کار در اختیار نداریم. هر چند اگر کار دیگری میشد انجام بدهیم حتما سراغ آن کار میرفتیم. پادرد شدیدی دارم و نمیتوانم در کارخانهای کار کنم، اما اینجا روی زمین مینشینیم و زبالهها را جدا از هم میکنیم».
جدا از اینکه فعالیت افراد اعم از بزرگسال و نوجوان و کودک بدون امکانات و آموزشهای لازم در این حوزه بسیار خطرناک و دور از شأن مشهد، شهر زیارتی و مذهبی است باید توجه داشت که عدم برنامهریزی و همکاری مناسب و تأثیرگذار میان سازمانهای درگیر در رابطه با این موضوع، منجر به افزایش چشمگیر این معضل اجتماعی شده و بیش از همه کودکان که جامعهساز نسل آینده کشور هستند را تحت تأثیر قرار میدهد. بر همین اساس گفتوگویی با مسئولان هر کدام از این سازمانهای مربوط اعم از بهزیستی، علوم پزشکی و سازمان مپ داشتهایم تا چرایی عدم سیاستگذاری مناسب در این رابطه را جویا شویم.
غلامحسین حقدادی، معاون امور اجتماعی بهزیستی خراسانرضوی در مورد این موضوع چنین توضیح داد: بهزیستی برای کودکان کار و خیابان اقداماتی را انجام میدهد این کودکان با هم تفاوتهایی دارندکودکان کار با اطلاع والدین یا بستگانشان برای امرار معاش بهکار گرفته میشوند که شرایط زندگی کودکانه و امکان تحصیل را از دست میدهند، رشد کافی نمیتوانند داشته باشند و… غالب کسانی که در زمینه زبالهگردی فعالیت میکنند از این دست کودکان هستند. دسته دیگری از این کودکان فاقد پدرومادر بوده و در خیابان رها، جا و مکان مشخصی ندارند و در معرض آسیبهای اجتماعی و بهداشتی هستند.
وی افزود: بهزیستی از طریق کانالهای گوناگون به کودکان کار را جمعآوری میکند تا رسیدگیهای لازم برای آنها صورت بگیرد، بنابراین اگر در بررسیهای خود به این نتیجه برسیم که خانواده کودک کار نسبت به وی غفلت، بیمبالاتی و… داشته است این امر را از مصادیق کودکآزاری محسوب کرده و در گزارش مددکاری به دستگاههای قضایی وضعیت را اعلام میکنیم تا اقدامات لازم صورت بگیرد. در این موارد یا سلب صلاحیت از خانواده شده یا کودک موقتاً به بهزیستی سپرده میشود تا از فضای ناامن دور شود. در برخی موارد جداسازی کودک از خانواده با دستور قضایی از حالت موقت به دائم تبدیل میشود.
حقدادی ادامه داد: اگر کودک تنها بهدلیل مشکلات اقتصادی خانواده، مجبور به ترک تحصیل و کارکردن در کارگاههای زباله شود، از دسته مسائلی نیست که بهزیستی کودک را از خانواده جدا کند؛ چراکه جدا کردن کودک از خانواده عوارض زیادی برای او به همراه خواهد داشت.
رسیدگی و سازماندهی کودکان کار تنها بر عهده بهزیستی نیست
معاون امور اجتماعی بهزیستی خراسانرضوی در رابطه با اقدامات بهزیستی برای رفع چنین معضلی توضیح داد: آییننامه ساماندهی کودکان کار و خیابان در طی سالهای گذشته توسط هیئت وزیران به تصویب رسیده که براساس این آییننامه 12 سازمان در قبال وضعیت کار کودکان و ساماندهی آنها مسئولیت دارند؛ بنابراین این وظیفه تنها بر عهده بهزیستی نیست.
مشکلات اقتصادی تمایل خانوادهها را برای کار فرزندان بیشتر کرده است
حقدادی خاطرنشان کرد: اگرچه که در طول سالهای گذشته سازمانهای مربوط با یکدیگر کارهای مشترکی را انجام داده و جلساتی را در راستای ساماندهی این دسته از کودکان داشتند، اما بهدلیل وجود مشکلات اقتصادی طبیعتا تعداد خانوادههایی که تمایل دارند فرزندانشان این دسته از فعالیتها را انجام دهند افزایش یافته است، بهویژه خانوادههایی که سرپرستی ندارند یا مادر خانواده با حقوق اندکی امرار معاش میکند. بنابراین اگر این دسته از کودکان به بهزیستی معرفی شوند ما در رابطه با خانواده آنها نیز بررسیهای لازم را انجام میدهیم و اگر خانواده شرایط ناگواری از لحاظ شغلی، تأمین معاش و… داشته باشد بهزیستی و کمیته امداد، حمایتهای لازم برای توانمندسازی این افراد را انجام خواهد داد.
کارگاههای تفکیک زباله، نیازمند اتحادیه مشخصی هستند
عباس حسنزاده مقدم مدیراجرایی مدیریت پسماند شهرداری مشهد با بیان اینکه «شهرداری متولی کارگاهها و انبارهای ضایعات نیست» گفت: درواقع چنین فعالیتهایی نیازمند متولی خاصی است و اتحادیه مختلفی در رابطه با آن وجود دارد، اما اتحادیهای که بهعنوان متولی تمامی این ضایعات فعالیت کند -ازجمله پلاستیک، شیشه، فلزات و… – نه تنها در مشهد بلکه در دیگر شهرهای کشور وجود ندارد. در این راستا سازمان مدیریت پسماند از شهرداری درخواست داشته که اتحادیه واحدی برای این مجموعهها درنظر گرفته شود تا افرادی که در این دسته از کارگاههای تفکیک زباله فعالیت میکنند تحت نظارت و ضوابط اتحادیه باشند و از این طریق مسائل بهداشتی، محیط زیستی و… رعایت شده و سازمانهای گوناگون همکاری لازم را نیز داشته باشند.
مراکز بهداشت میتوانند با کارگاههای تفکیک زباله غیرمجاز برخورد کنند
وی تصریح کرد: نکته مورد توجه دیگر فعالیت غیرمجاز تعدادی از کارگاههای تفکیک زباله داخل شهر است و اگر براساس بند 20 قانون ساماندهی مشاغل بهعنوان شغل مزاحم شناخته شود با آن برخورد شده و پلمب میشود. در این راستا مراکز بهداشت نیز میتوانند به لحاظ بهداشتی برخورد لازم با این کارگاهها را داشته باشند. نکته دیگر کارگاههای تفکیک زباله خارج از محیط شهری بوده که زیر پوشش شهرداری نیستند. اگر این کارگاهها فعالیتی خلاف ضوابط بهداشتی داشته باشند دوستانی که در دانشگاه علوم پزشکی هستند، میتوانند به لحاظ قوانین موجود برخورد لازم را داشته باشند.
آماری از زبالهگردهای مشهد نداریم/ رفع معضل زبالهگردی تنها مربوط به شهرداری نیست
حسنزاده با بیان اینکه «آماری از تعداد افراد زبالهگرد در سطح شهر نداریم» تشریح کرد: از آنجا که مولفههای گوناگونی برای گرایش یک فرد به زبالهگردی وجود دارد؛ بنابراین همه این موضوع تنها به شهرداری بازنمیگردد، بلکه دستگاههای دیگری برای اقدامات لازم در حوزه فرهنگی، اجتماعی، اقتصادی بهداشتی و … نیز بایستی پای کار آیند.
در این راستا با علی اصغر حسنی، مدیر سلامت محیط و کار دانشگاه علوم پزشکی مشهد گفتوگو کردیم تا چرایی عدم ارائه آموزشهای بهداشتی به این افراد را جویا شویم:
جمعآوری غیرقانونی زباله، منجر به بروز شیوع بیماریها در جامعه میشود
حسنی در پاسخ به این پرسش که وظیفه دانشگاه علوم پزشکی در این زمینه چیست؟ گفت: در گذشته معاونت بهداشت محیط برای شرکتهایی که بهطور مشخص وظیفه جمعآوری و تفکیک زباله را بر عهده داشتند آموزشهای لازم و واکسن ارائه میداد که این اقدامات جزو برنامههای ما بود و بهصورت مرتب انجام میشد. اما از آنجا که امروز فعالیت زبالهگردها بهصورت مشخص انجام نمیشود و عدهای هستند که از سر نیاز، جمعآوری زباله را انجام میدهند؛ بنابراین نیاز است تا از سوی سازمان مپ، برنامهریزیهای مناسب برای این دسته از افراد انجام شود و علوم پزشکی نیز همکاری لازم را با آنها خواهد داشت. باید توجه داشت که تبعات غیرقانونی جمعآوری زباله به مردم عادی بازمیگردد و منجر به شیوع بیماریها در جامعه میشود.
کودکان زبالهگرد، آسیبپذیری بیشتری در برابر بیماری دارند
مدیر سلامت محیط و کار دانشگاه علوم پزشکی مشهد خاطرنشان کرد: خطر بروز بیماری برای همه افراد زبالهگرد چه کودک چه بزرگسال وجود دارد، اما از آنجا که کودکان زبالهگرد، ممکن است بسیاری از مسائل بهداشتی را بهدلیل فقر جسمانی و بهداشتی رعایت نکنند آسیبپذیری بیشتری در برابر این بیماریها دارند.
گفتنی است که در گفتو گو با هریک از مسئولان سازمانهای مربوط، هر کدام بخشی از حل این آسیب اجتماعی را بر دوش دیگری نهادند. هرچند که جامعه مشهد نیازمند همکاری این سازمان و حل این معضل اجتماعی است، اما این وضعیت، پرسشی را ایجاد میکند که مشهد تا چه زمانی میتواند شاهد رشد کودکان و افراد زبالهگردی باشد که اغلب بهدلیل وضعیت نامناسب اقتصادی روی به این کار میآورند. مسلما یکی از اصلیترین مؤلفههای موجود برای کاهش اثرات این آسیب و تعداد افراد متمایل به این فعالیت، بهبود وضعیت اقتصادی و آموزشهای فرهنگی در جامعه است، تا افراد در بستری سالمتر بتوانند زندگی مناسبتری را برای خانواده و فرزندان خود فراهم کنند.
و اما زباله گردی یکی از مهمترین آسیبهایی بوده که در جامعه امروز بنا به شرایط حاکم بر آن رو به فزونی بوده و نیازمند توجه ویژه مسئولین ذیربط بوده و از مدیران اجرایی مرتبط در این حوزه خواستاریم به جای شانه خالی کردن از زیر بار این مسئولیت به کمک هم آمده تا این مشکل رفع شود.
