استراتژی واشنگتن در برابر تهران چیست؟
عصر جمعه، یک روز پس از سرنگون شدن یک پهپاد آمریکایی توسط سپاه پاسداران انقلاب اسلامی، دونالد ترامپ، مدعی شد که حمله به سه سایت ایران را در لحظات آخر لغو کرده است تا جلوی مرگ 150 ایرانی را بگیرد. ترامپ پس از انتقاد از توافق هستهای، در توئیتی نوشت: «آنها (ایران) روز دوشنبه (پنج شنبه) یک پهپاد بدون سرنشین را سرنگون کردند که بر فراز آبهای بین المللی در حال پرواز بود. ما دیشب برای پاسخ دادن به سه سایت متفاوت آماده بودیم که من پرسیدم چه تعداد کشته خواهند شد. یک ژنرال پاسخ داد: قربان 150 نفر. 10 دقیقه قبل از حمله، آن را متوقف کردم. (چون) با ساقط کردن یک پهپاد بدون سرنشین متناسب نبود. من عجلهای ندارم، ارتشمان بازسازی شده و آماده است و با فاصله، بهترین (ارتش) در جهان است. تحریمها، گزنده هستند و دیشب، (تحریمهای) بیشتری اضافه شد.»
ترامپ از همان ساعات اولیه اطلاع از سرنگونی پهپاد نشان داد که تمایلی به تشدید تنش ندارد. هر چند او این واقعه را «اشتباه بزرگ» ایران دانست. اما گفت ساقط کردن پهپاد، احتمالا اشتباه یک فرد بوده است. تاکید مکرر ترامپ بر این نکته که پهپاد سرنگونشده گلوبال هاک «بدون سرنشین» بوده و اگر سرنشین داشت وضع فرق میکرد، نشانه دیگری بر تمایل جدی رئیسجمهور آمریکا به تنشزدایی با ایران بود. با این حال، ترامپ هم از جانب برخی مقامات دولتش و هم از طرف برخی رسانههای محافظهکار برای حمله به ایران تحت فشار قرار گرفت. برخی سناتورهای جمهوریخواه از او درخواست کردند که به ایران «حمله انتقامی» و محدود کند. علاوه بر این، جان بولتون، مشاور امنیت ملی، مایک پمپئو، وزیر امور خارجه، و جینا هاسپل، رئیس سازمان سیا، خواستار حمله به ایران بودند. با این حال، ترامپ نهایتا مدعی شد که در دقایق آخر حمله به ایران را متوقف کرده است. سوالی که اینجا مطرح میشود این است که آیا واقعا حملهای در کار بود؟ و اگر چنین گزینهای روی میز بود، چرا ناگهان لغو شد؟
نوع واکنش ترامپ به سرنگونی پهپاد و همچنین ماهیت سیاست کارزار فشار حداکثری آمریکا علیه ایران نشان میدهد که احتمالا از اساس حملهای در کار نبود و ترامپ بنا به دلایلی که در ادامه میآید، تصمیم گرفته است ادعای توقف حمله را مطرح کند. البته در جلسهای که ترامپ با اعضای بلندپایه دولت درباره سرنگونی پهپاد داشته، احتمالا گزینه حمله محدود به ایران از سوی بولتون یا پومپئو مطرح شده است، اما در اینکه ترامپ ابتدا با این گزینه موافقت و سپس آن را لغو کرده، تردیدهای وجود دارد. به نظر میرسد بنا به دلایل زیر، ادعای وجود طرحی برای حمله به ایران صحیح نیست:
1- دولت ترامپ یک بازی طولانی را با ایران آغاز کرده و معتقد است این بازی به مرور زمان، نتایج دلخواه آمریکا را محقق میکند. مهمترین عنصر این بازی، «زمان» است. در یک سال گذشته، کاخ سفید به طور پیوسته بر تحریمها علیه ایران افزوده است. مهمترین اقدام آمریکا در این زمینه، تحریم کل صادرات نفت ایران در ماه مه بود. مقامات آمریکا بارها گفتهاند که با قطع صادرات نفت ایران، این کشور دیر یا زود دچار بحران اقتصادی بزرگی خواهد شد. بحرانی که دولت آمریکا امیدوار است ایران را به پذیرش درخواستهای آمریکا مجبور کند یا اینکه موجب تغییرات بنیادین سیاسی در ایران شود. مقامات دولت ترامپ بر این باور هستند که کشورشان پس از اعمال «قویترین تحریمهای تاریخ» علیه جمهوری اسلامی ایران، اکنون در انتظار چیدن میوه این تحریمهاست و لذا اندکی صبر لازم است. بنابراین، نباید معادله فعلی در اثر یک رخداد جزئی، مانند سرنگونی یک پهپاد به هم بخورد. حمله محدود آمریکا به ایران و پاسخ متعاقب ایران به آن، میتواند این معادله را به هم بزند.
2- برخی محافل سیاسی و رسانهای جمهوریخواه در آمریکا به ترامپ فشار میآورند که به ایران حمله انتقامی کند. اما آمریکا از نوع واکنش ایران به حمله محدود مطمئن نیست. اگر ترامپ به ایران حمله میکرد، به احتمال زیاد ایران به آمریکا پاسخ میداد. از آنجا که ایران و آمریکا مرز مشترک ندارند، بنابراین پاسخ ایران به حمله آمریکا ممکن بود شامل کشورهایی مانند عربستان و امارات شود. طبق برخی گزارشهای ایرانی، پهپاد گلوبال هاک از پایگاه الظفره امارات پرواز کرده بود. حال اگر ایران تصمیم بگیرد، تاسیسات نفتی عربستان و امارات را موشکباران کند، آیا آمریکا میتواند تحریم نفتی ایران را ادامه دهد؟ اگر ایران و آمریکا در خلیج فارس درگیر کنش و واکنشهای نظامی سلسلهوار شوند، آیا تضمینی وجود دارد که قیمت نفت از سقف صد دلار فراتر نرود؟ آیا آمریکا به لحاظ لجستیکی برای یک درگیری تمام عیار با ایران آماده است؟ اینها سوالاتی هستند که احتمالا کاخ سفید قبل از اتخاذ تصمیم حمله به ایران به آنها فکر میکند.
3- وانگهی، ادعای لغو حمله به ایران، برای ترامپ فوایدی دارد. به این اظهارات آدام کینزینگر، نماینده جمهوریخواه کنگره، دقت کنید: «با تصمیم رئیسجمهور (برای لغو حمله به ایران) مخالفت کردم. با این حال، کسانی که ادعا میکردند رئیسجمهور ترامپ جنگ طلب است، جنگ جهانی سوم را شروع خواهد کرد و او قابل اعتماد نیست و جان بولتون (جنگ طلب است) و این حرفها، باید جشن بگیرند که او (ترامپ) آن چیزی نبود که میگفتند.» کینزینگر از جمله جمهوریخواهانی است که ترامپ را برای پاسخ نظامی دادن به ایران تحت فشار قرار میدهد.
دولت ترامپ و محافل رسانهای نزدیک به آن، در حال هیولاسازی از ایران هستند. در یک سال گذشته، ترامپ و خصوصا جان بولتون، مدام متهم میشدند که در حال زمینهسازی برای جنگ با ایران هستند. تحلیلگران و رسانههای زیادی درباره جنگ طلبی کاخ سفید هشدار داده بودند. اما اکنون، نزدیکان ترامپ این نکته را به افکار عمومی غربی منتقل میکنند که دولت ترامپ، علیرغم تهاجم ایران، به تنشزدایی و صلحطلبی متعهد است. این در حالی است که به گفته محمدجواد ظریف، وزیر خارجه ایران، واشنگتن از یک سال پیش، علیه تهران جنگ اقتصادی به راه انداخته است. سوال اینجاست که اگر ترامپ به فکر حمله به ایران نبود، پس چرا ادعای حمله را مطرح کرد؟ پاسخ این سوال را باید در شرایط سیاسی داخلی آمریکا و مناسبات این کشور با متحدان خود جستجو کرد. نخستین هدف ترامپ از لغو حمله، ارسال پیام به پایگاه اجتماعی خود در آمریکاست. ترامپ به تازگی ستاد انتخاباتی خود را فعال کرده و مدام در حال اظهارنظر انتخاباتی است. او با لغو حمله اولا به هواداران خود این پیام را داد که رئیسجمهور آنها همچنان قدرتمند و حاضر است از گزینه نظامی استفاده کند و در عین حال به این هواداران سیگنال داد که آمریکا تا جای ممکن از جنگ پرهیز میکند و دنبال جنگ نیست. افزون بر این، ترامپ به متحدان آمریکا، خصوصا در اروپا، نشان داد که آمریکا دنبال جنگ نیست. این برای دولت ترامپ، به ویژه در چند ماه گذشته، معضل بزرگی بود. اروپاییها هنوز هم به سیاست کاخ سفید در برابر ایران اعتماد چندانی ندارند و فکر میکنند ترامپ در حال فراهم کردن مقدمات حمله به ایران است. پیام بعدی حمله ادعایی، به مقامات ایران بود. در واقع ترامپ، میخواست با مطرح کردن مسئله حمله، به ایران هشدار دهد که ممکن است نوبت بعدی نتواند جلوی حمله را بگیرد. واضح است که کاخ سفید خواهان حفظ وضعیت فعلی (نه جنگ نه مذاکره) تا پس از انتخابات ریاست جمهوری است. اما هیچ تضمینی وجود ندارد که ایران، «جنگ اقتصادی» آمریکا را تا زمان انتخابات آمریکا هزینهمند نکند. ترامپ هر روز به انتخابات ریاست جمهوری 2020 نزدیکتر میشود. او بارها از جنگهای آمریکا در خاورمیانه انتقاد کرده بود و نمیخواهد با آغاز یک جنگ دیگر در منطقه وارد کارزار انتخاباتی شود. همین امر، بازدارندگی آمریکا در برابر ایران را تضعیف کرده است. در نتیجه، او میخواهد با پیش کشیدن بحث حمله، بازدارندگی کشورش را معتبر کند. مقامات دولت ترامپ، در راستای تقویت همین بازدارندگی، تلاش میکنند موضع خود را در برابر ایران نزد افکار عمومی جهان، اخلاقی جلوه دهند. احتمالا به همین دلیل، ترامپ گفته است نمیخواهد 150 ایرانی در حمله کشته شوند. به موازات این امر، برخی تحلیلگران آمریکایی ادعا میکنند پاسخ ندادن به ایران، به سایر کشورها مانند کره شمالی و ونزوئلا سیگنال ضعف میفرستد و از این طریق تلاش میکنند ترامپ و افکار عمومی را برای هرگونه تقابل در آینده آماده کنند.
