رویترز روز دوشنبه 29 مهر با انتشار گزارشی از لندن، خبر ادعای استفاده هکرهای روس از امکانات هکرهای ایران به عنوان پوشش حملات سایبری خود را داده است. روشن نیست که آیا هکرهای روس با اطلاع کامل هکرهای ایران از این امکانات استفاده کرده‌اند، یا مستقل اقدام به این حملات سایبری نموده‌اند. شماری از مقامات آمریکایی و بریتانیایی مدعی شدند، گروهی از هکرهای روسی با مداخله در روند حمله هکرهای ایرانی به پایگاه های اینترنتی دولت ها و سازمان های صنعتی ده ها کشور موفق شدند این تصور را به وجود بیاورند که این حمله از سوی هکرهای ایرانی انجام شده است. مقامات استونی و جمهوری چک گروه «تورلا» را متهم کرده اند که به سرویس امنیت فدرال روسیه وابسته است. به گفته مقامات امنیتی بریتانیا و آمریکا نفوذ اینترنتی این گروه روس به طور خاص در خاورمیانه مشهود بوده، ولی دامنه آن به برخی سازمان های بریتانیایی نیز کشیده شده است. خبر فعالیت هکرهای گروه “تورلا” و همکاری آنها با هکرهای ایران توسط مقامات امنیتی بریتانیا رسانه ای شده است. گفته می‌شود، دامنه فعالیت این گروه از هکرهای مشترک روسیه و ایران عمدتا متوجه کشورهای خاورمیانه بوده، ولی شماری از سازمان‌های بریتانیایی نیز هدف حملات سایبری آنها بوده‌اند.
مسئولان ایران و روسیه از اعلام موضع پیرامون اتهامات مطرح از سوی این دو نهاد امنیتی اجتناب کرده‌اند. رویترز در ادامه گزارش خود نوشته است، ایران و روسیه بارها اتهامات مرتبط با حملات سایبری را رد کرده و منکر چنین فعالیت‌هایی شده اند.
نبرد سایبری
نبرد سایبری یکی از شاخه‌های جنگ نرم و مجازی است که امروز نقش بسیار مهمی در روند ارتباط کشورها با هم دارد. یک حمله دقیق سایبری می‌تواند ساختار کل بانکها، دولت مجازی، دانشگاهها و حتی فروشگاه‌های آنلاین یک کشور را تخریب کرده و روند زندگی در آن منطقه را مختل کند. ایران در طول دهه اخیر توانسته است با تلاش خود تبدیل به یکی از قدرتهای سایبری جهان شود. در اواسط تیر ماه، نشریه آمریکایی فوربس، ضمن اشاره به رونمایی ایران از سامانه ارتباط تاکتیکی «سپهر 110»، آن را تحولی برای انتقال پیام به دشمنان در برهه کنونی و مصون نگه داشتن بستر سایبری کشور توصیف کرد. به غیر از فوربس، نشریه ها و رسانه های مهم خارجی بسیاری به تمجید از فعالیتها و سیاستهای سایبری ایران اشاره کرده اند. روزنامه وال‌استریت مدتی پیش در گزارش خود نوشت که کشور ایران در حوزه اقدامات سایبری یکی از 10 قدرت بزرگ جهان به حساب می‌آید و این مسئله هم آمریکایی‌ها را ترسانده است. این روزنامه همچنین در ادامه گزارش خود می‌گوید که ایران در پاییز گذشته به سیستم اینترنتی نیروی دریایی ایالت متحده نفوذ کرده است. همچنین طبق گزارش مرکز دفاعی دفنس تک (موسسه نظامی و امنیتی ایالات متحده آمریکا)، با استناد به آمار دریافتی از سازمان اطلاعات آمریکا، ایران جزء پنج کشور دارای قوی‌ترین نیروی سایبری جهان است. این موسسه با تاکید بر اینکه ارتش سایبری ایران زیرمجموعه تیم رصد سایبری سپاه است، بودجه آن را 76 میلیون دلار اعلام کرد. این موسسه همچنین تعداد نیروهای این ارتش را حدودا 2400 نفر و 1200 نفر ذخیره برآورد کرده بود. به دلیل گستردگی و پیچیدگی حملات سایبری ایران به دانشگاه‌های ایالات متحده، هفته‌نامه نیوزویک، هکرهای ایرانی را بهترین‌های جهان خواند و ارتش سایبری ایران را خطری بزرگتر از چین، روسیه و کره شمالی برای ایالات متحده عنوان کرد. همچنین، شرکت نرم افزاری چک پوینت، یکی از گروه‌های هکری ایران را لشکری با 9 جان، توصیف کرد. در همین حال، چند ماه پیش رئیس ارشد امور سایبری ارتش رژیم صهیونیستی هم در مورد قابلیت‌های سایبری ایران هشدار داده و اظهار خطر کرده بود. سرهنگ دوم نوام شوار به “اسرائیل هیوم” گفت که یکی از اولین رویدادهای عملیاتی او تشخیص و پیشگیری از تلاش ایران برای نفوذ سیستم هشدار موشکی گنبد آهنین اسرائیل است. طبق گفته شوار، با خاموش کردن سیستم هشدار موشک، هکرها می‌توانند هشدارهای کاذب را فعال کنند. حتی بدتر از آن، وقتی سیستم راکت‌های دریافتی را شناسایی کرد، هکرها می‌توانند مانع از فعال شدن آژیر شوند.
مرکز تحقیقات استراتژیک جهانی: ایران ابر قدرت سایبری می‌شود
مرکز تحقیقات استراتژیک بین المللی(CSIS) نیز اخیرا طی گزارشی با تاکید بر این نکته که توان سایبری ایران دائما در حال افزایش است تاکید کرد که توان نظامی – سایبری ایران اکنون از بسیاری از کشورها بیشتر است. این مرکز در گزارش تحلیلی خود تاکید دارد که ایران اکنون توان سایبری خود را تبدیل به یک قدرت ملی کرده است. به طوری که با یک سیستم و سازمان دقیق اقداماتش را برنامه‌ریزی کرده و انجام می‌دهد. بنابراین، هر حمله سایبری ایران به ایالات متحده آمریکا نه یک تصادف بلکه بخشی از یک استراتژی دقیق و منظم است. از نظر این مرکز تحقیقاتی، توان دفاعی سایبری ایران توسط سه ارگان صورت می‌گیرد: سپاه پاسداران، بسیج و سازمان پدافند غیر عامل. در این میان، به خصوص سپاه نقش پررنگ تری دارد به طوری که بیشتر اقدامات سایبری جدی در مورد آمریکا و اسرائیل و برخی کشورهای خلیج فارس توسط این سازمان صورت می‌گیرد. از طرف دیگر، بسیج بیش از 120 هزار نیروی سایبری داوطلب دارد. در این میان، پدافند غیرعامل بیشتر نقش مقاومتی و دفاعی دارد. به طوری که وظیفه‌اش حفظ ساختارهای شبکهای اساسی کشور است.
از نظر نویسنده CSIS، ایران در طول این سالها آنقدر با صهیونیستها و عربستان مقابله دفاعی و سایبری داشته است که اکنون به یک مهره حرفه ای در این بازی تبدیل شده است.
اقدامات سایبری ایران علیه آمریکا
مرکز تحقیقات استراتژیک CSIS مدعی است که ایران تاکنون علاوه بر برخی کازینوها، بسیاری از بانکهای معتبر آمریکارا نیز مورد حمله سایبری قرار داده است. همچنین اسپوتنیک در گذشته به نقل از مقامات وزارت خارجه آمریکا، هکرهای ایرانی را عامل اصلی هک شدن شبکه HBO و پخش نشدن سریال بازی تاج و تخت دانسته بود. با وجود این، انجمن اطلاعات آمریکا در ارزیابی تهدید جهانی سالانه خود، اذعان کرد هکرهای ایرانی فعلا تنها قادر به ایجاد اثرات مخرب موقت هستند. اگرچه، این انجمن همچنین هشدار داد ایران از تکنیک‌های پیچیده سایبری استفاده می‌کند و تلاش می‌کند توانایی‌های خود را بهبود بخشد. طبق گفته روزنامه وال استریت، دولت آمریکا مدعی است ایران به سیستم اینترنتی نیروی دریایی حمله کرده و آن را مختل نموده است. اختلالی که برای رفع آن چهار ماه زمان گذاشته شد. این روزنامه، از این اتفاق با عنوان “بزرگ‌ترین حمله طبقه‌بندی نشده به شبکه رایانه‌ای نیروی دریایی آمریکا” یاد می‌کند. همچنین وبسایت هیل وابسته به کنگره آمریکا، درباره حملات سایبری ایران به آمریکا نوشت: “هکرهای ایرانی در سال‌های 2011 تا 2013، در برخی از نخستین عملیات‌های خود در جنگ‌های سایبری، موسسات مالی ایالات متحده را با ده‌ها میلیون دلار سرمایه و همچنین عملیات تجاری سعودی آرامکو را به صورت آفلاین هک کردند. بر اساس یک گزارش جدید که از سوی مایکروسافت منتشر شد، طی دو سال گذشته، هکرهای ایرانی بیش از 200 شرکت را هک کرده‌اند و این خطر روز به روز در حال افزایش است.”
همچنین وال استریت گزارش کرد که در یک سال گذشته میزان حملات سایبری به صنعت بانکداری بسیار کاهش یافته و در حال ریشه‌کن شدن است اما گروه‌های سایبری ایران همچنان توانمندی‌های فراوانی برای حمله به بانکهای آمریکا دارند و با افزایش ترافیک اینترنتی بارها باعث شده‌اند سایت‌های اینترنتی بانکهای آمریکای از کار بیفتند. با این حال، مرکز تحقیقاتی استراتژیک بین‌المللی(CSIS) در گزارش خود تاکید دارد که اقدامات ایران مبنی بر حملات سایبری به آمریکا بیشتر جنبه دفاعی دارند و ایران در واقع، با این اقدامات می‌خواهد آمریکا را از مرزهای معنوی و مادی خود دور نگه دارد. این اقدامات ایران باعث شده است که آمریکا به خود بیاید و به درستی درک کند که سیستم امنیتی و سایبری شبکه هایش چقدر آسیب پذیر است.

My issues have been very similar, with my family. But, we made some different decisions. It’s complex.
We need to build frameworks and funding mechanisms.
