رئیس کمیسیون اقتصادی شورای اسلامی شهر مشهد گفت: تغییر رویکرد ساخت و ساز از طرح های مسکونی و تجاری به سمت طرح های تفریحی و گردشگری در اولویت ما قرار گرفته است. مصوبه مشوق های سرمایهگذاری پاسخگوی کاربری های مورد نیاز شهر خواهد بود.
احمد نوروزی در حاشیه میزگرد علمی نقد و بررسی آیین نامه اجرایی مشوق های سرمایه گذاری در حوزه ساخت و ساز عنوان کرد : تشکیل کمیسیون ویژه توس در شورای احیای منطقه توس از جمله گام هایی است که در راستای توجه به ظرفیت های فرهنگی شهر برداشته شده است.
وی افزود: تغییر رویکرد ساخت و ساز از طرح های مسکونی و تجاری به سمت طرح های تفریحی و گردشگری در اولویت ما قرار گرفته است. مصوبه مشوق های سرمایهگذاری پاسخگوی کاربری های مورد نیاز شهر خواهد بود.
نوروزی با اشاره به اینکه این مصوبه، سرمایهگذاران را از ساختوسازهای بیمورد در مناطقی که نیاز شهر نبوده و موجب هدررفت سرمایه میشود، آگاه میسازد، بیان کرد: با توجه به بررسی های انجام شده و اطلاعات خوبی که در سیستم یکپارچه شهرسازی شهرداری وجود دارد، کمبودهای هر منطقه مدنظر قرار میگیرد و مشوق های این حوزه پررنگتر خواهد شد.
مصوبه مشوق های سرمایهگذاری بدنبال ایجاد پروژههای چندکاربری است
در ادامه این میزگرد، محمدهادی مهدی نیا، رئیس کمیسیون عمران و شهرسازی شورای اسلامی شهر مشهد، گفت: مصوبه مشوق های سرمایه گذاری به جز وجهه اقتصادی، وجهه شهرسازی مهمی نیز دارد به این معنا که یکی از چالشهای اصلی طرح های جامع، عدم تحقق کاربری های خدماتی است چرا که در این کاربری ها انتفاع وجود ندارد.
وی افزود: باید کاربری ها از نوع ترکیبی باشد و این مصوبه به تحقق سرانه کاربری های خدماتی در مناطق کم برخوردار کمک کند. ساخت پروژه های چندعملکردی با کاربری های مختلف و هم سازگار و تامین کاربری های خدماتی و غیرانتفاعی بویژه در مناطق کم برخوردار شهر مشهد، دو رویکرد مشوق های سرمایه گذاری است.
مدت ها است که حرکت به سوی توسعه پایدار در شهر مشهد آغاز شده است
اژدر اژدری ،معاون اقتصادی شهردار مشهد در میزگرد علمی نقد و بررسی آیین نامه اجرایی مشوق های سرمایه گذاری در حوزه ساخت و ساز ،موفقیت شهرداری مشهد در اداره امور اقتصادی را مرهون نگاه راهبردی مدیریت شهری دانست و تصریح کرد : در گام نخست هدف ما تحقق سرانههای خدماتی در بستههای اقتصادی و بدون تصدیگری شهرداری است.
وی افزود : برای نخستین بار در تاریخ شهرداریهای کشور، پروژههای پیمانکاری در مشهد به شکل اقتصادی و توسط بخش خصوصی انجام میشود.
اژدری با تاکید بر اینکه مرکز ارتباطات مردمی شهرداری مشهد ۱۳۷، به عنوان پل ارتباطی شهروندان با مدیریت شهری است که یکپارچه سازی ارائه خدمات و تسهیلگری در امر ارتباط را در بر دارد. یادآور شد: مدیریت شهری به این نکته توجه دارد که زمان محدود است، چه بسا اگر در گذشته همین اقدامات انجام شده بود اکنون به مرحله تحقق توسعه پایدار شهری و درآمدهای پایدار شهری رسیده بودیم.
